As indicated in pay items 403 p and 403 p4 of the BOQ, we are supposed to use asphalt
cement of penetration grade 60/70 for both the binder and wearing course. This
penetration grade is not suitable for temperate climate like Addis Ababa. Hence we
kindly request you to allow us to use penetration grade 85/100 which is commonly used
in Addis Ababa.
Besides the above, the asphalt grading requirement indicated in the Section 403 of the
particular specification doesn’t comply with what is specified in the BOQ (particularly the
nominal maximum size). Hence, we propose it to be adjusted to the requirement of MS-
2 for the following potential advantages:
We can resolve the disparities between the requirements of the BOQ and
particular specification of our project.
It is clearly indicated in the Asphalt Manual series (MS-4, 2007 edition )that the
pavement layer thickness should be more than three times of the nominal
maximum size of the aggregate.
We have been so for applying the Grading requirement as indicated in ASTM
D3515 with nominal maximum size of aggregate of 19mm and 12.5mm is used
for binder and wearing courses respectively in all AACRA projects including the
Ring Roads and the recent projects like the Bole Road. Good pavement
performance is observed in all our projects constructed using this asphalt
grading.
