The Problem and Its Background

Background of the Study

School discipline is a required set of actions by the school or a teacher towards a student

(or groups of students) after the student's behavior disrupts the ongoing educational activity or

breaks a pre-established rule created by the school system. Discipline guides the student's

behavior or sets limits to help them learn to take care of themselves, other people and the world

around them.

Disciplining students is important to create a safe and fun learning environment. It

requires knowledge, skill, sensitivity and self-confidence; like any art, it is something that one
will acquire through training and experience; it becomes easier with practice. Many people

confuse discipline with classroom management; discipline is one dimension of classroom

management and classroom management is a general term. Discipline can also have a positive

influence on both the individual and classroom environment. Utilizing disciplinary actions can

be an opportunity to reflect and learn about consequences, instill collective values, and

encourage behavior that is acceptable for the classroom. Recognition of the diversity of values

within communities can increase understanding and tolerance of different disciplinary

techniques. Promoting positive correction of questionable behavior within the classroom

dynamic, as opposed to out-of-class punishments like detention, suspension, or expulsion, can

encourage learning and discourage future misbehavior. Learning to own one’s bad behavior can

also contribute to positive growth in social emotional learning.

Students are key stakeholders and the most essential resources in education. It is

absolutely necessary to direct students to exhibit acceptable attitude and behavior within and

outside the school. In an attempt to achieve an organized and peaceful school environment and

maintain law and order, school management specifies rules and regulations to guide the activities

of members of the educational institution.

Most schools in the country have been struggling with different issues that affect not only

the learning status of a student but also the school as well. Authorities have been putting issues on

high since discipline is a big factor in teaching-learning process. Moreover, it has been a big

challenge for secondary school’s face when applying disciplinary measures to students who do

not follow the set rules and regulations of the school. And that every school’s policies on

discipline must be subjected to re-visitation and even revision.


The researcher focuses on the effectiveness of school rules in enhancing discipline in

private secondary school` specifically in Perpetual Help Learning Academy of Quezon City. This

study intends to provide the concerned authorities to assess and evaluate the relative effects of the

policies both to the students and teachers. Furthermore, the researchers believe that the perception

of the students regarding the policies on discipline is more important than the policy itself

because the learners are directly affected. The researchers deemed it necessary for the concerned

authorities to revisit the policies as revealed by the result of this study in order to revisit its

implementing guidelines. In this way the teacher and the school will become more focus on the

results or effects not on the policy itself. This study may further give the policymakers hints to

make the policy more student-friendly and not to create a feeling of fear but love.

Statement of the Problem


This study aims to assess the effectiveness of PHLA school’s policies on

discipline. Specifically, this study seeks to answer the following questions:

1. What are policies on discipline being implemented in PHLA?

2. What are the teachers and students’ perceptions on the implementation of these policies

on discipline?

Objectives of the Study

This study intends to provide the concerned authorities to assess and evaluate the relative

effects of the policies both to the students and teachers. Specifically, it seeks to: 1. Know the

policies on discipline being implemented in PHLA?


2. Know the teachers and students’ perceptions on the implementation of these policies on

discipline?

Significance of the Study

This study may be beneficial to the following:

To the students. The study will serve as students’ reference and to have deeper

understanding to the topic (policies on discipline).

To the teachers. This study will help the teacher know and recognize the problems on

discipline issues. It will serve as guide to improve their discipline strategies towards their

students. To the school. This study will help the school improve, revisit or revise the policies on

discipline being implemented.

To the future researcher. This will serve as a guide for their future projects and

researches.

Scope and Delimitation

This study is for the students of Perpetual Help Learning Academy of Quezon City. This

study is limited only to the assessment of the school’s policies on discipline. This study can help

many students, teachers and administrators not only in PHLA, but also in schools around the

world.

This study focuses on the effectiveness of school rules in enhancing discipline in private

secondary school. This can help expand the minds of the readers to have better progress after re

visiting and even revising those policies.


Definition of Terms

The following terms are essential to the study:

School Discipline. It is a required set of actions by a teacher towards a student (or groups of

students) after the student's behavior disrupts the ongoing educational activity or breaks a pre

established rule created by the school system. Discipline guides the children's behavior or sets

limits to help them learn to take care of themselves, other people and the world around them.

Policies. It is a deliberate system of principles to guide decisions and achieve rational outcomes.

A policy is a statement of intent, and is implemented as a procedure or protocol. Policies are

generally adopted by the board of directors or senior governance body within an organization,

where procedures or protocols are developed and adopted by senior executive officers. Policies

can assist in both subjective and objective decision making. Policies to assist in subjective

decision making usually assist senior management with decisions that must be based on the

relative merits of a number of factors, and as a result are often hard to test objectively, e.g.

work-life balance policy. In contrast policies to assist in objective decision making are usually

operational in nature and can be objectively tested, e.g. password policy.

Need. An action somebody may feel they must do.

Official. Is someone who holds an office (function or mandate, regardless whether it carries an

actual working space whit it) in an organization or government and participates in the exercise of

the authority (either his own or that of his superior and/or employer, public or legally private).

Outcome. The result of an experiment in probability theory.

Teachers. A person who teaches especially in school.


Challenges - In this study, challenges mean the constraints which secondary schools face when

applying disciplinary measures to students who do not follow the set rules and regulations of the

school.

Discipline – It refers to the means by which school staff maintains order and regulate the

behaviours of students, involving rules that govern goal orientation and behaviour inside and

outside the institution, including the socialization processes that happen in the school.

Effectiveness – It is the capability of producing desired results. When something is deemed

effective, it means it has an intended or expected outcome, or produces a deep, vivid impression.

Punishment – It refers to the process of intentional infliction of pain, shame and unpleasant

statement by a teacher on student or group of students as consequence of the student/groups‟

breaking of school rules and regulations.
