Effective February 1, 2014 To July 31, 2014 Crude Equalization Penalty Factors

The crude oil and condensate equalization penalty factors document provides information on: 1) The penalty factors for crude oil and condensate are updated semi-annually based on density and sulfur content, with higher or lower densities and sulfur contents receiving penalties or credits versus a reference quality standard. 2) Examples are given of how to calculate the dollar per cubic meter penalty or credit for a crude or condensate based on its density and sulfur content compared to the reference standards. 3) Prior periods' penalty factors are also shown for reference.

The crude oil equalization penalty factors are applied to equalize value for a crude's density and sulphur

content. The Penalty factors are

annual basis in February and August.
For a unit change in density and sulphur (wt%), the value of light crude oil increases or decreases relative to the base standard of sweet c
0.5% sulphur -- the reference quality standard used for crude equalization.

Example
1. Crude 832 density and .6% sulphur: Density & Sulphur adjustments = (832-825)*0.49 + (6-5)*1.38 = 3.43 + 1.38 = 4.81
So for a cubic meter of crude delivered into a common stream, the producer would be equalized based on reference quality (825 /.5 par) less

Notes on Condensate Penalty Factors:
The density slope (penalty factor) is set each month, based on the relative value of condensate versus heavy crude.
The sulphur penalty factor is set equal to the crude scale sulphur penalty.
The butane penalty is set each month based on condensate and butane values. The Butane Penalty is equivalent to the following:
Deemed C4- Content Butane Penalty
Less than or equal to 5.0 vol%. No Penalty
Greater than 5.0 vol%. Zero Value
Note: C3- content is multiplied by 3 then added to the C4 content to arrive at the Deemed C4- Content
