TRAINING DESIGN OF:

SEMINAR/WORKSHOP ON
EXECUTIVE AGENDA FORMULATION

Rationale:

This Local Government Code of 1991 mandates every local government units
in present the program of government and propose policies for the consideration of
the Sangguniang Bayan and initiate and propose legislative measures to the
Sanguniang Bayan.

Accordingly, a development plan founded in mutual agreement of executive


and legislative department of the municipality can accelerate to development thrusts
of the later. Hence the Executive and Legislative Agenda (ELA) which contains the
major development thrusts and priorities of both departments for the three years can
provide such groundwork and enhancing the existing local planning processes and
structures. Better yet, if used in conjunction with SLGR and CBMS survey results on
basic indicators, the ELA can provide a more meaningful mechanism in focused
strategies or policies for municipalities.

And in order to formulate this ELA mutual agreement of executive and


legislative department this seminar/workshop is vital, hence this training design.

Objectives:

The primary objective of this activity is to formulate an Executive and


Legislative Agenda of Mariveles for CY 2007-2010. And the specific objectives are
the following:

1. State a shared LGU vision and mission statements by defining its core
values and competencies
2. Identify the objectives and goals focused on addressing the gaps.
3. Prioritize programs, projects and activities based on the gaps identified in
SLGR and CBMS basic indicators reports.
4. Distinguish priority areas that need legislative support.
5. Formulate a Capacity Development Agenda
6. Finalize the FLA PPA for CY 2007-2010.

Course Content:

Module O - Workshop starter

Module 1 - Team visioning (1 day)

Session 1 - Know your LGU (writing/revisiting the LGU Vision and


mission statement)- 2 workshop

Module 2 – Formulating the ELA (2 days)

Session 2 - Formulating ELA Goals and Objectives and identifying


specific interventions – 2 Workshops

Session 3 - Formulating Capacity Development Agenda – 3


workshops

Session 4 - Consolidating and preparing the ELA documents

Session 5 - Critiquing and Finalization of ELA Documents

Methodology:

The methodology to be used in this activity shall be in the form of workshops,


the output will be evaluated by the panel of critiques composed of:

1. Local Chief Executive


2. Vice Local Executive
3. MLGOO

Suggested inputs for the session workshop shall be the SLGR, CNMS Basic
indicators reports CDP and CLUP’s if available. Templates shall also be used to
facilitate each of the workshops which shall form part of the ELA documents. Other
data shall also be integrated into this document such as LGU profile, department
strategic Plans.

Duration/Venue:

There will be a series of seminars and workshops. To ensure the full


participation of everyone, venues outside the municipalities were selected; this is for
session 1-5.

Budget Requirements

The total estimated cost of this project is placed at PhP400,000.00

Equipment Needed

Pre and post evaluation questionnaires shall be administered to the


participants at the start and during the last day of activity.
