SY 2021-2022

I- INTRODUCTION

LTCES: Ready for the Oplan Balik Eskwela S.Y. 2021-2022

We all faced countless of hurdles this past year brought about by the COVID-19
pandemic which immensely shifted our situation especially in the educational system.
Despite the changes and problems brought to us, we, the teaching staff of Lower
Tungawan Central Elementary School is working on ways to solve the problems
encountered as we aim in continuing the delivery of quality and reliable education.
Teachers prepared themselves physically, mentally, socially and spiritually so they may
become a true beacon of light to better the pupils needs, the parents and the
community in totality. The school therefore adheres in observing proper health protocol
to maintain the safety of the pupils and of the teachers and parents as well.

Last school year, we were all shocked with the kind of educational system we had as
we were all not ready to deliver the kind of education needed in order to cope up with
the current situation however, the Department of Education really paved a way to
continue the education of the young. Lower Tungawan Elementary School rigidly
implemented the proper protocols which parents/stakeholders should abide by upon
coming to school. We are strictly enforcing the “no mask,’ no entry” in the school
premises and should be taken a body temperature using the thermal scanner upon
entering the school ground. Alcohols are also made available for the
parents/stakeholders for sanitizing and must observe social distancing. Recently, the
school with the aid of the PTA officials put up six (6) wash stands to cater all the
parents upon their coming to the school. Orientations were given to the parents and
stakeholders as to how the new process of enrollment and of getting and retrieving the
modules to be given every week and with the fringeless assistance of the barangay
officials of Lower Tungawan. The new normal scheme of the Deped is an issue that is
quite confusing among parents because not all of the parents can afford to buy gadgets
for their children’s education and some parents are not capable of teaching their
children at home due to lack of education but we are trying to resolve this issue by
monitoring the learners progress in the process of learning in the weeks to come since
face-to-face modality is highly discouraged.
Though the pandemic brought big changes in the educational system we should
never stop doing our work in delivering refined and quality education for all because
after all, education is not just a must, it is a ticket for a better tomorrow.

Status of Covid-19: Its Challenges, Executive Orders and Issuances

Lower Tungawan Elementary School is perhaps one of the oldest school in


Tungawan District which yields quality and refined education to the people in Guilinan
and nearby barangays. A startling change brought new ways in the field because of the
COVID-19 which hamper the nations progress and economic status thus affects the
education of the children nationwide. Since education take a big part on the
government an Executive Order No. 1011-03-15-2020-008 was imposed denoting the
suspension of classes, temporary ban on mass gathering and heightening the
enforcement of precautionary measures against COVID-19 in the entirety of Zamboanga
Sibugay Province. On March 17, 2020 the Province of Zamboanga Sibugay headed by
the Gov. Wilter Yap Palma announces an official statement through a provincial
Executive Order No. 1011-03-16-2020-009 which holds that the province is under
quarantine, meaning, travelers from another provinces and cities cannot enter
Zamboanga Sibugay. In the municipal level, the Municipality of Tungawan also imposed
strict prohibitions to all its constituents to follow and abide by the rules given by the
national and local government.
The following are the mandates to prevent the spreading of the COVID-19 viruses.
 Executive Order No. 8 series of 2020, “An order enforcing stringent measures to
prevent the entry and spread of COVID-19 in the municipality of Tungawan,
Zamboanga Sibugay.
 DILG Advisory: As per Presidential Proclamation 992, a State of Public Health
Emergency throughout the Philippines was declared due to COVID-19.
 Executive Order No. 1011-03-23-2020-010, “An executive order declaring
Extreme Community Quarantine (ECQ) in the entire province of Zamboanga
Sibugay ij order to prevent the entry and spread of the COVID-19 virus.
 DTI Public Notice – Pursuant to DTI Memorandum Circular 20-07, “Hoarding and
Anti Panic Buying”, retailers are hereby enjoined to sell consumers the basic
necessities and the above listed products in quantity sufficient to meet their
needs only for a maximum of seven (7) days as prescribed.
