RECRUITMENT DRIVE FOR CONSULTANT POSITIONS UNDER DIFFERENT
PROGRAMMES/PROJECTS OF JSLPS
The Rural Development Department, Government of Jharkhand implements several programmes that aim at alleviating
rural poverty through creating sustainable employment opportunities for the rural poor. Jharkhand State Livelihood
Promotion Society (JSLPS) is implementing many of important poverty alleviation programmes of RDD. JSLPS is a
registered Society created by the Rural Development Department of GoJ. JSLPS is mandated to fight against poverty, by
enabling and empowering the poor. JSLPS while implementing programmes aims to improve rural livelihood options and
work with Community Institutions towards social and economic empowerment. Currently, on behalf of RDD,GoJ, JSLPS is
implementing programmes/projects like DAY – NRLM, NRETP, MKSP, DDU – GKY, JOHAR and JHIMDI. Besides this,
other state and central sponsored special projects are also being implemented by JSLPS. For further details, please visit
www.jslps.org.

To successfully implement these programmes/projects, JSLPS requires eligible and competent professionals to work on Full
Time Consultant basis with JSLPS. In this light, Applications are invited from suitable candidates for the following

Important Instructions:

1. Recruitment will be conducted by independent HR agency, SIDS Pvt. Ltd., hired by JSLPS to conduct recruitment
on behalf of JSLPS. JSLPS will closely monitor the process and will engage itself in the recruitment process.
2. All above Consultant positions are purely on contractual basis for 6 months as per the Consultant Policy. Numbers
of position may increase or decrease based on requirement of the project.
3. Please visit www.sids.co.in or www.jslps.org/career for detailed advertisement including job profiles,
eligibility criteria, pay package and other conditions for engagement on positions as mentioned above. Candidates
applying for the position/s must go through the detailed Advertisement and accordingly submit the application, as
per suitability.
4. JSLPS has its approved selection process, which will be followed by the HR Agency. Further details of selection
process cut off for each level of selection is available on www.sids.co.in and www.jslps.org/career. Candidates
applying for the position/s must read it carefully before submission of application.
5. All reserved positions of this advertisement will take reference to state level ideal reservation norms followed by
Government of Jharkhand. Reservation benefits will only be available to the residents of Jharkhand having valid
credentials, issued from competent authority. The reservation for Women, PWD, EWS, PVTG and Women will
also be applicable with reference to the norms as followed by Government of Jharkhand.
6. Bona-fide Candidates fulfilling the desired eligibility criteria for the position shall only apply.
7. Only fulfilling of minimum qualifications by itself would not entitle any applicant for being called for
written/GD/Personal Interview or provide the candidate a lien for employment.
8. The last date of submitting online application will be the cut-off date for calculating minimum length of relevant
experience (as detailed out in web version) for respective positions.
9. It is the responsibility of the candidates to confirm his/her eligibility criteria against the Job Description. JSLPS
has the irrefutable right to revoke lien to employment to any applicant at any stage of the recruitment process,
including, post joining.
10. Only Shortlisted applicants at each stage of selection/ recruitment process will be invited to appear for next stage
of selection process. Details of selection process like list of applications received shortlisted applicants, dates and
venue of selections test etc. would be posted on www.sids.co.in. Candidates are requested to check periodically
for lists and other important announcements.
11. Candidates may apply for multiple positions if meeting the criteria. For each position, application has to be
submitted separately. JSLPS reserves the right of allowing HR agency to schedule same or different date/s for
conducting selection process for the advertised positions. Candidates shortlisted for multiple positions will have to
select best suitable option and accordingly participate in the selection process.
12. Written test (subjective/objective) for all advertised positions will be the base for shortlisting for next stages of
selection process.
13. JSLPS reserves the right to post the candidate as per the requirement after final selection of the candidate.
14. The Number of positions may increase or decrease based on requirement of the project.
15. The final merit list of candidates will be announced after applying approved cut off for each stages/level of
selection process.
16. Candidates with any symptoms of COVID-19 infection will not be allowed at the venue of selection process and
no further chance for appearing in the selection process will be given.
17. The selection process may get delayed, prepone, or postpone depending upon situation of covid-19 outbreak.
18. JSLPS reserves the right to cancel or amend the recruitment process at any stage with all valid reason including the
COVID-19 cases/protocol. Special direction with respect to maintaining COVID protocol is also uploaded on
www.sids.co.in and www.jslps.org/career. All shortlisted candidates appearing in selection process must follow
it. Candidate found violating these norms shall not be allowed to participate in the selection process and their
candidature will be cancelled.
19. All applicants must take this into consideration that vacancy announced herewith will co-terminus with the
completion of the projects/programmes or availability of fund or any decision taken by JSLPS,RDD,Government
of Jharkhand. Therefore, the contract may be of shorter period. Those applying must agree to this condition.

Guidelines To Be Followed During the Selection Process

1. Only those candidates who are wearing mask will be allowed for the selection process. No Mask No Entry.

2. Candidates must ensure to wear mask at all times during the selection process. Any candidate found wearing the
mask inappropriately or not wearing the mask, will be disqualified at any stage of the selection process.

3. Candidate must ensure to carry his/her own sanitizer at all times.

4. Candidates must bring their own bottle of water. They will not be allowed to lend or borrow the water bottle
during the written test.

5. Candidates are encouraged to participate in the selection process with One Dose of Vaccination. For this, they
need to attach the certificate issued by cowin.gov.in with the admit card.

6. Candidates must follow social distancing at all times during the selection process.

7. In order to avoid undue chaos during the selection process candidates are requested to be present at the venue at
least 2 hours before the time of reporting mentioned in the admit card. Candidates arriving after the reporting
time mentioned in the admit card will not be allowed to enter the venue.

1 Qualification:
Full Time 2 years’ Post Graduate Degree/ Diploma in Social & Development Studies/ Rural
Development/Management or subject relevant to the position from a government recognised university/academic
institution.

Experience: Minimum 3 years of overall post qualification (starting after successful completion of minimum required
education qualification) RELEVANT work experience (in subject related to the position) of working in project/program
for poverty eradication /livelihoods/social or rural development implemented by Government/reputed NGOs/Corporate
Entities or relevant organization. Experience should include being engaged in program implementation role. Experience
of working with poor’s institutions and government systems would be given preference. Or Young Professional having
experience of working with JSLPS for at least 2 years in any discipline. Or Working as Community Coordinator/Field
Thematic Coordinator or equivalent position (like Block Anchor Person, Block Resource Persons, Senior Community
Cadre etc.) within JSLPS for at least 2 years in any discipline.

Skills Required
1. Computer Skills – Excellent working knowledge in MS Office environment.
2. Language Skills – Very Good writing and oral skills in both English and Hindi.
3. Other Skills and Knowledge – Knowing Government system & its functioning, development policies and good
understanding of Jharkhand’s development priorities would strengthen the candidature. Ready to be located
anywhere in the state as per programme requirement and decision of the JSLPS management.

Consultancy Fee: Rs 25,000 To Rs 40,000 per month purely as per qualification and experience (inclusive of all).
Roles and Responsibilities:

I. Programme Management:
1. Support in the JASHN programme management, on a day-to-day basis with all the multi-sectoral ensuring the project
specific deliverables on time.
2. Responsible for the implementation of the strategic plans at the district /sub district levels and align it with the JASHN
programme activities and budget.
3. Coordinate with all the key stakeholders (ICDS, Department of Health, Agriculture Department, MGNREGA, Department
of Drinking Water and Sanitation) of JASHN project and other programme partners (PRI members, ANM, AWW, ASHA)
on a day-to-day basis.
4. Orchestrate the JASHN project implementation to ensure timely delivery against log frames, work plans) so that the
project deliverables are on time
5. Prepare the timely programme reports on project updates in compliance with internal requirements and any relevant
external donor requirements.
6. Coordinate with the SetuDidis on a day-to-day basis so that the interventions are in sync with the programme deliverables.

II. Capacity Building


1. Identify learning and training opportunities for DMMU/BMMU staffs, and work as a mentor for capacity building and
skills augmentation of staffs in all health, nutrition, WASH aspects of the JASHN project.
2. Prepare the itinerary and schedule for sensitization sessions for Setu Didis and also in the cascade manner the VO/ SHG
members on all the aspects of health, nutrition, WASH
3. Support and anchoring the scheduled training plans and calendar, for effective knowledge development in sync with
JASHN programme deliverables.
4. Support in developing training calendar/plans and module, content for the project and tool development, of VO/SHG
members session plans for imparting the training at different levels.
5. Devise effective capacity building strategies so that the capacity building roll out plans is in sync with the JASHN
programme deliverables.

III. Partnerships facilitation


1. Contribute to the consolidation of partnerships with the Government departments (ICDS, Health, PRI, Panchayat, Animal
Husbandry, Civil Supplies) for realizing the deliver
2. Assist in the collaborative efforts with the key departments (ICDS, RDD, DWS, Department of Welfare, Department of
Civil Supplies and Public Distribution System
3. Facilitation for the services and entitlements like VHSND, RI, JSY, JSSK, MDM, THR etc at the intervention sites.
4. Partnering with all stakeholders for mitigating the risks of COVID 19 and sensitizing the VO members) on the it through a
multi sectoral convergent approach
5. Coaction so that the all the concerned departments are regularly updated on the key programme deliverables of the
JASHNproject.

IV. Monitoring and Evaluation


1. Ensure an appropriate monitoring and evaluation (M&E) systems are in place for the JASHN project as per programme
mandates and deliverables
2. Periodically review and revise the (M&E) systems so that it is adapted appropriately to operating contexts of the JASHN
project and prepare the reports as per the NMMU requirements and prescribed template.
3. Ensure relevant and timely M&E information is provided in prescribed formats to NMMU, SMMU and others as and
when required.
4. Coordinate the regular trainings and mentoring for programme monitoring and evaluation from the JASHN programme
areas.
5. Steer the monitoring systems including data collation, analysis and review and support in the sharing of case studies
anecdotal evidence and good practices so that there is replication of the good practices
6. Devise the monitoring activities and inputs required of other team members (Setu didis and other members) of the
programme.
7. Ensure that information gathered through monitoring activities is shared quickly and in an appropriate format with senior
staff at DMMU, SMMU and NMMU for the JASHN project.
Consultant PVTG – Financial Inclusion & Livelihood Promotion (UDAAN)

2. To develop Vulnerability Reduction and Livelihood Promotion strategy of PVTGs under DAY-NRLM.
3. To develop income and need deficit status of PVTG Households and draw livelihood planning drive calendar and its route
chart in coordination with the respective DMMU
4. To develop the capacity building calendar of all the Change Makers, COs, Block Coordinators, PVTG SHGs and Hamlet
level Coordination Committee.
5. To identify various community level cadres like AKMs, APS, BS, NTFP Sakhi, ME Coordinators, etc. from the PVTG
communities and place them after properly training.
6. To work closely with Block Coordinators to develop HH wise livelihood plan of each target PVTG Households.
7. To identify local Producer's Groups and link the PVTG Households with them.
8. To plan for providing Technical Assistance to each targeted PVTG Households.
9. To plan for the financial accessibility of PVTGs.
10. Regular field visit, review and monitoring the targeted task
11. Handholding support to the block level colleagues around implementation of various livelihood activities
12. To work under the overall guidance of Project leader

4. To develop the strategy for the inclusion of the PVTGs in SHG fold under DAY-NRLM.
5. To develop entitlement status of PVTGhouseholds and draw entitlement drive calendar and its route chart in coordination
with DM-SD and DPM.
6. To develop the capacity building calendar of all the Change Makers, COs, Block Coordinators, PVTG SHGs and Hamlet
level Coordination Committee.
7. Help in orientation and grooming of VO/CLF/BLF members towards PVTG Members.
8. To develop the institutional norms and grading parameters of PVTG SHGs and concerned VOs.
9. To plan and facilitate higher level institution to evolve from PVTG SHGs to safe guard their rights and entitlements.
10. To identify and train CRPs and Cadres from PVTG Households/SHGs.
11. Regular field visit and support

5. To track the progress of entitlement and project targets based on HH and Hamlet wise baseline data.
6. Periodically report preparation & documentation on the progress and achievements of the project

2. To maintain the MPR/QPR of the project as per the requirement of project.
3. To guide Block Coordinators build their Monthly Action Plan based on the existing data base.
4. Overall support to the project leader to smooth over the operation under this project
5. Regular follow up and monitoring the progress against the desired output under BVJVY
6. Field visit to support and monitor the block coordinators to achieve the goal.
7. Report preparation and documentation on the progress of the project as well as the change happened at community level
8. To work under the overall guidance of Project leader.
9. Any other duties assigned by the project authorities.

system would be given preference.

Roles and Responsibilities:

1. The consultant will provide overall support to CLF/BMMU/DMMU for rolling out and operationalisation of CMTC being
established under SMIB domain.
2. The consultant will visit the CMTC and provide required onsite handholding support to CLF, PRP, BAP, SRP, BPM.
3. The consultant will streamline following systems at CMTC;
a. Planning and designing of training and batches.
b. Financial management and accounting system of CMTC.
c. Client analysis and area of operation.
d. Food and accommodation system.
e. Security arrangement.
4. The consultant will ensure profitability of CMTC over a period of 612 months.
5. The consultant will ensure establishment of systems and procedure for developing training schedules, modules, IEC
materials, flip charts, training calendars, data base of resource persons & trainers so that CMTC will be developed as
model training centre.
6. The consultant will guide the CLF for CMTC financial management.
7. The consultant will create enabling environment in the CMTC/CLF for the capacity building of cadres & staff.
8. The consultant will guide the CMTC to coordinate with other training institutes & academic institutions for resource
persons.
9. The consultant will guide the CMTC/CLF to conduct of all trainings and exposure programmes as per the approved
training calendar of Block(s)/District.
10. The consultant will guide to conduct training need assessment (TNA) of CBOs, cadres & staffs.
11. The consultant will guide the CLF Manager, PRPs, BAPs, BPMs to conduct training need Analysis, session plans, PTM,
prepare training reports, feedback format.
