PARTICULAR SPECIFICATIONS

NAME OF WORK : SUPPLY AND STACKING OF ILC BLOCKS (SIZE 225MM X


112MM X 200MM IN M-50 GRADE CONCRETE) FOR PAVEMENT WORK FROM 4.000
TO KM 6.320 FORMING PART OF ZOJILA UPPER ALIGNMENT FROM 100.841 TO
KM 104.000 (TOTAL LENGTH 2.32 KM) ON SRINAGAR-SONAMARG-GUMRI ROAD
IN 122 RCC SECTOR UNDER 32 BRTF/ PROJECT BEACON IN J&K (UT)-(2nd Call)

1. The work shall consist of supplying and stacking of paving blocks of size 225mm x
112mm x 200 mm in M-50 grade of plain cement concrete in accordance with the requirements of
these Specifications and in conformity with the shape, size and cross sections shown on the
drawings.

2. SHAPE & SIZE

2.1 The PCC paving inter lock blocks shall be of size 225mm x 112mm x 200 mm cast in M-
50 grade plain cement concrete and will have shape as shown in Fig 10.10 at page No. 138 of
IRC:SP:48-1998 - Hill Road Manual published by Indian Roads Congress, New Delhi. The
figure is attached with the tender documents. The paving blocks shall be self-locking on
laying.

3. MATERIALS
3.1 Cement and Cement Admixtures
3.1.1 Cement used shall be any of the following:
(a) 33 Grade ordinary Portland cement conforming to IS 269
(b) 43 Grade ordinary Portland cement conforming to IS 8112,
(c) 53 Grade ordinary Portland cement conforming to IS 12269,
(d) Portland slag cement conforming to lS 455,
(e) Portland-pozzolana cement (fly ash based) conforming to IS 1489 (Part 1),
(f) Portland-pozzolana cement (calcined clay based) conforming to IS 1489 (Part 2),
(g) Rapid hardening Portland cement conforming to IS 8041.

3.1.2 Mineral admixtures, namely, fly ash conforming to Grade 1 of IS 3812 (Part 1), silica
fume conforming to IS 15388, ground granulated blast furnace slag conforming to IS 12089 and
rice husk ash and metakaoline conforming to the requirements specified in IS 456 may be used
as part replacement of ordinary portland cement provided uniform blending with cement is
obtained.
3.2 Aggregates
3.2.1 Coarse Aggregates
3.2.1.1 Coarse aggregates shall comply with the requirements of IS 383. As far as possible
crushed/ semi-crushed aggregates shall be used. For ensuring adequate durability, the aggregate
used for production of blocks shall be sound and free of soft or honeycombed particles.
3.2.1.2 Other types of aggregates such as slag and crushed, over-burnt brick or tile which may
be found suitable with regard to strength, durability of concrete and freedom from harmful
effects may be used in preparation of concrete for production of payer blocks. However such
aggregates shall not contain more than 0.5 percent of sulphates as SO, and shall not absorb more
than 2 percent of their own mass of water.
3.2.1.3 Heavy weight aggregates or light weight aggregates such as bloated clay aggregates and
sintered fly ash aggregates may also be used provided the purchaser is satisfied with the data on
the properties of concrete made with them.
3.2.1.4 The nominal maximum size of coarse aggregates used in production of payer blocks shall
be 12 mm.
3.2.2 Fine Aggregates
3.2.1 Fine aggregates shall conform to the requirements of IS 383. Both river/quarry sand and
stone dust meeting the requirements can be used.
3.3 Admixtures
3.3.1 Admixtures, when used shall conform to IS 9103. Previous experience with and data on
such materials should be considered in relation to the specified standards of mechanization,
supervision and workmanship in production of blocks. They may be added for specific
requirements without affecting other quality parameters
3.4 Water
The water used in the construction of paving block shall conform to the requirements specified
in IS 456.
4. PHYSICAL REQUIREMENTS
4.1.1 All paver blocks shall be sound and free of cracks or other visual defects which will
interfere with the proper paving of the unit or impair the strength or performance of the
pavement constructed with the paver blocks.
4.1.2 Visual Inspection
Visual inspection of quality of payer blocks shall be carried out in natural daylight, prior to the
tests for other properties. The inspection shall be conducted by the purchaser and the
manufacturer jointly at a location agreed to between them, normally at the site or factory. Visual
inspection shall be conducted as per 7.1.

NOTE — When efflorescence occurs and it is not deleterious to the performance of the blocks
in use and is not considered significant.
4.1.3 Dimensions and Tolerances
4.1.3.1 The recommended dimensions and tolerances for paver blocks, measured as per the
method in Annex B of IS 15658:2006, are given in Table 1.

4.1.3.2 All blocks manufactured to meet this specification shall have arris/chamfer as per
the dimensions and tolerances given in Table 1.
4.1.4 Water Abosrption
The water absorption, being the average of three units, when determined in the manner
described in Annex C of IS 15658:2006, shall not be more than 6 percent by mass and in
individual samples, the water absorption should be restricted to 7 percent.
4.1.5 Compressive Strength
4.1.5.1 Compressive strength of paver blocks shall be determined as per the method
given in Annex D of IS 15658:2006. Paver block strength shall be specified in terms of 28
days compressive strength. In case the compressive strength of paver blocks is determined for
ages other than 28 days, the actual age at testing shall be reported. The average 28 days
compressive strength of paver blocks shall meet the specified requirement. Individual paver
block strength shall not be less than 85 percent of the specified strength. In case blocks of age
less than 28 days are permitted to be supplied, correlation between 28 days strength and the
strength at specified age for identified batch/mix of blocks shall be established.
4.1.5.2 The specified average 28 days compressive Strengths of different grades of paver
blocks shall be greater than 54 N/mm2 ( 50 + 0.825 X 5, rounded to nearest 0.5) Correction
Factors for Thickness and Arris/Chamfer of Paver Block for Calculation of Compressive
Strength shall be 1.6
4.1.6 Abrasion Resistance
The abrasion resistance of paver blocks should be determined as per the method given in
Annex E of IS 15658:2006. It shall not be greater than 15, that is loss in average thickness
should not be more than 3 mm when tested on square sample of size 71mm X 71 mm.

4.1.7 Tensile Splitting Strength


The tensile splitting strength of paver blocks should be determined as per the method given
in Annex F of IS 15658:2006. The test values for tensile splitting strength of paver blocks shall
not be less than 4.95 Mpa.
4.1.8 Flexural Strength/Breaking Load
The flexural strength/breaking load of paver blocks should be determined as per the method
given in Annex G of IS 15658:2006. The test values for flexural strength breaking load of
paver blocks shall not be less than 7.

4.1.9 Freeze Thaw Durability


The freeze-thaw durability test of paver blocks should be conducted as per the method given
in Annex H of IS 15658:2006. When required for application in freez-thaw environment, the
purchaser may specify limits to the test results, which should be complied with by the
manufacturer. The average weight loss of three paver blocks having been subjected to 50
freeze-thaw cycles while totally immersed in 3 percent sodium chloride solution shall not
exceed 1 % of initial constant dry weight of the specimens.

5 TEST METHODS
5.1 Visual inspection shall be conducted by first examining each paver block from a sample
lot for any elimination. The blocks shall then be laid out on a level floor in any desired paving
pattern, approximately covering a square area of 1m2. Any visual defects of paver blocks,
including cracks and flaking, shall be recorded by observing the paved blocks from a distance
of approximately 2 m from each edge of the paved area. The texture and colour of the paver
blocks shall be compared with the manufacturer’s tie samples supplies earlier to the purchaser.
5.2 Tests other than for visual aspects shall be carried out in a NABL accredited
laboratory. Wherever applicable, calibrated equipment shall be used for tests.
5.3 Compliance with the obligatory physical requirements laid down in clause 5 shall be
ensured by conducting tests as described in Annexes B to H of IS 15658:2006.

6 FREQUENCY OF TESTING
6.1 The number of blocks to be sampled from each batch for each test shall be as given in
Table 2.

6.2 The engineer-in-charge shall be entitled to have tests carried out as specified in the
Contract for PCC inter lock block supplied by the Contractors other than those for which, as
stated above, satisfactory proof has already been furnished, at the cost of the Contractor and the
Contractor shall provide at his expense all facilities which the Engineer-in-charge may required
for the purpose. If no tests are specified in the contract, and such tests are required by the
Engineer-in-charge, the Contractor shall provide all facilities required for the purpose and the
charges for these tests shall be borne by the Contractor only if the tests disclose that the said
materials are not in accordance with the provision of the contract. Sample of PCC inter lock
block tested by Field Laboratory and approved by OC Contract shall be kept in concerned Pl
HQ/RCC HQ for inspection of Accepting Officer/Officer so detailed.

7 MANUFACTURE OF PAVING BLOCKS


The method for manufacturing of paving blocks shall be as per para 6.3 of IRC:SP:63-
2018. Hand casted concrete blocks are unacceptable and an appropriate plant with high
frequency hydraulic machine shall be used.

8. SUPPLY AND STACKING


8.1. Initially, the Contractor shall supply sample M-50 grade ILC blocks 100 in number
conforming to these specifications for approval by the OC Contract. On approval of samples,
the Contractor shall commence the actual supply of PCC blocks. These sample blocks shall be
in addition to the quantity given in Sch ‘A’ and additional blocks required for prototype tests,
as specified elsewhere in these documents. The rate quoted by the Contractor shall be deemed
to inclusive of this.
8.2. The Contractor shall supply the ILCB at site between KM 108 to Km 110 on road
Zozila Kargil Leh, in accordance with the directions of OC Contract/Engineer-in-Charge. The
ILCB shall be properly stacked by the Contractor at the place of supply.
