Overview of Barangay (San Roque West)


A. The Grandeur of San Roque West in bits

Location and topography


San Roque West is situated about 4 kilometers (2.48 mi.) southwest
of Poblacion of Agoo. It is located between 120° 20', and 120° 21' E.
longitude and 16° 17' and 16° 18' N. latitude.

Its boundaries are formed by the barangay of Purok and San


Isidro to the north, Balaoc, Santo Tomas, La Union and Capengpeng
Marsh to the south, San Roque East to the east, and San Manuel Sur
and Norte to the west.

Climate

In San Roque West, the wet season is overcast, the dry season is
partly cloudy, and it is hot and oppressive year round. Over the
course of the year, the temperature typically varies from 21°C to 33°C
and is rarely below 19°C or above 35°C.
Population

The population of San Roque West grew from 926 in 1990 to 1,455 in
2015, an increase of 529 people. The latest census figures in 2015
denote a positive growth rate of 0.22%, or an increase of 17 people,
from the previous population of 1,438 in 2010.

According to the 2015 Census, the age group with the highest
population in San Roque West is 10 to 14, with 180 individuals.
Conversely, the age group with the lowest population is 75 to 79, with
16 individuals.
Combining age groups together, those aged 14 and below, consisting
of the the young dependent population which include infants/babies,
children and young adolescents/teenagers, make up an aggregate of
36.70% (534). Those aged 15 up to 64, roughly, the economically
active population and actual or potential members of the work force,
constitute a total of 56.43% (821). Finally, old dependent population
consisting of the senior citizens, those aged 65 and over, total 6.87%
(100) in all.
The computed Age Dependency Ratios mean that among the
population of San Roque West, there are 65 youth dependents to
every 100 of the working age population; there are 12 aged/senior
citizens to every 100 of the working population; and overall, there are
77 dependents (young and old-age) to every 100 of the working
population.
The median age of 23 indicates that half of the entire population of
San Roque West are aged less than 23 and the other half are over the
age of 23.

Cultural groups

Majority of the population of San Roque West, Pangasinense is the


language spoken making it as the only barangay in Agoo, La Union
with official Pangasinense as language. Ilocano is also language
spoken while English and Filipino are the medium of instruction in
the schools.
Natural resources

San Roque West is entirely a rural area, mostly coastal plain in


northwest area and flood plain in southeast area of barangay, the
northwest area are arable land and pasture land which suitable for
agriculture, in arable land cultivating crops like rice, corn, peanuts
and sweet potatoes "kamote", making it the product of this barangay
in agriculture, while in pasture land it is the grazing area for
domesticated livestock like carabao, goat, cattle, and swine.
The floodplain in southeast area is mainly used for aquaculture. The
fish ponds are dominantly located in Sitio Ayaban, Banaoang and
Cruz. The presence of Capengpeng Marsh and a little river in this area
irrigated the fish ponds with salt water, which is suitable for fish and
crustaceans to grow like giant tiger prawn(sugpo in Filipino, "paddaw"
in Ilocano and "paraw" or "binalo" in Pangasinense),
shrimps, milkfish, tilapia, crabs and others. Fish ponds provide a
source of food and income in this given area.

Agoo was formerly part of Mangaldan, Pangasinan,
which predominantly Pangasinense speaking area.
Thru initiative of former Congressman Aspiras,
which also he became tourism secretary of former
President Ferdinand Marcos. To enhance the
internal revenue allotment of Agoo they form the
additional barangay of Agoo from original 14 to 49,
which San Roque West was established since 1978
and formerly part of Brgy. San Joaquin, which later the school there
renamed it to San Joaquin Elementary School. 
Its name San Roque is derived from its patron Saint Roque (Spanish
and Filipino) also known Saint Roch, when Franciscans and
Augustinians brought Roman Catholicism in Agoo since 1578.
Politically divided into two, the western part dominantly Pangasinense
speaking became San Roque West and the eastern part dominantly
Ilokano became San Roque East.
The prominent place in this barangay is called "Carpog", located at
southwest portion of barangay, between Sitio Cruz and Ayaban near
at Capengpeng Marsh, but since the 1990 Luzon earthquaked the
area now are relatively at below sea level making it uneasy to live due
to absence of potable fresh water, and the presence of salt water
connected by Capengpeng Marsh and river to the Lingayen Gulf which
drove the other residence transferred to Sito Cruz and Ayaban, due to
small population and household around 7 it is now part of Sitio
Ayaban.

West road. It is approximately six kilometres from the town proper of Agoo
and accessible by vehicles.
Nearby Barangay of the school are the Brgy San Roque West, San
Roque East and Purok Agoo, La Union
Nearby schools are San Julian IS (North), San Manuel Norte ES And San
Manuel Sur ES (West)
Around 100m from the school is the Barangay hall of San Roque West.

D. The Past of San Joaquin Elementary School
[History and Creation]
San Roque West was established since 1978 thru the initiative of
former Congressman Aspiras. It was formerly part of Barangay San Joaquin
which later the school renamed it to San Joaquin Elementary School.
San Joaquin Elementary School is located along Barangay road of San
Roque West, Agoo La Union. The land area is about 11,690 sq.m. It is
approximately six kilometers from the town proper of Agoo and accessible by
vehicles.
The Gabaldon Building is the first school building built during the
first decades of the American colonial rule. It was designed by American
Architect William Parsons funded through Act Number 1801 by Isauro
Gabaldon, former member of the Philippine Assembly from 1907-1911.
According to Mr. Dominador P. Rivera, former District Supervisor of
Agoo West District and one who became principal of San Joaquin
Elementary School, said that the school, San Joaquin Elementary School
was constructed between 1910 and 1915. The land was donated by Mr.
Doroteo Pagar, a resident of the community. It has Gabaldon Building
constructed infront where the flagpole was being installed. He said that the
school was one of the oldest schools in the municipality of Agoo. It caters
from grade 1 to grade 6 and Mr. Bruno Panes as the first principal.
