FORMULATION OF HGDG

Formulated in 2004 through the initiative of NEDA, PCW and


ODA-GAD Network and funded by ADB and UNDP to set the
standard in determining the gender responsiveness of all ODA
funded projects / programs.

Why the HGDG?

It has been proven that any effort toward sustainable development


requires the participation of men and women at all levels of policy-
making, program development and implementation.

The HGDG is one of the Philippine’s concrete steps towards


integrating GAD in development planning processes and various
stages of the project cycle.

Practical Gender Needs
▪ Practical gender needs are the needs women identify in
their socially accepted roles in society.
▪ PGNs arise out of gender divisions of labor and women‘s
subordinate position in society.
▪ They are practical in nature and often concern
inadequacies in living conditions such as water provision,
health care and employment child care facilities fuel for
cooking, transportation facilities

Strategic Gender Interests
▪ Strategic gender needs are the needs of women resulting to
their subordinate position in society.
▪ SGNs are to be addressed for women to achieve greater
equality and change existing roles, thereby challenging
women‘s subordinate position.
▪ They are more long term and less visible than practical
gender needs, they are land rights, reproductive rights,
ownership of assets, equality in wages, political equality,
entry of women in non-traditional occupational sectors,

For Elements no 9 & 10 (Resources and Coordination)
The Resource allocation should include those that will be spent for
gender activities that will be undertaken during the
implementation;

The proposal should have statements on the sex disaggregation of


the implementers, their gender expertise/availability of a gender
expert that will be tapped by the project, or the implementers
attendance to gender trainings.

As much as possible, an implementation schedule should be set


out in the proposal to identify the extent of participation of other
agencies involved in the project including the scheduled dates.

A statement in the proposal that the said project is an attributed


project incorporated in the GAD plan of the organization will help.

PROPOSAL USING HGDG CORE

Project Formulate a comprehensive yet simple title that will

Application to GAD Accomplishment Report
• Apply the percentage corresponding to the GAD PIMME
rating to the actual expenses of the program or project
that has been attributed to the GAD budget (NOT the
original budget proposed for the year)

Example:
Say, the GPB-attributed program had a budget P100M, and had
a PIMME GAD score of 10.0, but only P50M budget was actually
spent for the year. Then, the GAD AR attributed value will be 50%
of P50M, or P25M, instead of the P50M reflected in the GPB.
