Preface

As part of BSEE program curriculum and in order to gain knowledge on designing a power system of a
city/town. The researchers conduct this research study to be able to practices the knowledge in mathematics, sciences
and engineering sciences. The main objective behind doing this design project is to be able to determine on how to
improve some of the power system here in Philippines specifically the Surigao Del Norte Electric Cooperative Power
System.
In addition, in this paper, the proponents included the new improved single line diagram of the SURENECO
Looc substation. The specification new improved system that has been installed and the analysis of system such as
system modeling, load flow analysis, and short circuit analysis.

Chapter 1
This chapter presents the introduction of the study, the fundamentals of the power system, and the brief
description of the proposed project.

Introduction
Power system is a network which consists of three (3) parts - generation, transmission, and distribution.
Generation is the process of producing electricity from sources of primary energy such as coal, nuclear, biomass,
geothermal, solar, etc. Generator is the device that converts mechanical energy to electrical energy. Transmission is
the bulk movement of electrical energy from a generating site, such as power plant, to an electrical substation. It is
composed of interconnected lines which facilitates this movement. These interconnected lines are known as
transmission network. Distribution, which is the final stage in the delivery of electric power, is the delivery of
electricity to consumers. Power system consists of six main components - power plant, transformer, transmission line,
substations, distribution line, and distribution transformer. Power plant is the industrial facility where the electric
power is generated. This is where the generation of electricity takes place. Transformer is an electrical device which
steps down or up the voltage. Transmission line is a cable used for the transmission of electrical power. Substation is a
facility where voltage transformation takes place. It consists of high voltage electrical equipment such as
transformers, switch gear, and circuit breakers. Distribution line is a line or system for distributing power from a
transmission system to consumers. Finally, distribution transformer provides the final voltage transformation in the
electric power distribution system, stepping down the voltage used in the distribution lines to the level used by
consumers.
Power system design encompasses different aspects of power system such as safety, reliability, simplicity,
maintenance, flexibility, costs, voltages, protection, fault calculations, grounding, power factor control and effects,
switching and voltage transformation, instruments and meters, cable constructions and turnkey installation.
This project is a design of power system of Surigao Del Norte Electric Cooperative where a 11.22 MW power
plant is installed. It discusses the important factors that must be considered in power plant installation. In addition, it
specifies the different electrical devices to be used such as generator and its exciter, current transformers, potential
transformers, among others. Finally, it shows the calculation of short circuit when a three-phase fault occurs.

Chapter II
This Chapter presents the technical specifications of the project, the targeted area, and the specification of the
systems existing and to be installed.

Technical Specifications
In this section it discussed the Technical Specification of the proposed power plant project that will be
connected to SURNECO Looc substation to be expected arise in Pan-Philippine Highway, Barangay Quezon in
Surigao Del Norte. The following technical specification parameters of the proposed project can be found below. It
also discussed the reason why it needs to install a 11.22 MW Diesel Power Plant on the target area.

Targeted Area (Surigao Del Norte)


The target area can be found at the Northeastern tip of Mindanao, and it is popularly known as Surigao del
Norte Electric Cooperative, Inc. (SURNECO). SURNECO gives electricity supply to Surigao City as well as in
eleven (11) mainland municipalities covered by this Electric Cooperative. In Hikdop, the island costumers are also
served by SURNECO compromise by the seven (7) Barangays of Surigao City that is considered as the Small Power
Utility Group (SPUG). Creating a new and modern power business environment/landscape is one of the keys to
continuously provide quality services to its scope area and in order to overcome those challenging situation on its
development and progress.

On September 9, 1980, SURNECO's first energization ceremony was organized and conducted at the Imelda
Village/ Kaskag Terminal in Surigao City and on period covering from December 1980 to December 1981, the eleven
(11) municipalities are electrified by SURNECO. In year 2006, a total of 203 barangays with a percentage rate of
100% are also successfully energized.

There are roughly 57,728 household or 99% of the total potential residential connections of 58,543 with a
total registered membership of 57,629 or 99% of potential members of 58,163 and billed consumers of 55,280, this
data above-mentioned is as of December 31, 2010.

Specification of the Proposed System to be Installed


The proposed project is a diesel power plant with a total capacity of 11.22 MW. The proposed Power Plant
will be found on a 20,000 square meter (2 hectare) property bordering the Pan-Philippine Highway, Barangay
Quezon, commonly the south of Surigao City Población towards Butuan City

The proposed project involves a 7.313-kilometer 69 kV line. The said line will start from the Power Plant site
in Barangay Quezon, Surigao City, Surigao del Norte, which will connect to SURNECO’s distribution system through
SURNECO’S Looc Substation, which will serve as the connection point.
The line uses a MCM ACSR conductors on 75-foot height steel poles, with the conductors arranged in a
vertical configuration. Furthermore, the gantry structure at the connection point, is an eight-legged I-beam steel
structure with two-levels of I-beam cross members. The said structure is where the disconnect switches, potential
transformers, current transformers, surge arresters, insulators, revenue metering, and other electrical components for
the line protection are installed.

The diagram displays the asset boundary between the TRANSCO/NGCP and SURNECO. As shown in figure
3, the 69 kV Bus of the Looc Substation, where the Power Plant is connected, is a distribution asset owned by

SURNECO. The asset boundary of SURNECO and TRANSCO/NGCP is between the said 69 kV Bus and the
Pacemco-Surigao 69 kV line of TRANSCO. Furthermore, the revenue meter of NGCP is at the asset boundary which
is beyond the 69 kV Bus the distribution assts of SURNECO. For this reason, it is sure that the subject facility of
proposed project is linked to the distribution network of SURNECO.

However, Figure 4 shows the connection of the propose 11.22 MW Diesel Power Plant to the SURENECO.
As shown above the connection point of the proposed power supply system will be tap at the 20MVA SURENECO
Looc Substation. The system has a 7.31km and a 69kV transmission system and an 15MVA substation. In addition,
the proponents add an 10MVA additional load to the feeder of the Looc substation. While on the NGCP side since the
existing SLD does not have a rating the researchers decided to assume a 25MVA transformer connect by a 50MVA
generator and a 10MVA load. The purpose of the 10MVA load at the NGCP placer side is to serve as a backup load.
So that when the Looc substation fail the generated power by the proposed powerplant will still have supply load
which is the 10MVA load at the NGCP side.

The Reason Why the Proponents add a 11.22 MW Diesel Power Plant to SURENECO Power System
The reasons why it needs to add a 11.22 MW diesel power plant because of the following basis: Power
Interruption, Inconvenience Loss Due to Power Outage, and New Business Registration Recorded.
Power Interruption
For so many years, residents have been experiencing long power outages almost every month due to
maintenance work. Example for this is, “Residents in Surigao del Norte and parts of Surigao del Sur are
bracing for a 12-hour power outage Sunday (January 28,) due to maintenance work”. This has been a monthly
predicament for power consumers in the area (Catato R, 2018). Said the outage will affect their entire
franchise area covering Surigao City and 11 towns of Surigao del Norte.
Also, until now there is a several media reports and NGCP post on Facebook advisory that it will have
rotational power on Surigao Del North. Still the purpose is maintenance activities at NGCP Placer Substation
and replacement of transmission line hardware and accessories

Inconvenience Loss Due to Power Outage


In a survey conducted by the students of De La Salle University entitled Assessing Vulnerabilities
and Costs of Power Outages to Extreme Floods in Surigao City, Philippines. It has 1,021 household
respondents shown in Table 1. It appears that inconvenience from power loss mean possible loss of
communication as well. Also based on survey, the average inconvenience loss per hour is about Php 580
(US$ 11/ hour). household was done on a macro level.

According to NEDA.GOV New business registrations in the region increased by 37.0 percent in the
third quarter of 2020 from the same period in the previous year. Among others, said increase may be
attributed to the rise in the number of online sellers in the region.
