Executive Summary
The Muketuri – Alem Ketema road upgrading project that covers 105.5km connects Oromia
regional State (muketuri) with Amhara regional state (Alem Ketema).The project road is
divided into two lots, and this document is the Environmental and Social Management Plan
(ESMP) for Crusher Site at KM 87+735.62 RHS for Lot II: Kokeb Mesk–Alem Ketema Road
Upgrading Project section that covers Approximately 48.9 km.

It is prepared to demonstrate the contractor’s responsibility and fulfill the environmental


and social requirements of the Ethiopian Roads Authority (ERA) to accomplish the project in
a socially acceptable and environmentally friendly way.

This ESMP document consists of general project background information, objective of the
ESMP for Crusher site, summary of key environmental laws & regulations, objectives of
preparing ESMP document for Crusher site, project description, and potential impacts
associated with Crusher Site activities and proposed mitigation methods for each impact,
detailed Site specific ESMP for Crusher Site.

The major potential environmental & social impacts of the Crusher Site activities in the
corridor include; soil erosion, soil contamination, spoil disposal problems, air pollution from
point and non–point sources, competition for resources such as water & sand, impact on
farm lands, spread of communicable diseases, and loss of business and utilities, etc.

The Project Road is committed to implement dust control methods, such as restricting
traffic speeds, dust suppression by showering on dusty sections & installing water sprinkles
on crusher plants, feeding wet rock into crusher jaws, installing crusher and asphalt plants
taking wind direction into consideration, regular maintenance of emission intensive plants
like stone crusher & bitumen mixer, implementing well-organized traffic management plan,
and strategically collecting chemical pollutants such as used engine oil, fuel & waste water.

The following mitigation measures will be implemented to overcome the potential impacts
on important trees and vegetation adopting reduced ROW, restricting earthwork &
earthmoving activities to the area necessary for the road works only, applying ‘half-width’
construction method for sections having important indigenous or exotic trees or vegetation
that would be affected if detour road were constructed, and avoiding side-casting of
excavation materials on down-slope where it may affect trees/ vegetation, and replanting
appropriate tree species at areas affected due to temporary activities to compensate for
trees/vegetation lost.

1. Introduction
The muketuri - Alem ketema Road Upgrading Project starts at kokeb mesk and terminates at
Alem Ketema town after traversing for approximately 55 km. It is the second lot of the
Muketuri – Alem Ketema road Upgrading Project that connects two regional states. Oromia
National Regional State (ONRS) and Semien Shoa of Amhara National Region State (ANRS).
The currently gravel-surfaced with variable width between 5.5 m to 9 m. and the total length
of the Road Project is 48.9 km.

2. Objectives of Preparing the ESMP


The main objective of preparing this ESMP for Crusher Site that is located at KM 87+735.62 is
to identify major environmental and social impacts imposed by Kokeb mesk-alem ketema
road project and to proffer mitigation measures and management plan for Crusher Site that
could be implemented by the contractor and other stakeholders throughout project life
cycle in order to ensure that mitigation measures are implemented and overall sustainability
of the project is assured.

3. Methodology
The methodologies involved in the collection of the relevant data include consultation (with
Woreda and Kebele Officials, local experts, crusher site activity affected persons, site visual
observation, transect walk, and checklists. Simplified model of impact aggregation and
evaluation method was used for the analysis of impacts.
