1. Purpose of Document

This technical document covers the activity of 3G BTS rehoming Via TransferSite Tool in the BSC’s for
Circles. The purpose of this document is to describe the actions needed for 3G BTS rehoming Via TransferSite
Tool of 3G sites in ZTE BSC’s.

2. Objective
The objective of this MOP is to provide the user as to how to perform 3G BTS rehoming Via TransferSite Tool
in BSCs.

3. Scope
 The scope of this process document is to present the process 3G BTS rehoming Via TransferSite Tool
in BSCs, which is to be observed by SNOC, for ZTE based circles and Corporate Team.
 This process is for VIL Managed Circles Only.

4. Resources

 NetNumens & ICM Applications via SRAS.

 BSS Engineer should be technically equipped for BSC activity.
 SPOC’s details ( Circle & SNOC)

5. 3G BTS Sites Rehoming

5.1 Pre-requisites

 Pre Validation of Plan in day time. (SNOC Responsibility).

 BSC should be in healthy condition. If any critical/major alarms reported same shall be escalated to
INM/Circle team immediately for rectification
 CR needs to be approved from all concern before 17::00 hrs.
 Activity Owners should be technically equipped to perform the activity.
 All changes should be done through SRAS.
 CR data should be as per attached format.( Get rehoming plan xml one day advance from RF team )

5.2 Pre execution checks.

 Take a Pre check in day time.

 If any critical/major alarms reported, shall be escalated to INM/Circle team immediately for
rectification before activity.
 Coordinate with all involved team (NSS Core, CEN Transmission, BSS, and RF) for their readiness.
 Take Backup

Export RNC Radio and Ground Data form Live Data Area
Select Source and Destination RNC
And Export all Radio & Unioffice Raw Data from Source & Destination RNC
Similarly as you have Done In BSC.

After checking status check current alarm of planned sites in respective RNC. if sites is found down
exclude from the plan or either try validation after site restoration. Also take pre alarm of OMMB before
validation plan

5.3 Detailed Job Description

 3G sites rehoming is the process of doing migration of site connectivity from one RNC to another
RNC .
 The 3G sites rehoming plan is done with the help of tools like ICM via Netnemus and activating the
plan.
 The process is done by loading the data in background in the RNC and activating in the outage
Windows.
 Post Migration SON end configuration file need to be update.

 Outage Severity in case of fallback: Total
 Outage Time & Duration: 60 mins

Site Transfer Using ICM-Table of Contents

 Create Plan Area

 Export RNC Radio and Ground Data form Live Data Area
 Site Migration Sheet
 Export Uni Office Plan
 Import Uni Office Plan
 Import the files generated in Step
 Source _ Neighboring Cell
 Dest _ Cell
 Dest _ Target
 Deletion Script for Source BSC
 ICM Check, Conflict, Validity and Activation procedure

Create Plan Area

Right Click on Data Area and select Create Plan Area Fill User label and select Source and Destination BSC/RNC
and Select Ok.

Unioffice Template will be same as you Export from RNC. But you have to prepare Unioffice Template for
Destination RNC.

Select GU-OMMR Online Option then

Add your RNC Radio Sheet in Transfer Site Template

And Unioffice Template in Dest office Plane Data and Then Click on Execute

After 100% Completion then you have to Go for Check option

Similarly Then Click on Validity Check & click Start then Submit Task for Plane Activation process

Automatic Plane Activation Window Will be open then

Then Compare then Download it After That Activate the Plane

NOTE: Always Activate Destination RNC Script First because if you activate Source RNC Script First then it
will delete Cell from Source RNC then you Can’t Transfer cell from Source to Destination RNC.

After Activation Destination Script First it will Transfer Cell from Source RNC to Destination RNC

Then Activate Source Script to Delete Cells in Source RNC because it Show two Similar Cells in Network.

Note :It will also transfer Neighbors between Source & Destination RNC but it will not transfer Neighbor of
Other RNC.

So Create or Modify Neighbor of Other RNC after Migration.

After activation and site creation via ICM we need to change site end Abis IP (If ABIS IP plan change) and
SCTP IP as well via OMMB in maintenance window.

First we will export public dump from respective OMMB

After exporting public dump we will modified SCTP IP in SCTP tab.

NOTE: kindly select UMTS for 3G migration so don’t get confused its same process as 2G migration

While synchronizing multiple sites via ommb kindly click on check parameter before sync as shown in snap.

Only synchronize modified data not all data.

NOTE: SCTP IP need to modify in Maintenance window.

After OMMB sync process kindly check post services alarm

After successful rehoming put the sites in testing mode in source BSC and delete the database after DT
confirmation from circle end.

For testing mode go through maintain status query and setting as in snap

Then import as well for same

Now all sites will be in testing mode.

During Maintenance window follow below steps:

 Put in Testing mode to NodeB in old RNC

 Run the Site end IP change plan (Check 3G SCTP status of migrated site)
 Activate the site in New RNC
 Check the cell STATUS at New RNC
 Run Neighbour plan which available in your Migration project
 Communicate to core Team regarding Lac changes
 Do the Drive Test for migrated site without fail
 After RF KPI verification, Run the Old site deletion plan

5.6 Roll Back Plan

 In case of Roll back the above plan is activated with changed parameter values( i.e.
change the values to previously present)
 Roll out should be completed before maintenance window i.e. 05:00
 Roll back plan should be decided/activated before 03:30 am.

5.9 PERFORMANCE MONITORING

After Rehome the sites,, performance monitoring is carried out for 06:00 hrs and 07:00 hrs in comparison to the
