1.0 Purpose
CR15G shall launched a road safety awareness campaign in the projects construction vicinity
This will take place over a period of construction phase with the aim of raising awareness and
knowledge of road safety rules and promoting safer behavior and attitudes, in order to reduce
incidence of accidents and road deaths.

2.0 Objectives
The main objectives of the campaign shall be to raise awareness on the causes and effects of
road accidents and sharing of strategies that can be employed to minimize accidents.CR15G
recognizes that during the construction phase of the project there will be an increased
movement of vehicles, including heavyduty trucks, so the company is committed to working to
ensure that staff, third party stakeholders are increasingly aware of potential risks and adopt
safe driving and crossing of roads and other precautionary measures to avoid accidents.

3.0 Scope
The campaign shall target all project employees and subcontractors, community in the project
areaand road users including pedestrians, cyclists and pushcart drivers etc. The campaign shall
be carried out during the construction phase of the project only.

4.0 Road Safety Awareness Campaign Strategies


4.1 Safety Training Flip Chart
A comprehensive road safety training flip chart, complete with trainers guide will be used
extensively for the training of the project staff. The flip chart shall have colorful pages with
information and instruction on road vocabulary, types and parts of road, safe walking and
crossing rules, use of road safety engineering facilities, consequences of illegal uses of
road/footpath/shoulder, traffic signs, road markings, importance of visibility at night, children
safety practices, good practices for public transport passengers, needs and ways of post-
accident medicare. The flip charts will be distributed to the NGOs, CBOs and educational
institutions within the project area to use them for road safety awareness.

4.2 Use of Posters


Posters for road safety awareness will be useful as they will be readable from distance due to
their larger fonts and more portable for using in door-to-door awareness sessions. The posters
shall have drawing road safety messages such as safe walking, safe crossing of road and
proper use of road and its facilities like foot path, road signs, bus bays etc. The posters will be
handed over to partner NGOs and educational institutions for road safety publicity. The posters
will be used for training purpose and will be distributed to selected shops, restaurants, houses
and offices for training and display.

4.3 Use of Road Safety Enforcement Authorities


CR15G shall involve the Tanzania Traffic Police Force to assist in directing the drivers on
project areas with congestion of people and construction activities. The ability and willingness of
the Police to carry out intensified enforcement in support of the campaign shall be is highly
critical and these enforcement efforts will wellpublicized within the project area.

4.4 Education for Roadside Educational Institutions

Teaching road safety to children can provide lifelong benefit to society. It is important to teach
children to have skills to choose safer road to school, not to play on road, how to walk and cross
busy roads etc. Again there is no point in a child being taught the ways of crossing road if they
choose to put them in practice at a dangerous location.

The campaign that involves road safety awareness training to school children will also involve a
drawing competition for school children. The purpose of involving school children is because we
believe that they are the most vulnerable so road safety awareness needs to be sensitized to
them from their childhood.

4.5 Community Road Safety Awareness


CR15G shall work extensively with the surrounding community where we work to promote local
awareness of traffic rules and safer choices, such as seatbelt use, road crossing. Through local

community leaders, CR15G will arrange monthly community representative meetings in which
road safety awareness shall be advocated.

4.6 Local NGO


CR15G shall identify, select, train, and provide resources to local NGOs with a view to
developed their capacity and sustain road safety initiatives locally during the implementation of
the project. Besides, the selected local NGOs will be well placed at grass root levels to help
CR15G in n mobilizing the community for implementation of the road safety campaign.

4.7 Monthly refreshers training


Regular monthly meetings will be held with the trained leaders of the selected local NGOs in
which the training given will be followed up. In the monthly meetings key road safety issues will
be introduced and discussed and the progress of the project implementation will be reviewed.
The meeting shall review progress of implementation of road safety awareness plans , recent
incidents of accidents if any, status of the road safety campaign activities and measures
required to implement the campaign initiatives successfully.

4.8 Driver Road Safety Training


Rush and negligent driving by untrained drivers is the major factor contributing to the road
accidents. Besides, the accidents caused by drivers at different accident-prone areas are mostly
non-locals. In their journey from one location to another on the highway they cause accidents
without caring for the traffic rules. They stop and park their vehicles at will, over speed, overtake
and overload dangerously and show no respect to pedestrian, children and other vulnerable
road users. Apart from ignorance of driving rules and skill, they also suffer from the lack of
proper attitude and behavior. This road safety awareness campaign shall encourage locals to
understand presence of accident-prone locations, necessity of safe and defensive driving and of
showing restraints to vulnerable road users like pedestrians, children and women.
