CHAPTER I

PROJECT BACKGROUND

Introduction

In our generation, computers are one of the basic needs of every business and

companies nowadays. It speeds up the company’s processes and systems. Computers help

in research, production, distribution, marketing, banking, team management, business

automation, data storage and employee’s management and are very helpful to increase

the productivity in lower cost, less time with high quality. Using computers, we can

create a Payroll System that helps our work efficiently and more reliable or accurate

information.

         A payroll system is a computer program that is designed to organize all the

employees’ wages, taxes, and other deduction reports. The Payroll system can lessen the

errors and miscalculations when preparing the payroll. A payroll system is a vital part in

an organization. It calculates payroll accurately, manages accounts and maintains proper

records of all employees. Use of the payroll system is an efficient way of calculating pays

than a manual system. It helps the company to have an easier management of employees’

salaries, wages, taxes, and other deductions.

Project Background and Context

Quezon City University (QCU, formerly Quezon City Polytechnic University)

was established on March 1, 1994 to provide the constituents of Quezon City quality and

affordable tertiary education.  It currently offers five bachelor’s degree programs and

caters to 9,550 students as of August 2020.  The University also employs hundreds of

professors and staff, both full-time and part-time. 

 With the size of the university’s workforce, a reliable way to manage their

payroll is needed.  Currently, Quezon City University’s Payroll System is provided,

managed, and accommodated by the Quezon City Government.  However, contractual

employees and faculty members is managed by the Quezon City University itself.

The existing system of Quezon City University is still in a manual process when it

comes in managing payroll for the contractual employees. However, with the new normal

a midst the COVID pandemic, such a process has changed.  It showed difficulties in

terms of using the manual process, it is probably the most time consuming aspect. It is

also highly susceptible to errors. Even if we are dealing with spreadsheets already, there

is no guarantee that it would be devoid of accuracy concerns since formula, which may

be used, and could even run into inconsistencies.

In line with this, the researchers propose the development of the university’s very

own Payroll Management System. The Payroll Management System with Integration to

Human Resources Management System of Quezon City University will be a software

designed to manage all the tasks of processing salary computation of contractual

employees and faculty members of the University. These tasks include calculating wages,

withholding taxes and deductions, and the printing of checks. The Payroll Management

System software requires employers to import employee wage information and hours

from the centralized database. From there, the software uses the information to calculate

and deduct with holdings automatically.

Project Purpose and Description

The Payroll Management System with Integration to Quezon City University's

Human Resources Management System will be a software capable of handling all of the

activities of processing salary calculation for all of the university's employees and faculty

members. Calculating wages, withholding taxes and deductions, and printing checks will

be among those tasks. The Employees and Faculty members of Quezon City University

must import employee wage information and hours from a centralized database through

the Payroll Management System software. The software subsequently automatically

calculates and deducts withholdings based upon the information.

The Payroll Management System will be designed with the aim of maintaining

records of the various allowances and deductions that must be provided to QCU

Employees and Faculty members. It also generates a salary sheet for university

employees, which facilitate the Human Resource Department.

Main Objective

The main objective of the study is to develop a Payroll Management System that

can be integrated into Web based- Human Resource Management System for Quezon

City University that will be capable of accepting data that can calculate the gross pay, net

pay and producing pay slips of the employees.

Specific Objectives

1. To develop a Payroll Management System that can accept data from the

Employee Information Management System and Timekeeping Management

system of the QCU-HRIMS over the web.

2. To develop a Payroll Management System capable of computing for the gross

pay of the employees based on their hourly rates and clocked-in hours in-

between cut-off dates and net pay of the employees based on their deductions

and contributions.

3. To develop a Payroll Management System that can store its output data to a

centralized database to be accessed by the Employee Portal Management

System to produce digital pay slips.

4. To Provide a system that will rapidly process the computation in the payroll

department

5. To develop a system that will maintain the employee’s hour and payment,

calculating commissions and bonuses.

Scope and Delimitations of the Project

Scope

The project’s features extend only to the following items:

1. Getting data from the WEB-based centralized database populated by information

collected by the Integrated Employee Information System and Timekeeping System.

2. User-access level.  Only the person responsible to produce pay slips can access the

subsystem.

3. Setting of cut-off dates to compute salary from.

4. Computation of gross pay, deductions, and net pay of the employees.

5. Recording of payroll data back into the web -based centralized database to be

utilized by other associated systems.

6. Production of digital pay slips.

Delimitations

1. The subsystem will not be able to access data from the other subsystems if the

connection is offline.

2. The data to be used for the computation of gross pay, deductions and net pay will be

provided by the Employee Information Subsystem and Timekeeping Subsystem only.

Operational Definition of Terms

This section presents the operational definition of terms that can help the reader

further understand the study.

Biometrics. are physical or behavioral human characteristics to that can be used to

digitally identify a person to grant access.

Centralized Database. a type of database that is stored, located as well as maintained at

a single location only. This type of database is modified and managed from that location

itself.

Computerized Payroll System. can assure business accurately withholds taxes from

employees and pays mandatory fees such as Worker’s Compensation, once the initial

information is input into the system.

Contractual Employee. an individual who enters into a contractual agreement with a

business in order to provide a service in exchange for a fee.

Data Science. field of study that combines domain expertise, programming skills, and

knowledge of mathematics and statistics to extract meaningful insights from data.

Desktop-Based. any software that can be installed on a single computer (laptop or a

desktop) and used to perform specific tasks.

Digital Pay slips. means employees can view their pay information anytime, anywhere

from any connected device.

Employee Information System. HR management tool based on the Government

Establishment Manual and provides services like recruitment, monitoring training and

man-power planning, maintaining service records, roster, on-line transfer process.

Human Resources Management System. a suite of software applications used to

manage human resources and related processes throughout the employee lifecycle.

Employees can punch into assigned tasks, or tasks they take on themselves.

Output Data. data that a computer sends.

Payroll System. is an important process in an organization; it involves many tasks to

ensure accurate and timely payments of the workforces’ services.

Payroll. is referred to as the total earnings of all employees for a certain pay period.

Subsystem. a system that is part of a larger system.

Tertiary Education. is the next level of education for those who complete their

secondary education.

Timekeeping Management System. organizes and simplifies the payroll functions by

keeping track of the working hours performed by the employees, computation, and filing

of withholding taxes, salary deductions and the overall computation of employee wages.

It also records employee vacation leaves and sick leaves, and monitors usages of such on

a real-time basis.

User- Level. define what information the different users on your account can access and

edit. They are particularly important for when you want to keep your employees' hourly

rates confidential. When adding a new user, you'll be asked to assign them a user role.

Web-Based. relating to or done using the Web (the system of connected documents on

the internet).

CHAPTER II

REVIEW OF RELATED LITERATURE AND STUDIES

This chapter discusses the previous studies and literatures related to the topic of

Payroll Management System with Integration to Human Resources Management System

of Quezon City University.

Foreign Literature

According to Rakeshkumar (2016), Payroll Management System is a user-friendly

web application that takes care of most delicate resources of the business. Main aim of

this project is to develop a software application for organization through which they can

manage the records of the employees working in the Organization and financial

information of employees from salary to tax by computerizes each step involved in salary

generation process within a fraction of the time it would take to do them manually. It

does the process of calculating pay for individual ensuring that payments are both

accurate and on time and it is design to provide businesses centralized and reliable

solution for managing the payroll functions. It gives power to streamline and automate

the process of employee’s payroll information, so the organization can generate and

manage the payroll processes at the convenience of a mouse click.

Attendance Monitoring using Biometric with Payroll System

According to the University of California (May 15, 2016) in modern world there

are many systems that are implemented to some industries in order to improve the manual

transaction of the university. As new generation comes, a new technology has developed

to provide the users fast and reliable transactions. This study tells the use of computer

that will lessen the time and effort for updating and other ways of processing in accurate

ways. Our propose system is for the Faculty Members of Cavite State University Silang

Campus which we got curiosity on how the Faculty Members make a process that is why

we make a system that we hope it might help a lot for the Faculty members. We are going

to develop this system to improve our skills and make it useful for others especially with

our target client. Biometrics has long being touted as a powerful tool for solving

identification and authentication issues for immigration and customs, physical security

and computer security.

An application on an employee's mobile computing device allows that worker to

receive offers to receive their pay based on employer provided shift or pay details, details

of their rate of pay in a database or to declare the duration of a shift worked. Once the

shift is over, a first server calculates the worker's pay for that shift or pay based on data

from a first database and on data regarding the shift or pay details. A portion of the

worker's pay for the shift is then transferred to an account that the worker has and which

is tracked by a second server in communication with a second database. (Volberg, R. et,

al, 2018)

Leave and Payroll Management System

According to Manish Singh and Prachi Singh (2017) Management of leave and

payroll are critical operations for each institution as it has effect on payment of staff

members of any institution and also to complete it accurately and on time. The Current

Leave and Payroll Manager both are paper based systems. Though the attendance is

Biometric but still it is not that much efficient in terms of matters related to leave

management. Manual payment calculation of staff members is too complex and it even

takes lot of time and also requires lot of efforts. So if these processes are automated, it

would be of great benefit as it would require less time to calculate the salary of the

employees. So, a web application that has a payroll management system is considered as

one of the way here. Multiple user data access is provided by these system. Users like

staff members or administrator can login into the software by writing id and password

which are allocated to them from the organization. It involves keeping track of hours

worked and can keep a record of employee data including their pay, allowances,

deductions and taxes on monthly bases so that fresh definitions are reflected from the

month onwards, which leaves all the past data intact. Similarly, for managing the entire

task related to leave such as requesting for leave and approval of leave, we have

considered leave management system as the solution. The proposed leave and payroll

system is much efficient as it provides a user-friendly environment and manual

calculation errors are reduced and security is increased. The tasks which can be processed

using the Leave Management module are applying for leave, viewing leave history,

viewing leave stats and granting/rejecting leave applications. The Payroll Management

module consists of tasks such as viewing payroll & tax deductions and automatic tax

calculation. This system can make the existing system faster, more productive and would

require less manpower to handle it.

Management of Payroll is a challenging task for a production based Ready Made

Garment industry to pay the employee's salary just in time with accuracy. In an existing

Garment industry, calculate thousands of worker's monthly pay depending on each and

every piece of production and with different grades of workers is really a tough job.

Hence, it is essential to make the system automated. In cloud based garment payroll

system, it keeps track of all workers' individual daily production, including style and size

and after the end of each month generates worker's net salary by calculating the

production amount, production bonus, attendance bonus, festival bonus, no work amount,

night allowance by deducting advance if any then generate wages by a single

click. (Biman, B. et.al 2019)

Foreign Studies

Challenges in Managing Government Payroll Systems

According to Banyen, K. and Nasamu, M. (2016), the study therefore evaluated

the system of payroll management used in Ghana prior to the introduction of the

electronic pay voucher system, with a view of finding solutions that would make payroll

management in Ghana as effective and efficient as possible. This was done through a

field survey of 200 major stakeholders. These challenges have made the return

mechanized voucher system very unattractive and hence the need for a change in the

payroll management system used in the country. The study concludes that despite the fact

that the empirical evidence on the challenges of the return mechanized voucher system

used in payroll management in Ghana are glaring, the country should not be too quick to

adopt the electronic payment voucher system. 

In the study of Desmond, E. et.al (2016). The payroll system has brought a

significant impact in the payroll system despite its shortcoming. The payroll system has

rectified almost all the problems associated with the manual system except that this

system is developed enough to serve all various ministries, department and agencies in

the country. And the introduction of new software to carter for the needs of the public

service.

Simple Online System

According to Roy, M. and Mahadi, M. (2018). Payroll system is very popular

nowadays in the government and private sectors. A payroll system is a software where

filing all the employees payments, taxes, bonus etc. Basically payroll is very popular

software and it is very easy to use. Before developing the payroll system organizations

put their employees’ payment information in the hard copy. But it was not secured and it

was very difficult to handle. After developing this system, this problem is solved. This

section describes the basic concepts of Payroll System. Normally most of the

organizations use offline or desktop based payroll system. Here, we develop online based

payroll system. This Payroll management system is used to collect employee data so that

a company can use to manage records of employees working in the company. This

system improves efficiency of companies’ administration, store employees salary

information up to date. Here employee also can view their basic salary, allowance and

other information.

In the study of Shukla V., et.al (2019), Business is basically divided into many

functional areas but one that is crucial and of utmost importance is people Management

department i.e. Human Resource. Payroll Management in any organization is a very

crucial task. Only if the employees get their salary on time, they shall be motivated to

work. Though the attendance is Biometric, still there is human intervention in case of

leave management that consumes a lot of time. Performance appraisal is the most

difficult and most important aspect of HR. There is a lot of document review work which

takes a lot of time and also very cumbersome. Our paper is an attempt to provide a model

where Data Science can help to implement the process for data collection, data analysis,

data cleaning, and data processing can be done.

Usefulness of Human Capital management information systems on payroll

reliability among public.

According to Masele, J. and Kagoma, R. (2021), a reliable payroll system is

important to ensure that employees’ salaries are correctly paid and therefore that the

organization concerned is trusted by its employees and the public. Although payroll

systems were automated in Tanzania to ensure payroll reliability, reliability continues to

be a challenge.

A tax is a mandatory fee or financial charge levied by any government on an

individual or an organization to collect revenue for public works providing the best

facilities and infrastructure. The collected fund is then used to fund different public

expenditure programs. If one fails to pay the taxes or refuse to contribute towards it will

invite serious implications under the pre-defined law. (Cornel, 2016)

According to Indeed Editorial team (2021), whether you earn an annual salary or

are paid hourly wages, you might notice two different numbers on your paycheck. These

two numbers are commonly referred to as “net pay” and “gross pay.” Gross pay is the

total amount of money an employee receives before taxes and deductions are taken

out. Net pay is the final amount of money that you will receive after all taxes and

deductions have been subtracted. Net pay is the amount that’s actually deposited into

your bank account or the value of your paycheck.

Employee Compensation.

According to Kappel, M. (2018), compensation is the total cash and non-cash

payments that you give to an employee in exchange for the work they do for your

business. It is typically one of the biggest expenses for businesses with employees.

Compensation is more than an employee’s regular paid wages. It also includes many

other types of wages and benefits.

An income tax is a government tax on the taxable profit earned by an individual

or corporation. The resulting revenue is usually one of the chief sources of cash for a

government entity. It is considered one of the more fair forms of taxation, since it is only

imposed if a person or business has been successful enough to generate taxable income.

Understanding the salary deductions on your pay slip.

According to Zoleta, V. (2018), times are tough these days with the rising

inflation and the declining peso. If you’re trying to stretch your monthly budget for the

family, it’s important to track your monthly take-home pay. Scrutinize the earnings and

deductions on your pay slip to make sure your salary isn’t deducted more than what’s

authorized by the law. In doing so, you might also catch errors in the computation of your

payroll deductions. Also, some employers deduct the mandatory government benefits

from their employees’ payroll but fail to remit the contributions to the respective

agencies. 

Local Studies

In the study of Cronin, A. et.al (2017), processing payroll payments for

employees is performed by a payment processing system and employee devices, so that

the employee can with access security set short pay periods and have wage payments

made according to their profile. The payment processing system has an interfacing server,

a storage server, and a processing server, using internal signaling and file transfer. They

Based on the  research study entitled computerized payroll system of Department

of Health (DOH) (2016) explains that a computerized payroll system is a window based

program which is specially designed to facilitate and simplify the monthly preparation of

general payroll and related reports. Also that is must be flexible to provide option which

allows the user to hold additional fields for other compensations and deduction which

was unique to an office the company.

In the study of Collins, C. et.al (2016), a computer system identifies a schedule of

payments to an employee. The computer system displays schedule in a graphical user

interface on a display system in the computer system. The computer system receives user

input through the graphical user interface specifying a request to change the schedule for

a portion of the payments. 

Also, in related study of (AmmritKadam, 2016), are include the study entitled

College Payroll System & Taxation, the purpose of this study is to aim of developing

Employee Payroll Management is to provide an easy way not only to automate all

functionalities involved managing leaves and payroll for employees of College, but also

to provide full functional reports to management of College with details about the usage

of leave facility and even deduction of income tax and related taxes can done by this

system. Payroll system is the heart of any Human Resource System of an organization.

Based on the human resource information system of Astra Philippines (2017),

Astra Human Resources Information System (AHRIS) with payroll stated that the system

automates and improves the delivery of HR services, including managing the employee

records, facilitating requests for leaves, overtime, and training, tracking the employees'

performance and skills, and allocating and managing the company's resources. It provides

employees a way to input daily task report as a documentation of his or her performance,

activities, accomplishments, and achievements in each workday.

Synthesis of the Reviewed Literature, Studies and Systems

In an overall discussion and all the related studies that we have. Payroll is the

computation of all the financial record of salaries, bonus, wages and deduction. In all the

studies the main problem in both foreign and local literature is their payroll. The main

purpose of their payroll system is to ensure the accuracy and timely of the amount of their

monthly payment. The researchers have gleaned the benefits of integrating these two

systems. First is the ease of accessing, managing and processing of data throughout the

integrated system, as well as the removal of redundant and duplicate data by utilizing a

centralized records management system. There will also be an increase in the accuracy

rate of system output, due to the continuous nature of data processing. Information flows

smoothly from module to module, removing the need for manual re-entry of data.

Another benefit of this kind of system is the improved security by having fewer areas

available for malicious attacks. The cost for security services will also decrease since

there will be only one system that needs to be protected. Trust between the employee and

employer will also developed, since they will have the guarantee that their salary is

accurately computed, as well as the ability to check updates on it even before the cut-off

dates. Errors in calculation can be reported more swiftly.

SUMMARY AND RECOMMENDATIONS

This chapter contains the summary and recommendations that have been reached

by the proponents whilst undertaking this project. The results of the project are

summarized to show how effective the system is and recommendations are given as well

to further improve future development of the project or for future researchers.

Summary

The proposed system consists of 4 computer units and a barcode scanner. The

barcode scanner is for scanning the barcode sticker and will be deciphered to print a

readable item description. Each computer unit is connected to a Local Area Network

(LAN) and connected to a single database for retrieving/sending data from 1 computer

unit as a Server. The usage of barcode scanner is to record the stocks that has been

released in the warehouse of the company. The proposed system requires a network hub

for connecting the 4 computer units. The Windows 7 Professional will be used as an

operating system for the computer and MySQL will used as the database of the system.

These hardware and software will be used for five years to handle or to maintain the

inventory system with barcode scanner and the Local Area Network. The Uninterrupted

Power Supply (UPS) will not be provided though it is essential; the company will decide

for providing the equipment.

Recommendations

We would like to highly recommend that researchers come up with the idea of

faculty member will able to print their accessible salary report or payslip on the said

system. The admin will be the one who sends a notification for the salary of faculty

member request. In this line, faculty member will be notify via sending email.
