ESTABLISHING GOALS FOR
EHS PROFESSIONALS: ALIGNING GOALS
WITH CORPORATE OBJECTIVES
Demonstrating performance of environment, health, and safety (EHS) initiatives is
a challenge. There are the obvious legal compliance and established safety policy
obligations, but to truly optimize an EHS management program, there also must be a
management-led culture of a commitment to safety, inclusive and open communication
among employees, and demonstrated continuous improvement of risk management.
The purpose of ISO 45001, the Occupational Health and Safety Management Stan-
dard published by the International Standards Organization (ISO), seeks to provide
employers of all sizes worldwide a tool that will enable them to proactively identify
and manage EHS risks and specifically evaluate the performance of EHS programs.
Although ISO 45001 is an effective way of enhancing EHS performance, it can be
a cumbersome task to fulfill its requirements. This checklist will audit your confor-
mance with the evaluation components in clause 9 of the standard. Even if you are
not seeking official ISO 45001 certification, you can use this checklist to perform a
self-assessment and identify gaps in how you evaluate the strengths and weaknesses
of your EHS program, audit protocols, upper management’s responsibility in system
performance reviews, and opportunities for change and innovation.
If you respond to most or all of these statements with a “yes,” this indicates that you
may either be fulfilling or are ready to fulfill the ISO 45001 requirements for perfor-
mance evaluation. If you have a mix of “yes” and “no,” this indicates that, through
the dedication of time and resources, your organization may be ready to pursue ISO
45001 or is close to achieving a high-functioning process for monitoring, measuring
and evaluating safety program data. If you answer most questions with “no,” it may
be time to seek help from a consultant or solutions provider who can assist you in
getting your system on track.

MONITORING, MEASUREMENT, ANALYSIS AND
PERFORMANCE EVALUATION
ISO 45001 emphasizes the importance of tracking and analyzing data. Under the
standard, organizations are expected to establish reliable and applicable monitoring
and measuring protocols, implement indicators, and evaluate and analyze the results
from such protocols.
As you move through the statements below, each “Yes” answer indicates a strong
focus on measurement. With each “No” answer, a gap in your monitoring and
measurement processes is identified and should be addressed to conform with the
expectations of ISO 45001 clause 9.

YES NO
We have a defined and implemented process for monitoring,
measurement and evaluation.
We have determined what needs to be monitored and measured to
fulfill legal and compliance requirements, address hazardous activities
and operations, evaluate effectiveness of operational controls and track
progress in achieving EHS goals.
We have established:
• KPIs against which it can evaluate safety performance.
• Methods for monitoring, measurement, analysis and performance
evaluation to ensure valid results.
• The timeline for when monitoring and measuring will be performed.
• The timeline for the analysis, evaluation and communication of
results from the monitoring and measuring.
We maintain equipment to guarantee that is calibrated or verified to ensure
accurate results and we retain documentation of this maintenance.
We maintain documentation of monitoring, measurement, analysis and
performance evaluation results.
We plan, implement and maintain a process to evaluate compliance with
all applicable regulations and standards and take action if needed, and
retain documentation of any compliance evaluation results.

AUDITS
Under ISO 45001, organizations must conduct internal audits at planned intervals.
Audits provide organizations an opportunity to determine if a system is conforming to
requirements and expectations, and if it is being implemented and maintained properly.
Audits must consider the results of previous audits. Each audit should incorporate
any actions an organization took in past audits and any information contained within
risk assessments. All audit information should be verifiable and evaluated against
specific and defined audit criteria.

YES NO
Audits are conducted at planned intervals to determine compliance with
system requirements, company policy, and if applicable, ISO 45001.
We have an established and implemented audit program that defines
frequency, methods, roles and responsibilities, and planning and
documentation requirements.
The audit program has defined criteria and scope.
Auditors are selected to ensure objectivity and impartiality
throughout the audit.
Audit results are reported to all relevant stakeholders, including
responsible management, affected workers, and worker representatives.
All documentation resulting from the audit is retained.

MANAGEMENT REVIEW
To achieve continuous improvement, ISO 45001 requires that a formal management
review process be in place. Management reviews provide an opportunity for upper
management to evaluate the performance of a safety management system to deter-
mine whether it fits the organization and its business goals, is optimally implemented,
and is achieving its intended outcomes.
Ideally, management reviews should be carried out on a regular basis, perhaps
quarterly, semi-annually or annually. Reviews should not only consider past trends
in safety performance but should also include how the organization should work to
improve its performance through the implementation of proactive solutions.

YES NO
Upper management reviews EHS management plans regularly to ensure
effectiveness and suitability.
The status of actions taken resulting from previous management reviews
is considered.
Management reviews consider changes in internal and external issues
that may impact the EHS management system, including risks, legal
requirements, and needs and expectations of stakeholders.
Upper management and senior leadership are kept properly informed
regarding the following:
• Incidents, nonconformities and corrective actions?
• Monitoring and measuring results
• Results of legal compliance evaluations
• Audit results
• Worker participation
• Adequacy of EHS resources
• Suggestions for improvement of EHS initiatives, including
• recommended actions, resources, and investments
We maintain equipment to guarantee that is calibrated or verified
to ensure accurate results and we retain documentation of this
maintenance.
Management reviews results in decisions relating to:
• Continuing applicability and effectiveness of the EHS program
• Improvement opportunities and changes required to pursue such
opportunities
• Opportunities to integrate EHS into other business initiatives
Upper management communicates the outcomes of its reviews to
employees and other relevant stakeholders.
Documentation of management reviews is maintained.

WHAT’S NEXT?
Now that you’ve completed the checklist, you should be able to answer these three
key questions with a “yes”:
• Do you understand your need to monitor and measure?
• Do you know what ISO 45001 expects from your audit protocols?
• Do you comprehend the structure that needs to be in place for management reviews?
Now that you understand the basic requirements of the performance evaluation re-
quirements of ISO 45001, you can get to work in either pursuing certification if you
answered “yes” to all of the statements stated in the checklist. Or, if you answered
“no” to a few above statements, you can work on improving your systems to ensure
that you are measuring, monitoring, analyzing and evaluating your EHS system to
meet these standards. If your responses were predominantly “no,” you’ve got some
work to do.
There is no one-size-fits-all answer to the next steps to take in evaluating safety
performance. Perhaps further research into voluntary standards such as ISO 45001
as well as obligatory regulations are in order; perhaps a deeper look at technological
solutions such as EHS software or automation tools would be appropriate; maybe
your hardest work lies in gaining the ear of company leadership. Regularly revisiting
this checklist to determine improvements in how you evaluate your safety perfor-
mance is a great step in achieving operational excellence and in working toward ISO
45001 certification.
