Low-Voltage Automatic Transfer Switches
Part 1 General
1.01 Scope
A. The Contractor shall furnish and install the low-voltage (600 volts and below)
automatic transfer switches having the ratings, features/accessories,
enclosures, as specified herein and as shown on the contract drawings.

2.02 Ratings
A. The transfer switch shall automatically transfer its load circuit to an
emergency or alternate power supply upon failure of its normal or preferred
source.
B. The transfer switch shall provide complete protection with field adjustable
solid-state voltage sensing logic to monitor each phase of the normal power
supply. The close differential adjustment shall be factory set to drop out
when the monitored voltage drops below 70% of normal and initiate load
transfer when the alternate stand-by source becomes available. Upon
restoration of the normal source to a pickup level of 90%, the logic shall
initiate automatic retransfer of the load circuits to the normal source.
C. The transfer switch shall have withstand, closing and interrupting ratings
sufficient for the voltage and the available short circuit current at the point of
application as shown on the drawings.
D. The voltage rating of the transfer switch shall be no less than the system
voltage rating. The continuous current rating of the transfer switch shall be
no less than the maximum continuous current requirements of the system.
E. The transfer switch shall be 100% equipment rated for continuous duty as
shown on the drawings and shall conform to the applicable requirements of
UL 1008 for emergency system total load.
F. All pilot devices and relays shall be of the industrial type with self-cleaning
contacts and rated 10 amperes.
G. The automatic transfer switches shall be fully rated to protect all types of
loads, inductive and resistive, from loss of continuity of power, without
derating, either open or enclosed.

H. Transfer switches shall have a minimum 60 cycle withstand rating of 51 kA.
The transfer switch shall be rated for application with upstream power circuit
breakers and insulated case circuit breakers having short time delay settings
of up to 30 cycles. Contacts shall not weld when used with upstream
overcurrent protective devices that do not incorporate instantaneous trip
units.

2.03 Construction
A. The transfer switches shall consist of completely enclosed contact
assemblies and a separate control logic panel. The contact assemblies shall
be operated by a non-fused motor operator or stored energy mechanism and
be energized only momentarily during transfer, providing inherently double
throw switching action. Control power for all transfer operations shall be
derived from the line side of the source to which the load is being transferred.
B. Transfer switches shall be capable of being operated manually under full
load conditions. Manual operation shall be accomplished via a permanently
affixed manual operator or integrally mounted pushbutton operators located
on the face of the contact assemblies. Removable manual operating handles
and handles which move in the event that electrical operators should
suddenly become energized while performing a manual transfer operation
are not acceptable. The manual operator shall provide the same contact-to-
contact transfer time as provided under normal automatic operation to
prevent possible flashovers from switching the main contacts slowly. In
addition, provisions shall be made to allow disengagement of the electrical
operator during manual operation.
C. Each transfer switch shall be positively interlocked both mechanically and
electrically to prevent simultaneous closing of both sources under either
automatic or manual operation. Main contacts shall be mechanically locked
in position in both normal and emergency positions. A neutral position shall
not be possible under normal electrical operation unless a delayed transition
accessory is required for switching highly inductive loads. Each transfer
switch shall have a manual neutral position for load circuit maintenance. A
transfer switch position indicator shall be visible from the front of the switch to
show to which source the transfer switch is connected.

D. Where shown on the drawings, transfer switches applied as service entrance
switches shall be provided with overcurrent trip units and a service entrance
label. An external key-operated selector switch shall be provided to
disconnect the power supplies. External pilot lights shall indicate the
availability of each source as well as breakers in a tripped or disconnected
position. Provide a neutral disconnect link for three-pole solid neutral
switches, and a neutral-to-ground main bonding jumper for all switches to
meet UL service entrance requirements. Ground fault protection shall be
provided for all switches rated 1000 amperes or more applied on 480Y/277
volts AC systems in accordance with NEC article 230-95.

E. All three-phase four-wire transfer switches used on systems with ground fault
equipment shall be true four-pole switched neutral type with all four poles for
each source being fully rated and connected to a common shaft. The fourth
(neutral) pole contacts shall be of identical construction as, and operate
simultaneously with, the main power contacts. Add-on or overlapping neutral
contacts are not acceptable.
F. Inspection and replacement of all separate arcing contacts (moving and
stationary) shall be possible from the front of the transfer switch.
G. A solid-state sensing and control logic panel shall be separately mounted
from the power switching portion of the transfer switch. The two sections
shall be connected by control cables with plug-in connectors. The control
section shall be capable of being disconnected from the power section for
maintenance purposes.
H. The logic circuit shall utilize solid-state components mounted on printed
circuit boards to accomplish functions such as timing, time delays, and
voltage and frequency monitoring. LEDs shall be furnished to indicate the
operation of each solid-state function. Construction shall be such that
functions are individually replaceable without requiring replacement of the
complete solid-state package. Plug-in modifications shall be available for
field installation without voiding the UL label.
I. The transfer switch shall be equipped with a voltage selection plug making it
suitable for operation on any voltage from 208 through 600 volts AC, 50 or 60
Hertz, by placing the voltage selection plug in the proper voltage receptacle.
Covers shall be used to block off the unused receptacles.

2.04 Drawout design
A. Where indicated on the drawings, the transfer switches shall be provided with
a drawout mechanism to allow easy access to the molded case switches
(insulated case breakers) for preventive maintenance, testing or inspection.
The drawout mechanism shall provide visual indicators as to position of the
switch/breaker during the drawout operation.
B. Inspection and replacement of all separate arcing contacts (moving and
stationary) shall be possible from the front of the transfer switch.

2.05 Wiring/terminations
A. Terminal blocks shall conform to NEMA ICS 4. Terminal facilities shall be
arranged for entrance of external conductors from the top or bottom of the
enclosure. The main transfer switch terminals shall be suitable for the
termination of conductors shown on the plans.
2.06 Sequence of operation
A. Upon loss of phase-to-phase voltage of the normal source to 70% of
nominal, and after a time delay, adjustable from 0.5 to 15 seconds, to
override momentary dips and/or outages, a 10 ampere, 30VDC contact shall
close to initiate starting of the emergency or standby source power plant.
Transfer to the alternate source shall take place immediately upon attainment
of 90% of rated voltage and frequency of that source. For switches not
involving engine generator sets as power plants, transfer shall occur after an
adjustable time delay of 1 to 60 seconds to override momentary dips and
outages.
B. When the normal source has been restored to 90% of rated voltage, and
after a time delay, adjustable from 0.5 to 32 minutes (to ensure the integrity
of the normal power source), the load shall be retransferred to the normal
source.
C. A time delay, adjustable from 0.5 to 32 minutes, shall delay shutdown of the
emergency or standby power source after retransfer to allow the generator to
run unloaded for cool-down, after which the generator shall be automatically
shut down.
D. If the emergency or standby power should fail while carrying the load,
transfer to the normal power supply shall be made instantaneously upon
restoration of the normal source to satisfactory conditions.
2.07 Customer metering
A. Where indicated on the drawings, provide a separate customer metering
compartment with front hinged door and include the following:

D. IQ Data Plus II
1. Where indicated on the drawings provide a digital line Meter Monitor
and Protection (MM&P) device equal to !Attribute!Manufacturer1a! IQ
Data Plus II having the features and functions specified below. The
MM&P shall be UL recognized, CSA certified and also meet ANSI
Standard C37.90.
2. The MM&P shall provide direct reading metered or calculated values
of the items listed below and shall auto range between Units, Kilo-
units, and Mega-units for all metered values. Accuracy indicated
below to be of displayed or calculated values.
a.AC amperes in each phase, 1% accuracy.
b.AC voltage, phase-to-phase, phase-to-neutral, 1% accuracy.
d.Vars, 2% accuracy.
e.Power factor, 4% accuracy.
f. Frequency, 0.5% accuracy.
g.Watt Demand (5-, 10-, 15-, 30-minute interval programmable
or from utility synchronizing pulse) 2% accuracy.
h.Watt hours, 2% accuracy.
3. Provide the following adjustable protective features:
a.Voltage phase loss, if any phase RMS is less than 50% of
the nominal line voltage.
b.Current phase loss, if the smallest phase value is less than
1/16 of the largest phase value.
c. Line voltage phase unbalance, selectable from 5 to 40% of
nominal in 5% increments.
d.Voltage phase reversal.
e.Overvoltage, selectable from 105 to 140% in 5% increments.
f. Undervoltage, selectable from 95 to 60% in 5% increments.
g.Time delay (adjustable from 0 to 8 seconds in 1second
intervals) for overvoltage, undervoltage, and phase
unbalance trip and alarm settings.
4. Input ranges of the MM&P shall accommodate external current
transformers with ranges from 100/5 through 5000/5 amperes.
Provide three (3) external current transformers with rating as
indicated on the drawing or sized for incoming service. Potential
transformers shall be self included and fused up to 600 volts with
potential connections suitable for 3-phase 120 volt, 208/220/240 volt,
380/416 volt, 460/575 volt. Above 600 volts, provide fused external
potential transformers up to 14.4 kV Potential transformer ratios shall
be field settable with DIP switches. Synchronizing pulse input shall
be provided and when activated shall override the preset watt
demand interval and let the utility control the demand window.
5. Outputs shall have separate trip and alarm contacts with ratings of
10 amperes at 115/240 volts AC or 30 volt DC resistive. The
contacts shall be Form C (NO/NC). In addition, provide a separate
Form C (NO/NC) contact to provide a kilowatt-hour pulse output.
KW/pulse shall be field programmable.
6. The display face shall be membrane type and rated suitable for
NEMA 3R and NEMA 12 mounting. The MM&P shall have a durable
six-digit LED display screen. The display screen and LEDs shall
indicate both trip and alarm conditions. The cause of a trip or alarm
shall be indicated in the display window.
7. The MM&P shall have an operating temperature range of 0 degrees
C to 70 degrees C, and 0 to 95% relative humidity noncondensing.
a.The MM&P shall allow the user to disable undesired
values/functions and to later reactivate them if required. A
neutral terminal shall be provided and wired for 4-wire,
grounded systems. The 600-volt and below voltagepower
module shall be detachable from the chassis. Three (3) in-
line fuses shall protect the MM&P from current overloads.
b.In the event of a trip or alarm condition, a built-in reset button
shall allow a manual reset of the MM&P. The MM&P shall
also be capable of being remotely reset via its
communication port. The MM&P shall have the capability for
resetting both watt-hours and watt demand.
c. The MM&P control power shall be capable of being supplied
from the monitored incoming line without the need for a
separate Ac supply control circuit.
d.The MM&P shall have non-volatile memory and not require
battery back-up; in the event of a power failure, the MM&P
shall retain all pre-set parameters, accumulated watt-hours,
watt demand.
8. !Attribute!CommCard! an addressable communication card capable of
transmitting all data, including trip data over a compatible two-wire local area
network to a central personal computer for storage and/or printout. The
network shall also be capable of transmitting data in RS232c format via a
translator module.
9. The MM&P shall be provided in a draw-out case, which shall permit rapid
interchanging of the MM&P with a similar unit without requiring panel wiring
change. MM&P chassis shall be easily removable for test and inspection
purposes. Current transformer secondaries shall be automatically short-
circuited when the MM&P is removed from the case, or when associated
switch disconnect blades are opened. Position of the short-circuiting contacts
shall be visible from the front even with the MM&P inserted in the case. Test
plugs for testing all circuits of the MM&P shall be provided. The draw-out
case shall be ABB-type Flexitest or approved equal.

D. IQ Analyzer
1. Where indicated on the drawings provide a digital line Meter
Analyzer and Protection (MA&P) device equal to !Attribute!
Manufacturer1a! IQ Analyzer having the features and functions
specified below. The MA&P shall shall be UL recognized, CSA
certified and also meet ANSI Standard C37.90.
2. The MA&P shall provide direct reading metered or calculated values
of the items listed below and shall auto range between Units, Kilo-
units, and Mega-units for all metered values. The device shall be
capable of displaying multiple parameters at once, including two
user configurable custom screens displaying any seven of the
parameters listed. Indicator LED shall always remain active to
display device status for safety and trouble-shooting purposes. Time,
date, software version and network address shall also be displayed.
Accuracy indicated below to be of read or calculated values.
a.AC Current (Amperes) in A, B, and C phase, 3-Phase
Average, Neutral (N) and Ground (G). Accuracy ± 0.2%
(provide neutral and ground current transformer).
b.AC Voltage (Volts) for A-B, B-C, and C-A, Phase Average,
A-N, B-N, and C-N, Average Phase to N, and N to G.
Accuracy ± 0.2%.
c. Real Power (WATTS), Reactive Power (VARS), Apparent
Power (VA), for each phase and system (system shall apply
only for 3-wire applications). Accuracy ± 0.4%.
Forward/Reverse indication shall be provided.
d.Real Energy (WHR), Reactive Energy (VARHR), Apparent
Energy (VAHR) for each phase and system (system shall
apply only for 3-wire applications). Accuracy ± 0.4%.
Forward/Reverse indication shall be provided.
e.Frequency (HERTZ) Accuracy ± 0.04%.
f. Demand values for System Current (AMPERES), System
Real Power (WATTS), System Reactive Power (VARS), and
System Apparent Power (VA).
g.Power Factor both Displacement only 60-cyclefundamental
WATTS to VA and Apparent total WATTS to total VARS
including harmonics for A, B, and C phase and system.
Accuracy ± 0.4%.
h.Current Percent Total Harmonic Distortion (THD) in A, B,
and C phase, N, and G.
i. Voltage percent THD in A-B, B-C, and C-A phase, A-N, B-N,
C-N, and N to G.
j. K-Factor (sum of the squares of harmonic currents times the
square of their harmonic numbers).
k. Transformer Derating Factor (1.414 divided by the Crest
Factor)
l. Crest Factor (ratio of peak current to RMS current).
3. The MA&P shall provide the following advanced analysis features:
a.Trend Analysis Screens displaying the minimum and
maximum values for each metered value, with all parameters
time stamped to 1-second resolution.
b.Demand Analysis screens displaying current (phase A, B, C,
N, and G) and power (system real (kW), reactive (kVAR),
and apparent (kVA), present demand and peak demands).
Peak demands shall display time and date stamped to within
1-second resolution. Demand Window Selection for metered
demand values shall be selectable either as:
1. A user selectable fixed window (programmable
from 5 to 60 minutes).
2. Sliding window method with programmable 1 to 60
minute subintervals, for power (kW, kVAR, kVA)
demand only.
3. Initiated from a synch pulse for power (kW, kVAR,
kVA) demand only.
4. Communication signal initiated from a !Attribute!
Manufacturer1a! IMPACC network master
computer.
c. Harmonic Analysis Screens shall be capable of being
function key triggered to capture a high-speed wave form of
two (2) cycles of data sampled at 128 samples per cycle,
simultaneously recording current in A, B, and C phases, N,
and G as well as all voltages A-B, B-C, and C-A phases, A-
N, B-N, C-N, and N-G. Data captured shall include the
magnitude (% of the fundamental) and the direction of
harmonic source (phase angle) for all odd and even
multiples of fundamentals from 2nd thru the 51st.
d.Event/Alarm Analysis Screens shall display data recorded
for up to ten event/alarm conditions. The initiation level of the
declaration of an event/alarm condition shall be field
programmable for all measured parameters. For each
event/alarm a description of the event/alarm, date, and time
of event/alarm (1-second resolution) shall be displayed. In
addition, a capture shall be made of all metered values
available and all current and voltage distortion information
available on the Harmonic Analysis Screens.
e.The MA&P shall be capable of transmitting all data at time of
the event via communications to a personal computer for
creating and displaying wave forms. In addition, the Event
/Alarm Analysis Screens shall be capable of being initiated
from an energized discrete input circuit, or through the
communications port.
f. Event/Alarm Condition Levels shall be capable of being
triggered by up to 7 of any of the following 33 conditions
when the programmed threshold is exceeded. All shall have
programmable time delays from 0.1 to 60 seconds except
voltage disturbance which shall be programmable from 2 to
3600 cycles.

If no time delay is programed, any disturbance
lasting 2 cycles (less if magnitude is sufficient to
effect RMS readings) shall trigger voltage
disturbance event/alarm.

4. The MA&P shall be capable of receiving the following inputs:
a.Instrument transformers: Input ranges of the MA&P shall
ccommodate external current transformers with ranges
from 10,000/5 through 5/5 amperes. Provide external current
transformers for each phase, neutral and ground circuit with
rating as indicated on the drawing or sized for incoming
service or associated feeder. Potential transformers shall be
self included and fused for up to 600 volts with potential
connections suitable for 3-phase 120-volt, 208/220/240-volt,
380/416-volt, 460/575-volt. Above600 volts, provide fused
external potential transformers for up to 500 kV.
b.Control Power: The MA&P control power shall be capable of
being supplied from the monitored incoming AC line
without the need for a separate AC control circuit unless a
separate 120 or 240 volt source is indicated on the
drawings.
c. Dry Contacts: Three (3) dry discrete input contacts shall be
furnished which may be programmed by the user to perform
any of the following functions. The status of the input
contacts shall be locally displayable and accessible through
the communications port.
1. Trigger an Event/Alarm Analysis including
Harmonic Analysis information for display on the
device and information for Wave Form Analysis and
display at a personal computer.
2. Act as an synchronizing pulse input to synchronize
demand windows with a utility provided
synchronizing pulse.
3. Actuate a relay output.
4. Reset a relay output, peak demand,
Minimum/Maximum or Event Analysis records.
5. Furnish Relay Output Contacts with four Form-C (NO/NC) relay
output contacts which shall be capable of being independently
programmed for the following functions:
a.Act as a kWHR, kVARHR, or kVAHR pulse initiator output.
b.Actuate on one or more Event/Alarm conditions, including
discrete input and Communication Command signal.
6. Furnish one 0 to 20 mA analog input and three 0-20 mA outputs. The
input values shall be capable of being displayed on the device as a
percentage and shall also be accessible throughout the
communications port. Each analog output shall be programmable to
reflect a phase current, voltage, power, demand, %THD, power
factor or system frequency.
7. The device shall be fully programmable from the faceplate, including
alarm relay and power quality (e.g., harmonic distortion) settings.
Programming shall be password protected.
8. !Attribute!CommCard! an addressable communication card capable
of transmitting all data, remotely controlling and programming the
MA&P over a compatible two-wire local area network to a central
personal computer for storage, analysis, display and printout. The
network shall also be capable of transmitting data in RS232c format
via a translator module. The following minimum functions shall be
available through communications at the personal computer with
appropriate Windows-based software:
a.Monitoring and trending of all locally displayed values and
device status.
b.Initiating an Event/Alarm.
c. Retrieving Event/Alarm information.
d.Retrieving Harmonic Analysis/Wave Form Analysis
information including construction of the Harmonic Profile to
graphically display simultaneously the relative magnitudes of
the multiples of the fundamental frequency for both current
and voltage of a given phase.
e.Retrieving Harmonic wave form analysis information for
display of eight-cycle wave shapes of all simultaneously
recorded current (phase A, B, C, N, and G) and voltages L-L
and N-G.
f. Activating relay output contacts.
g.Programming device configuration and setpoints.
h.Synchronizing device clocks to within 30 mseconds (for
demand windows and time stamping).

D. IQ Data
1. Where indicated on the drawings provide a digital line Meter Monitor
(MM) device equal to !Attribute!Manufacturer1a! IQ Data having the
features and functions specified below. The MM shall consist of a
single microprocessor-based unit capable of monitoring and
displaying simultaneously current in each phase and voltage phase-
to-phase as well as phase-to-neutral on 4-wire systems. The MM
shall auto range between units, and kilo-units. The MM accuracy
shall be 1% of read values. The MM shall have the capability to
communicate data via twisted pair network. The MM shall be UL
recognized and CSA certified.
2. Input ranges of the MM shall accommodate external current
transformers with ranges from 25/5 through 5000/5 amperes.
Provide three (3) external current transformers with rating as
indicated on the drawing or sized for incoming service. Potential
transformers shall be self included and fused up to 600 volts. Above
600 volts, provide fused external potential transformers. Potential
and current transformer ratios shall be field settable with DIP
switches. The preset dip switch settings shall be retained through a
power failure.
3. The MM control power shall be capable of being supplied from the
monitored incoming AC line without the need for a separate AC
supply control circuit.
4. The display face shall be membrane type and rated suitable for
NEMA 3R and NEMA 12 mounting. The MM shall have two durable
4-digit LED display screens. The MM shall have separate step
buttons for changing through the voltage and current displays.

of transmitting all data over a compatible two-wire local area network
to a central personal computer for storage and/or printout. The
network shall also be capable of transmitting data in RS232c format

D. IQ Generator
1. Where indicated on the drawings provide a digital line Generator
Meter Monitor (GMM) device equal to !Attribute!Manufacturer1a! IQ
Generator having the features and functions specified below. The
device shall consist of a single microprocessor-based unit capable of
monitoring and displaying simultaneously current in each phase,
voltage phase-to-phase as well as phase-to-neutral on 4-wire
systems, and frequency. The device accuracy shall be 1% of read
values for current and voltage and 0.5% for frequency. The device
shall have the capability to communicate data via twisted pair
network. The device shall be UL recognized and CSA certified.
2. Input ranges of the device shall accommodate external current
transformers with ranges from 25/5 through 5000/5 amperes.
Provide three (3) external current transformers with rating as
indicated on the drawing or sized for incoming service. Potential
transformers shall be self included and fused up to 600 volts. Above
600 volts, provide fused external potential transformers. Potential
and current transformer ratios shall be field settable with DIP
switches. The preset DIP switch settings shall be retained through a
power failure.
3. The GMM control power shall be capable of being supplied from the
monitored incoming AC line without the need for a separate AC
supply control circuit.
4. The display face shall be membrane type and rated suitable for
NEMA 3R and NEMA 12 mounting. The device shall have three

2.08 Enclosure
A. Each transfer switch shall have a NEMA 1 general purpose enclosure unless

2.09 Finish
A. The enclosure shall be painted with the manufacturer's standard painting
procedures to ensure suitability for environmental conditions as referenced in
the plans. Color shall be light gray ANSI 61.
2.10 Accessories

A. The following accessories shall be provided:
1. Time delay normal to emergency, adjustable.
2. Time delay emergency to normal, adjustable.
3. Green pilot light to indicate switch in normal position and red pilot
light to indicate switch in emergency position.
4. White pilot lights marked "Normal Source" and "Emergency Source"
to indicate that respective source voltages are available.
5. Tripped position indicating lights for both sources.
6. Relay auxiliary contacts (2 NO and 2 NC) to indicate transfer switch
position and the availability of each source.
7. Hand-held kit for field test and calibration of all plug-in timing and
monitoring cards, as well as the output relays from the solid-state
logic.

B. When the alternate source is an engine generator, the following accessories
shall also be provided:
1. Time delay engine start, adjustable.
2. Time delay engine cool off, adjustable.
3. Engine start contact.
4. Frequency/voltage relay for emergency source, frequency adjustable
from 45 to 60 Hz and voltage fixed at 90% pickup, 70% dropout.
5. Delayed transition time delay, adjustable from 0 to 120 seconds, to
allow disconnection of the load during transfer in either direction to
prevent excessive inrush currents due to out-of-phase switching of
large inductive loads.
6. Four-position selector switch permitting four modes of transfer switch
operation: "Test" (simulates normal power outage), "Auto" (standard
automatic operation), "OFF" (de-energizes control relays and opens
the engine start circuit for maintenance purposes), "Engine Start"
(retains transfer switch in normal position and initiates a testing of
the engine start circuit). Furnish white pilot light for "OFF" indication.

2.11 Communications
A. Where shown on the drawings, provide in the transfer switch a
microprocessor-based unit capable of communicating phase and ground
current, peak demand, present demand, energy consumption, contact status,
and mode of trip. The transfer switch shall respond to open and close
commands from a master control unit via a communications network.
B. Provide communications capability to monitor the normal and emergency
switch position and normal and emergency source availability. Additional
communications capability shall be provided to bypass time delays during
transfer or retransfer, and to initiate engine start for no-load or load testing of
the transfer switch from a remote master computer.
