On-the-job Training is part of a college curriculum that aims to train and orient students
about work and their future career. It is a type of skill development where a worker learns how
to do the work through hands-on experience. On the Job Training is one method by which
students are exposed with different work situation designed to give students an opportunity to
experience and a chance to apply the theories and computation that they have learned from
the school. It also helps the students to acquire relevant knowledge and skills by performing in
On the Job Training (OJT) is job training that occurs in the work place; as a chance to
gain first-hand experience and to enhance our skills. During the training days, the trainee had
the opportunity to relate and associate the real operation and other corresponding
responsibilities. It further helps to learn and appreciate the importance of the different flow of
repairing procedures and policies affecting the management and establishment. It helps to
develop confidence not only in the school but also in throughout the entire duration of the
training.
On the Job Training (OJT) is a form of job instruction that occurs directly at the worksite
while the employee learning is doing his or her job. During OJT, the inexperience worker
performs and/or observes real job tasks being performed in the work area, using the real

1. Study of the causes of crimes and development of criminals.

criminals including the machinery of justice and the evolution of criminal law

NATURE OF CRIMINOLOGY
1. It is an applied science. (INSTRUMENTATION)
2. It is a social science. Crime is a social creation and it exists in a society being a
social phenomenon.
3. It is dynamic. Criminology changes as a social condition changes. It is concomitant
with the advancement of other sciences that have been applied to it.
4. It is nationalistic. The study of crimes must be in relation with the existing criminal
law within a territory or country. The question as to whether an act is a crime is
dependent on the criminal law of a state. It follows therefore that the causes of
crime must be determined from its social needs and standards.

The present Department of the Interior and Local Government (DILG) traces its roots from the
Philippine Revolution of 1897. On March 22, 1897, the Katipunan Government established the first
Department of Interior at the Tejeros Convention.
A revolutionary government was also established at that time and the new government elected General
Emilio Aguinaldo as President and Andres Bonifacio as Director of Interior, although Bonifacio did not
assume the post. At the Naic Assembly held on April 17, 1897, President Aguinaldo appointed General
Pascual Alvarez as Secretary of the Interior.
The Department of Interior was enshrined in the Biak-na-Bato Constitution signed on November 1,
1897. Article XV of the said Constitution defined the powers and functions of the Department that
included statistics, roads and bridges, agriculture, public information and posts, and public order.
As the years of struggle for independence and self-government continued, the Interior Department
became the premier office of the government tasked with various functions ranging from supervision
over local units, forest conservation, public instructions, control and supervision over the police,
counterinsurgency, rehabilitation, community development and cooperatives development programs.
In 1950, the Department was abolished, and its functions were transferred to the Office of Local
Government (later renamed Local Government and Civil Affairs Office) under the Office of the
President. On January 6, 1956, President Ramon Magsaysay created the Presidential Assistant on
Community Development (PACD) to implement the Philippine Community Development Program that
will coordinate and integrate on a national scale the efforts of various governmental and civic agencies
to improve the living conditions in the barrio residents nationwide and make them self-reliant.
In 1972, Presidential Decree No. 1 created the Department of Local Government and Community
Development (DLGCD) through Letter of Implementation No. 7 on November 1, 1972. Ten years later
or in 1982, the
DLGCD was reorganized and renamed Ministry of Local Government (MLG) by virtue of Executive
Order No. 777; and in 1987, it was further reorganized and this time, renamed Department of Local
Government (DLG) by virtue of Executive Order No. 262.
Again, on December 13, 1990, the DLG underwent reorganization into what is now known as the
Department of the Interior and Local Government (DILG) by virtue of Republic Act No. 6975. The law
also created the Philippine National Police (PNP) out of the Philippine Constabulary-Integrated National
Police (PC-INP), which, together with the National Police Commission, was integrated under the new
DILG, the Bureau of Fire Protection, Bureau of Jail Management and Penology and the Philippine
Public Safety College; and absorbed the National Action Committee on Anti-Hijacking from the
Department of National Defense (DND).
The passage of RA 6975 paved the way for the union of the local governments and the police force after
more than 40 years of separation.
Today, the Department faces a new era of meeting the challenges of local autonomy, peace and order,
and public safety.

Republic Act 6975 entitled an Act Establishing the Philippine National Police under a
reorganized Department of the Interior and Local Government and Other Purposes as

transpired at Barangay hall of Minante 1 Cauayan City, Isabela where in the victim was
identified as Roger Palma y Recto, 35 years old, married, Tricycle driver and a resident
of Minante 2 Cauayan City Isabela, while at the suspect was identified as SPO2
CHRISTOPER MURILLO Y PEDRO, 31 years old, married, presently assigned at La
Union Police Station and a resident of Minante 1 Cauayan City, Isabela.

MEMORANDUM
of Explosive” of RA 8550)
1. On or about 2:30 in the afternoon of May 2,2021, information received from CBIN, that group of
illegal fishers conducted blast fishing activities in vicinity seawaters of Sitio Tago, Barangay
Mabuhay, Mariveles, Bataan. Immeadiately upon receipt of an information a team dispatched and
led by SPO 1 Mario A Maurer PNP together with PO2 Juan T De la Cruz PNP and one (1) civilian
operator, while conducting seaborne patrol operation along the coastal waters of sitio Tago,
Barangay Mabuhay,Mariveles Bataan, they spotted one (1) unmarked paddled banca colored gray
boarded by one male factor while on actual gathering of fish at more or less fifty (50) meters from
the shoreline of the said Barangay, the team immediately rush to his position and intoduced as PNP
Maritime police and asked permission to conduct inspection of his banca which was granted by the
suspect and recovered more or less five (5) kilos of fish (BATALAY) believed to be caught thru the
use of dynamite explosive and they effected the arrest and appraised of his constitutional rights.
2. At about 4:30 pm of same date, the suspect together with confiscated banca and accessories were
brought to this station for proper investigation and filling of appropriate charges in court. The
suspect later identified as Gerald Plaza y Anderson, 34 years old, married and resident of Purok 5
Barangay Mabuhay, Mariveles, Bataan.
3. On May 3, 2021 at about 9:00 o’clock in the morning the illegally caught fish was brought to the
office of the Municipal Agriculturist Mariveles,Bataan for scientific examination wherein the result
was POSITIVE.
4. At about 11:10 AM of May 3, 2021, a violation of sec 88 para 1 in relation to para 3 (actual use of
explosive) of RA 8550 was filed at the office of the Provincial Prosecutor Balanga City, Bataan
with Criminal Case No. ML4565.

MEMORANDUM
I. AUTHORITY:
1. Legaspi City Police Station CPAC 2 Blotter Entries no. 0627,0628,0629 dated April 16, 2021 and
CPO Blotter Entries 1759 and 1760 dated April 17, 2021

7. On or about 11:30 in the evening of April 18, 2021 Brgy. Tanod of Mabua, Legaspi City
reported and seek police assistance on the alleged vehicular accident at Vinzon St., Albay District,
Legaspi City. PO2 Andrew Taduran was dispatched and returned station together with the alleged
involved parties.
Upon confrontation at LCPS-CPAC 2 office, Nelson Merioles y Quezada, 35 y/o, married, a
resident of Legaspi City with temporary rented apartment along Magayon Drive Subdivision
Daraga, Albay (refered to as V1 driver) requested to put into record that while his vehicle
Chevrolet Trail Blazer, color black, bearing plate no. WOA-536 was park unattended at the side
of the road fronting his apartment he heard an impact of collision and upon verification a color
Red SUV Hit his vehicle and shouted to the driver not to left but fled, he then chased said vehicle
by passing F.Aquende Drive, Albay District, until he reached Vinzon St. Old Albay District,
Legaspi City. Then and there he found a color Red vehicle and flagged it down and asked the
driver where they came from, however Ramon Deona y Pelota, 48 y/o,married a resident of Brgy.
1 Em’s Barrio, Legaspi City (refered to as V2 driver), holder of LTO NPDL no. NO2-98-005689,
with restriction code 1 & 2 valid until 2021-06-16. The driver of Toyota Revo Wagon, color
Maroon, bearing plate no. XNV-741 alleged that while driving his vehicle coming from B.
Imperial St., fronting Legaspi City Police Station to fetched her daughter and daughter’s
friend,thay peoceeded towards Albay District traversing Alternate road and turned lrft to
Washington Drive, Legaspi City, On board in the said vehicle were Alve Deona, Keisha Coleen

Deona, 17 y/o,minor Bryle John Gerero and upon reaching Vinzon St., Albay District. Ramon
saw a vehicle from his side mirror and suddenly overtook him near Peter Judilla Store and stop in
front of them. On that juncure he droved backward his vehicle and step down and walk with her
wife towards the fruit stand nearby. The driver of V1 alighred, came nearer and confronted them
and asking in bikol dialect “Sain kamo hali” which he did not replied and avered
“Buyong,Buyong” not intended to other driver. It was witness by Peter Judilla y Igot, 59 y/o,
married a resident of Brgy. Tula- Tula, Albay District, Legaspi City.(Hereto attached the copy of
excerpt from LCPS-CPAC2 Blotter Entry no. 0627 and 0628 dated April 16, 2021 as Tab “A”).
8. In the investigation conducted by the duty traffic investigator in the alleged vehicular accident
disclosed that after verification and ocular inspection to the alleged damages revealed that V1
incurred damage at the back portion particularly at the left signal light, it was broken and measured
1.25 meters in height from the concrete surface, crack signal light holder, misalligned left side
bumper, scratches on the bumper measuring .72 meters in height from the concrete surface, and
bumper dent/scratches measuring .55 meters in height from the concrete surface while the V2 has no
current damage. Visible old scratches at the right side bumper, then the stainless bumper were
measured .58 meters in height from concrete surface and the right headlight were tied by scotch
adhesive tape. Damages were photograph (Hereto attached the copy of the excerpy from LCSPS-
CPO Blotter Entry no. 1759 & 1960 dated April 17, 2021 as Tab ‘B’ and Photograph of Damages
vehicle with measured as Tab “C”).
9. Follow-up investigation conducted by the duty traffic investigators in the place of accident
particularly in front of the rented apartment of V1 driver at Magayon Drive Subdivision, Daraga
Albay. The place was dark and some of the debris of V1 was recovered at the side of the road
fronying hid rented apartment, indicating that V1 was park facing to Magayon Drive Legazpi City.
Further, a walk-thru was made and disclosed that it was not suitable for parking for it was narrow
there and the in coming vehicle from Legazpi City were blinded by the curve lane. The vehicle
moving in opposite direction will be surprised and probably had a tendency to maneuver to the right.
Furthermore, no bystanders were found for possible eyewitness of the accident.(Hereto attached the
Photohraph in the place of accident along Magayon Drive Subdivision Daraga City as Tab “D”).
10. In the statement of one Nonoy Arabia y Aycocho, single and a resident of Brgy. Mabua, Albay
District Legazpi City, that on or about 11:20 PM, April 16, 2021 while in the performance of his tour
as Brgy. Tanod together with companion Brgy. Tanod Jimmy Samson avered that while conducting
roving at the said area, they saw chevrolet moving backward and the driver stepdown in his vehicle
and they heard the driver asking the other driver in Bikol dialect to wit: “Saan kayo galing, Saan
kayo galing” and he immediately left the place to seek for a police assistance. (Hereto attached the
copy of the excerpt from LCPS-CPAC 2 Blotter Entry no.0629 dated April 16, 2021 as Tab “E”).
IV. DISCUSSIONS/FINDINGS:
11. In this instant case investigation and both parties have a respective allegation related with the
incident. In the statement of V1 driver he only saw a Red SUV hit and damages his vehicle while on
park at the side of the road thereafter fledf toward Legazpi City without Identifying the LTO plate
number and the model of the susoected vehicle, upon chased he chance upon another vehicle that he
wasn’t sure. Upon confrontation, the first question of V1 driver was “Sain kamo hali?” (where do
you come from) the V1 driver is not certain. PO2 Andrew Taduran responded and brought them in
this station, Ocular inspection was made by Pinsp Reynaldo Dolorido and personnel of CPAC2 and
they recovered a particles left by the other vehicle attach to the bumper as cause by strong impact of
damages. In the statement of V2 driver fetch his daughter and daughter’s friend who were both
minors at B. Imperial St. Bitano, Legazpi City thereafter proceeded at Albay district traversing
Alternater road and F. Aquende drive and upon reaching Vinzon St. He saw a vehicle at the side
mirror, that overtook
and stop in front of them, V2 driver prevented from being hit, indicating that he causiouslu drive his
vehicle in favor to other road user, instead of flaring up he move vackward and alighted in hid driven
vehicle. Both drivers were suspicious smelling of alcoholic breath but V1 driver refused while V2
driver voluntarily submitted himself with hospital no.0245622.

In the ocular inspection made by the duty traffic investigators to the vehicles presented by
CPAC2 personnel V1 damges were situated at the back left side portion from top (signal
light-broken) vertically measured 1.25 mtr through concrete surface, bumper(scratches)
measured vertically .72 mtr through concrete surface and lower bumoer dents inward and
scratches vertically measured .55 mtr through concrete surface it was no sign of dents
inward nor misalligned, bumper were visible old scratches only and the right side
headkight were tied by a scotch adhesive tape around with it.
In the follow-up investigation the duty traffic investigator conducted ocular investigation
at the place of accident disclosed that the place were dim, the road were narrow and near
a blind curve and upon walk-thru, some of debris were recovered near the side of the road
indicating that his vehicle were facing toward Legazpi City Airport. Further the place
were photograph and the recovered debris.
V. CONCLUSION:
12. After a careful perusal surrounding this incident, a fact of comparison related with the damage
incurred by V1 were not appropriate/matched as to the vertical height, structure of the vehicle and to
the damages of V2. That a fact V2 were enroute to his residence on board a friend of his daughter. In
the disposition of CPAC2 personnel related with the drivers suspected smelling alcoholic breath they
submitted both drivers but only the V2 driver voluntarily submitted himself for medical attention
while V1 defensively refused the procedure.
VI. RECOMMENDATION:
13. Wherefore, in view of the foregoing, the undersigned respectfully recommends that the debris
recovered and both vehicles will undergo field laboratory examination at RCLO5 for paints
comparison and parties involved will file their separate complaint against each other.

Under Presidential Decree No. 765 dated January 1, 1975, the Fire Department was
integrated with the Philippine Constabulary/Integrated National Police (PC/INP) until it was
organized as the Bureau of Fire Protection (BFP) under R.A. No. 6975, the Department of the
Interior and Local Government Act, enacted in 1990. The BFP is mandated to ensure public
safety through the prevention and suppression of all kinds of destructive fires; enforce the Fire
Code of the Philippines (PD 1185); investigate all causes of fires and file complaints with the
appropriate agencies; and assist the Armed Forces of the Philippines (AFP) during national
emergencies.

Function

MEMORANDUM
1. On or about 2:30 PM 20 January 2020, this station received a telephone call from Miss Marian
Rivera, a student of Saint Theresa College that there was a fire at Bongtud, Tandag City.
2. Instantly Anos Fire truck driven by FO1 Jimmy T Santos with duty personnel on board
dispatched to respond to said alarm. Immediately thereafter, Jiange Fire truck driven by SFO1
Rolly Boy B Nolledo and Hyundai Fire truck driven by James A Bond with the remaining duty
personnel and off duty personnel followed.
3. General Khan and Real Fire Station also responded to give assistance together with the
PNP,,IQERT,Task Force Agila, Neighbors and even bystanders.
4. After several minutes of Fire Supression operation,said Fire was declared under control, and
subsequently declared FIRE OUT 3:10 PM of the same date.
5. Upon interview of the witnesses and the initial investigation conducted by SFO1 Rolly Boy B
Nolledo revealed that the fire started at the bedroom of Nana Trinny’s House at the second floor
of her building due to unattended unplugged electric fan. That’s why the investigator disclosed
that the fire was caused by electrical short circuit. The total estimated cost of damage is more or
less Ninety Thousand Pesos (PHP 90,000).

MEMORANDUM
On or about 1445H 27 Feb 2021, a certain Aamir Khan personally reperted to this station that
their residential house was on fire located at Zone 6,T. Isaac Street Barangay San Vicente this
Municipality. Immediately upon received the information, Fire Truck engine no. 10 driven by SFO1
Dante I Reyes and headed by Shift in- Charge (SIC) SFO3 Joel G Cabangon and SFO1 Joan P Espanto
also together with the chief, Operation SFO2 Miguel P Perez Jr. BFP proceed at the said Fire incident.
Upon arival at the Fire scene, SFO2 Miguel P Perez Jr and SFO1 Joan P Espanto rushed to the
Fire area carrying hose and nozzle while SFO3 Joel G Cabangon assisting the hose layout to
immediately suppressed the burning residential house. After more or less 10 minutes of Firefighting
operation and the Fire was not yet under control, SFO3 Joel G Cabangon replaced SFO2 Miguel P Perez
Jr as a nozzle man until the Fire was totally controlled and suppressed together with the assistance of
Mabua and Cagwait City Fire Station Fire Trucks. However, on the event of sustainable firefighting
operation, SFO3 Joel G Cabangon BFO suffered suffocation due to excessive presence of bad smell
thick smoke of assorted burning materials like plastic,rubber,clothings,leathers although he protects
himself fogging water stream stroke. He was then complaining of chest and back pain while we are
refilling water to the Fire Truck from water hydrant in front of Balo Water District at Barangay Santiago
this Muinicipality and finally decided to asked permission to rest and went back to the Fire Station by
tricycle and on or about 1740H of same date. SFO3 Joel G Cabangon accompanied by his wife left
station with permission to seek medical attention. Until we were informed by his family that he was
confined at the Intensive Care Unit (ICU) of Sta. Maria Hospital Foundation Iriga City.

As one of the five pillars of the Criminal Justice System, the BJMP was created to
address growing concern of jail management and penology problem. Primarily, its clients are
detainees accused before a court who are temporarily confined in such jails while undergoing
investigation, waiting final judgement and those who are serving sentence promulgated by the
court 3 years and below. As provided for under R.A. No. 6975, the Jail Bureau is mandated to
take operational and administrative control over all city, district and municipal jails.
