Q9. A real estate developer is doing a the ISSR (In-situ Slum Rehabilitation) project in PPP mode with
Rajkot Municipal Corporation (RMC). The design of the project will be provided by RMC housing
department. However, for project management RMC has hired EIL (Engineers India Limited). The
land on which the project is to be developed, was occupied by a slum of 300 households. The
developer has to provide free housing for these 300 households to RMC and in return RMC will
provide the land to the developer along with some FAR incentive. The project will be developed as a
cross-subsidized project, wherein the developer will develop and sell high end houses on the
remaining land to compensate his profit. However, the high-end housing units can only be sold once
the free-houses for the slum dwellers are handed over to RMC. Moreover, the developer has to
provide transit housing to the slum dwellers in the execution phase of the project.

Identify the key project stakeholders from the developer’s perspective. Analysing the power and
interest of the stakeholders in the execution stage of the project, suggest suitable stakeholder
engagement strategies for the developer.
