Recommended Programs, Projects, and

Activities (PPAs) of the Student


Government for School Year (SY) 2021-
2022
The Department of Education (DepEd), through the Bureau of Learner Support
Services-Youth Formation Division, issues the Recommended Programs, Projects,
and Activities (PPAs) of the Student Government for School Year (SY) 2021-
2022 to support the efficient operationalization of the Basic Education-Learning
Continuity Plan (BE-LCP). This is pursuant to DepEd Order (DO) No. 47, s. 2014
titled Constitution and By-laws of the Supreme Pupil Government (SPG) and
Supreme Student Government (SSG) in Elementary and Secondary Schools.

Consistent with the BE-LCP priorities, the realignment aims to protect the health,
safety, and well-being of learners through the establishment of learner support
systems that shall facilitate the provision of psychosocial support, health and
safety measures, and remediation and enhancement to all types of learners.
These shall be realized through the leadership or assistance of the SPG and SSG
in the implementation of the following recommended activities:

Lead Assist

Student Leadership Formation Programs; Global Handwashing Day,

Peer Coaching Activities; Brigada Eskwela,

International Youth Day Celebration; Early Registration,

National Children’s Month; Children and Adolescent Health Advocacy


Lead Assist

Campaigns,

Disaster risk reduction activities for


National Students’ Day;
learners, and

National Day of Remembrance for Road Crash Victims,


Other DepEd youth-related activities.
Survivors and Families;

Core Values Advocacy; and

School level World Teachers Day and National Teachers


Month Celebration.

For the purpose of this Memorandum, the following terms are defined for
reference:

Lead
refers to the PPAs that shall be organized and conducted at the school level by
the SPG and SSG to ensure the participation of the learners.

Assist
refers to the activities that shall be implemented at the school level with the
support of the SPG and SSG through physical or virtual participation.

The SPG and SSG shall adopt applicable approaches to ensure continuous
delivery of the PPAs in consideration of the provisions of DO 014, s. 2020-
Guidelines of the Required Health Standards in the Basic Education Offices and
Schools, to wit:

a. SPG and SSG programs, projects, and activities (PPAs) that involve gathering of
large number of learners, such as student leadership and psychological first aid
training and other similar activities, shall only be implemented through online
platforms;

b. Only PPAs intended to support or increase learners’ mental resilience may be


conducted by SSG officers aged 15 and above through a limited face-to-face
modality, when allowed by the DOH-IATF and in proper coordination with and
guidance of the concerned school teaching and non-teaching personnel;

c. SPG and SSG are highly encouraged to create offline (e.g., hotlines) and online
channels (e.g., Viber, Facebook, Messenger, Zoom, and Teams) to facilitate
communication between SPG and SSG officers, advisers and Youth Formators;
provided the Data Privacy Act is strictly followed

. SPG and SSG shall ensure the observance of ethical standards and data privacy
of students during the delivery of the mandated PPAs;

e. SPG and SSG shall submit an Annual Accomplishment Report duly endorsed by
the school head to the PDO I/Youth Formation Coordinator using the prescribed
template; and

f. SPG and SSG shall submit the consolidated list of the approved and recognized
pupil and student clubs and organizations using the prescribed template.

The following organizational support mechanisms shall be provided by DepEd at


all levels to ensure that the abovementioned PPAs are implemented:

a. PPAs must be funded under Learner Support Fund (MOOE and Local Funds),
School and Annual Improvement Plans, subject to the usual accounting and
auditing rules and regulations;

b. Adoption of the revised Constitution By-laws of the SPG and SSG;

c. Conduct of the synchronized SPG and SSG elections and requisite turnover of
responsibilities, financial statements and other records and properties to the
succeeding set of officers;
d. Implementation of the synchronized elections of all other school-based pupil
and student organizations;

e. Establishment of Federation of SPGs and SSGs in the district, division, regional,


and national levels as ready mechanisms for learner consultations and as sources
of feedback and policy recommendations on issues and concerns that affect
them;

f. Organization of the District, Division, Regional and National Advisers


Associations of SPGs and SSGs as support groups for the implementation and
monitoring of SPG and SSG;

g. Conduct of student leadership trainings for Student Government and school-


based pupil and student organizations at the school, division, regional and
national levels, provided it is in accordance with existing DepEd policies;

h. Conduct of webinars and workshops on the basic provision of psychosocial


first aid (PFA) for Student Government and school-based pupil and student
organizations to act as peer support group and youth advocates;

i. Conduct of recognition and awards programs and activities for outstanding SPG
and SSG organizations, officers and advisers through activities led by district,
division, regional, and national offices of DepEd;

j. Establishment of a centralized system for the identification of vulnerable


learners for proper referral, additional social, emotional, and psychological
support.

All regional directors, schools division superintendents, and school heads and
principals are tasked to ensure the smooth implementation of the Student
Government Program by appropriating funds. The Division Youth Formation
Coordinators and the Schools Governance and Operations Division are required
to monitor the compliance of the SPG and SSG. The Youth Formation Division
and Education Support Services Division shall actively coordinate with all the
SDOs on the implementation of the Student Government Program.
