Attached please find a completed questionnaire with supporting documentation, This ‘submission i also being sent to The Chinatown Core a/k/a TKK and Bowery Block Association. ‘The petition with signatures and proof of posting of community notices willbe served before the meeting, as directed ‘As set forth in the submission, according to the New York State Liquor Authory's LAMP ‘mapping too, there is no othe establishment on Bayard Street between Mott Street and Bowery ‘that sells alcohol for either on or off premises consumption. Further, applicant has been ‘operating its restaurant for more than 3 years atthe location and it has had no citation, summons fo even a waming issued for disruptive or disorderly behavior. Applicant has been and will continue tobe a productive and responsible member ofthe community. Applicants principal, Zhou Wang has eats of experience in the restaurant industry and he is dedicated to offering a rewarding culinary experience. The focus is on the food with the intent to pair it with beet, wine and spirits. The restaurant does not offer live music, DJs, karaoke, promotor, private parties, events and it does not have TY sereens for viewing sporting or other events, The restaurant will not participate in “pub crawls” and it will not have a happy hour or offer “all you can drink specials.” The restaurant does not have a traditional “bar” for people to sit at. Rather, patrons are seated at individual tables and alcohol would only be ordered in conjunction with food. But, suffice it to say, for now, licensing this premises is inthe best interest of the community and is in public’s convenience and advantage because itis a pleasure to sit down ata restaurant and have the opportunity to order spits to pair with cuisine, As stated, that option is not currently offered ‘on Bayard Street between Mott Street and Bowery. ‘The last year and a half hs been unbelievably difficult fr all. The restaurant is a productive member of the community and it has never been a focal point of bad behavior. No citation or other summons has ever been issued to or at the restaurant regarding boisterous or unruly behavior or for failure to supervise or properly operate the business, Applicant is located on Bayard Street between Mott Street and Bowery. There ino liquor licenses (either on or off premises) on Bayard Street between Mott Street and Bowery Applicant's owner Zhou Qi Wang works full time at the business. Mr. Wang oversees the kitchen, dining room and the areas outside and appurtenant to the restaurant, L PLAN TO MONITOR VEHICULAR TRAFFIC AND SIDEWALK CROWDS Applicant specifically acknowledges that traffic and sidewalk congestion in lower Manhattan and specifically on Bayard Street is dense and that that ean affect, the neighborhood's quality of life. 1, Vehicular Traffie- This area of downtown Manhattan is largely characterized by foot traffic. Bayard Street is a narrow one way street, For that past 3.5 years there has been no discernable increase in vehicular traffic based upon the operation of the restaurant. To the extent that there might be an increase in vehicular traffic with the addition of a liquor license, Mr. Wang intends to continue to keep an eye on the curbside parking (paid via Muni-meter) and will go outside ifa car is double parked outside of the restaurant and ask them to move. While Mr. Wang is prepared to do that, and will instruct his staff to do that as well, double parking has not been an issue historically. Mr. Wang and his staff will also direct delivery people that they cannot double park or otherwise restrict the flow of traffic on Bayard Street while making deliveries to or picking up from the restaurant. ‘There is a crosswalk directly to the East of the restaurant. Mr. Wang and his staff will make sure that there is no parking/idling in the crosswalk. The restaurant will not have private events (where patrons more often arrive by car). Sidewalk Crowds- As set forth above the restaurant has been open for 3.5 years. Over the course of that time, there has been no issue with crowds ‘congregating on the sidewalk. The restaurant does not have a physical bar, there is no entertainment (expect ambient low level music) there are no TV ‘monitors for viewing sports or other events, there is no karaoke, live music, DJs or promoters. ‘That said, the issuance ofa liquor license may increase the number of patrons who visit the restaurant. Mr. Wang and his staff will monitor the sidewalk appurtenant to the restaurant. If there is loitering, Mr. Wang and staff will Kindly ask the patrons to disperse. Mr. Wang and his staff will not permit a line to form for patrons who seek entrance. If the demand for the restaurant becomes larger than its existing capacity then Mr. Wang will implement a reservation policy so that people will not be inclined to wait around on the sidewalk for an open table. Mr. Wang will not permit the restaurant to engage in any private events nor will it participate in “pub crawls” or other organized events. The restaurant will not have a happy hour or drink specials Mr. Wang and staff will direct patrons not to assemble outside the restaurant to smoke. Mr. Wang will hang a sign on the exterior fagade indicating that there is no smoking in front of the restaurant. IL. PLAN TO MANAGE NOISE INSIDE AND OUTSIDE, Historically, the restaurant has never had an issue with noise on its interior or exterior. ‘There has never been a noise complaint by a commercial or residential tenant of the building or any of the neighbors. No citation or summons has ever been issued at or against the restaurant for noise or any other type of nuisance. ‘Mr. Wang is onsite full time and he manages the operation of the restaurant including the flow of patrons coming and going. The majority of table occupancy is, 2 persons, There is an occasional group of 4 persons but it is extremely rare for the seating to be larger than 4 per group. Mr. Wang does not permit the restaurant to exceed the capacity of its seating. ‘The restaurant has 42 seats. While the certificate of occupancy permits more than 70 persons on premises, Mr. Wang does not allow that many patrons to be onsite. He did not add additional tables and chairs to “max out” occupancy. Rather, he has kept the occupancy consistent with a small restaurant. As set forth above, the restaurant does not host private events or parties and it does not engage in pub crawls and offers no drink specials. There is no entertainment, no live music, no DJs, no promoters, no televised sporting or other events and no karaoke. To the extent that there might be an increase in noise with the offering of alcoholic beverages, Mr. Wang will attend an alcohol awareness program, which will issue a certification of completion of the program. Mr. Wang will direct his staff to refuse alcoholic beverage sale to anyone who becomes disorderly, demonstrates inebriation or who orders alcoholic beverage in a disproportionate amount. Alcoholic beverages are sold with food for a well-rounded dining experience. The restaurant does not have a fixed physical bar where people can sit and drink. The background music will never be played at a level above a low ambient setting. The space above the restaurant is a commercial, where the building's owner operates its busines. Mr. Wang will explore the installation of soundproofing and will not hesitate to move forward with same should the need arise.
