These three evaluation designs vary in
feasibility, cost, the degree of clarity and
validity of results, involvement during design
or after implementation phase of the
intervention, and degree of selection bias.
3.9 Quality improvement
In both impact evaluation and outcome evaluation the
desire is to collect information that can be used to
improve the program’s ability to meet the declared
objectives. The ultimate goal is to improve health and
quality of life.
The strength of the evidence that a program had the
intended outcome depends greatly on the evaluation
methods used.
Care should be taken in the design and
implementation of each of these three types of
evaluation to ensure best practices and appropriate
measurements are used.
