1. GENERAL
1.1 SCOPE
This specification describes the documents produced during the various Workflows of a
Development Project. The documents used as input for the activities are not included in the
present specification since they are not deliverables of the activities.
For a certain number of documents hereafter described, that are considered relevant and/or
critical for the Project, a brief description is added in the Annexes, so making clear the
minimum information the minimum content and the workflow where such documents are
generated.
The Project Development phases taken into account are the following:
- “Concept Definition” having the following Workflows:
o Basic Design
o Front End Engineering Design (FEED)
- “Execution” having the following Workflows:
o Detail design
o Construction
The Development phases of Evaluation and Concept Definition (Pre-feasibility and Feasibility)
also produce specific documents, not listed here. They have been listed in the Guidelines
attached to relevant workflows.
Basic design
The Basic Design is intended to revise, strengthen and complete the multidisciplinary
engineering verifications preliminarly executed during the ‘Concept Selection’ phase, in respect
of a specific scheme of surface facilities.
During this phase, usually taking place immediately after Project sanction, all the design data
are identified and validated, design philosophies and criteria are precisely defined,
agreements for possible integrated development with surrounding facilities and confirmation of
final export alternatives are reviewed and ‘frozen’.
The main functional characteristics of all systems and structures are defined, along with the
main items and their integration in a general layout. Critical items are identified and criticalities
solved, so that the solutions adopted result sound and feasible .
An ALARP approach to HSEQ risks has also to be undertaken. Account must be given to
compliance with applicable laws, regulations, HSE principles, for all phases of plant life.
Constructability, operability and maintainability are also preliminarly evaluated and addressed.
A refined cost estimate is prepared, based on refined quantities and engineering judgement,
anticipated market conditions & contract strategy adopted, along with comparison with similar
plants, systems, and items as necessary.
The Basic Design is a critical phase where technical / technological solutions are to be
optimised due to the big impact they still have on project times and costs.
Due to the major tenders being launched at the end of the Basic Design, significant
modifications after this phase can only be managed via technical clarifications before major
contracts award or costs negotiation for rework and modifications.

Major deliverables:
1. Tender packages for major construction contract(s)
2. Tender packages for most significant Long Lead Items (those in excess of ca. 8 months
lead time)
3. CAD model
4. Basic design docs and specifications
5. Refined strategy for contracts & procurement (no. of contracts; no. of LLI directly
purchased by Company; approach w.r.t. bulk materials)
Major deliverables:
6. Tender packages (specifications and documents) sufficient to award one or more EP or
EPIC contract and (depending on contract strategy) to assign orders for procurement of
second level LLI , i.e. those having ca. 4-8 months delivery time.
7. Engineering documents and refined CAD models, where systems are completely defined,
along with their main units and components, items and bulk materials (e.g. with clear IDS -
inspection data sheets, RDDS – required documentation data sheets, line specs etc.)
8. Final materials choices and functional specifications for the different units, with final Item
List and preliminary Bulk Materials List.
Moreover, engineering activities are developed in order to reach a more accurate times and
costs evaluation (+/- 15%), based on documented market investigation involving potential
suppliers.
Detail Design
This engineering phase is normally carried out by Contractors and Suppliers, based on
Company specifications and premises.
All plant systems, items and bulk materials are designed with the detailed information needed
for their procurement, construction , transportation and installation.
The definition of structures, systems, packages, etc. is further developed with respect to Basic
and FEED to include secondary items, preparing approved for construction documents,
including specifications for the materials to be acquired, also supporting the planned operations
with adequate procedures .
Construction
This is the project stage during which the plant components are installed and erected at
construction site. It includes also the construction of temporary facilities, when necessary, the
piping prefabrication activities, that can be performed both at site or in a different location, and
the hook-up activities when necessary to install and connect each other modules and or skid
mounted plant sections. The construction activities are usually carried out by nominated
subcontractor(s) under the supervision and management of Company or Main Contractor.

2 DOCUMENTS LIST
In the following table the documents normally produced and updated during the several project
phases are listed, together with the phases during which they are issued.
The column “Constr.” indicates the requirement of having the document in the “as-built” state,
according to the modifications executed during the construction and approved by the involved
Engineering Department.
The “Operating Manual” column means the requirement of having the document in the Plant
Operating Manual whilst the column “Maintenance Manual” means the requirement of having
the document in the “Maintenance Manual”, which contains part of the Operating Manual
documents specifically selected for Maintenance activities.
Note: Most of the documents listed in the following table are required by the Company and a
copy of them has to be archived at site; only a part of them is moreover inserted in the
document “Operating and maintenance manual”, in order to collect in an homogeneous
document the information needed for operation (start-up, running, shut-down, emergency shut-
down), for maintenance purposes of plant and equipment and for future small changes or
improvement of the plant.
The column “Company Standard” indicates the Company’s Best Practice or Standard
documents, describing the content of the document and giving the rules for its production.
Warning: the Company Best Practices could be not completely up-to-date. Therefore the
Technical Specialist should, always verify the validity and applicability of each document
before using it.
The documents are normally defined and issued during the first “X” indicated workflow,
moreover they are further updated, completed and issued during the following indicated
workflows. When the X is within brackets, it means that the document is not necessarily
produced in the marked workflow, depending on the need of verifying or updating documents
already issued or of anticipating the design for critical items.
The details of documents hand-over from Contractors to the Company, such as the number of
hard copies, volumes organisation, format of electronic files and magnetic media, will be
defined in the Project contractual requirements.
The spare parts list will be prepared on the basis of the following selection criteria:
- Model spare parts list : it is the complete spare parts list for one equipment
model as suggested by the Manufacturer
- Suggested capital spare parts list : the selected spare parts will be defined in the project
contractual requirements
- Suggested 2 years spare parts list : the selected spare parts will be defined in the project
contractual requirements

The P&ID (Process and instruments diagram) is the scheme containing all the process and
utility plant components, represented by means of graphic symbols, namely:
• equipment
• machinery
• piping lines
• valves
• instrumentation
The P&IDs are issued as “Process P&ID” during the Basic Design Phase, furthermore they are
“mechanized” during the FEED and Detailed Design when are added all the information
necessary for the plant layout and piping design, including the mechanical specification of the
piping lines and related instruments components, so as to permit their accounting and
procurement.
Together with the mechanized P&IDs also the Lines List is issued, containing detailed
information necessary for the lines individuation, design and construction.
In the table herebelow, the typical content of P&IDs is listed, together with the indication of the
project phase when the information is added.

Plot plans show the layout of components in the project area. The layouts are defined using
block model which can be developed by 3D CAD modelling systems. Depending on the plant
dimensions the Plot Plans may be of the following types:
- General Plot Plan, generally made in 1:1000 scale
- Unit Plot Plan, or General Arrangement, generally made in 1:100 scale

It represent the three-dimensional developing of the plan and elevation layout of the various
components inside the battery limits of a plant area.
It is usually developed as a “Block model” during the Basic Design, containing only the
preliminary shapes of main structures, equipment and building, to be used for checking and
optimisation of plant general layout. In this phase also the service ladders and platform are
added to verify the safety and escape routes.
Table below shows the content of the 3D model and the stage at which the information is
added.

The OLD (One line diagram) is the scheme describing the electrical generation and distribution
system, represented by means of graphic symbols, namely:
• Generators and Transformers
• Switchboards
• Electrical cables
• Protection devices
• Control and measurement devices
The One line diagram are issued as “Preliminary OLD” during the Basic Design Phase,
furthermore they are competed during the FEED and Detailed Design when are added all the
information necessary for the load balance, including the load list, the cables sizing and related
instruments components (for protection and control), so as to permit their accounting and
procurement.
Together with the One line diagram also the general arrangement for electrical power
distribution system, the load list and the cable List is issued, containing detailed information
necessary for the cables individuation and design.
In the table herebelow, the typical content of OLD and the indication of the project Workflow
where the information is added are listed.
