One of the various projects presented by the Director General and approved
by the President during the Cabinet Cluster meeting in Malacañang in July
2019 was the acquisition of Mobile Training Laboratory (MTL) with a budget of
of Php 536 Million. This project aims to support the delivery of skills
development and livelihood programs in the far-flung areas of the different
regions in the country. This is in response for mobilizing the “TESDA Abot
Lahat” paradigm under the National TESD Plan (NTESDP) strategic prong of
TVET for Social Equity and the implementation of the training programs for
the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) under
Executive Order No. 70.
The partial budget of Php 50 Million for the procurement of MTL was included
in the 2020 General Appropriations Act (GAA) but was realigned to support
the adoption of economic measures in the government due to the emergency
health situation brought by COVID 19 pandemic pursuant to the issuance of
the National Budget Circular (NBC) No. 580, Series of 2020 of the
Department of Budget and Management (DBM). However, the DBM realigned
the budget of Php 50 million for the same project in the 2021 GAA to serve its
purpose.
Originally, the requested description of the MTL was a wing van-type which is
technically described as a six-wheeler truck customized with a wing-type body
that contains training tools and equipment. However, the regional offices
preferred a MTL that is composed of a 4x4 pick-up truck as its prime mover
with a detachable trailer that carries the tools and equipment instead of a wing
van type. This is to make the MTL accessible in areas with difficult road
conditions and hilly areas. Such preference was a result of the survey
conducted by the Office for Communities and LGUs through its Memorandum
No. 0070, s. 2021, addressed to all TESDA regional offices (except BARMM).
II. OBJECTIVES
The project aims to provide a MTL that would mobilize the delivery of skills
development and livelihood programs in the far-flung areas, particularly those
that are located in the identified conflict-affected communities, disaster-prone
provinces, and provinces with high poverty incidence.
For 2021, ten (10) MTLs will be procured for the ten (10) selected
regions. The following regions were selected based on approved
criteria including their respective priority programs:

The MTLs are expected to produce a total of about 5,180 enrollees and
4,662 graduates using a 10% drop-out rate per year from the skills training
programs within the two (2) identified qualifications.
The 4 x 4 Pick-up Truck serves as the prime mover of the MTL, expected to
easy maneuver in hilly areas, and with the following specifications:
The training tools and equipment are identified based on the priority programs
for the target province/region and will be used for training purposes for the
learners to acquire competencies as tools for their engagement in economic
activities.
V. MECHANICS OF IMPLEMENTATION
The procurement of the MTLs will be facilitated by the Bids and Awards
Committee (BAC) of the TESDA Central Office following the provisions of
Republic-Act No. 9184 and its Revised Implementing Rules and Regulations.

This project is open to bidders with similar contracts.
C. Technical Specification
See Annex A of this document for the detailed technical specification
of goods covered in this project. For items without tolerance, the
agency’s stated technical specifications shall be the minimum
technical specification/s requirements of the item.
"Similar Nature" shall mean any "basic tools", and “supply and delivery
of motor vehicle”.
If the bidder fails to present the sample of the items being offered by
them during the scheduled date of presentation, the Bids and Awards
Committee (BAC) shall declare the bidder post-disqualified for failure
to comply with the requirements. The bidder will also be considered
post-disqualified if different samples are presented for the same item.
For common items found in different lots, the bidders may present one
(1) sample for all the lots.
For this purpose, the term “common items” excludes items which have
the same description but with different technical specifications.
G. Warranty Requirements
The estimated total budgetary requirements for the Procurement of MTL including its
Training Tools and Equipment, and other training facilities for the ten beneficiary
regions is Forty-nine Million Nine Hundred Ninety-nine Thousand Nine Hundred
Ninety-seven Pesos and Eighty-five Centavos (Php 49,999,997.85)
