STANDARDS

BUILDING REGULATION
1)Road width:- The site shall either abut on a road not less than 18 meters in
width or gain access from public road not less than 18 meters in width through
a part of the site which can be treated as an exclusive passage of not less than
18 meters in width.

Therefore High Rise building may be permitted with limitations on maximum FSI
of the building on a site abutting or gaining access from a public road of min.
12 m or 15 m in width, or gain access from public road not less than 12 m or 15
m in width through an exclusive passage of not less than 12 m or 15 m in width,
subject to compliance of the planning parameters according to the table below
The qualifying road width for permitting High Rise buildings with more than
18.30m shall be available at least for a prescribed length of 500m in the case of
Chennai Metropolitan Area and other Municipal Corporations and 250m for the
other areas along the length of the road abutting the site and the stretch from a
junction can be straight or a curve or zigzag or combination of the above
2)FSI rules:

In the event of more than one block with varying height in a site, the setback of each block shall be regulated in
accordance with the height of the building.

(ii) FSI benefit shall be permitted for the land left for OSR, link road, street alignment or road widening
wherever it is insisted upon by competent authority.

(iii) FSI benefit shall not be permitted for the land left for road widening to make the road as qualifying road for
the proposed development.

(iv) FSI benefit for the OSR area in the approved sub-division shall be permitted in proportionate to the plot
extent.

(v) The space specified above shall be kept open to sky and free from any erection or projection such as
sunshade or balcony of any building other than a fence or compound wall provided that these open yards may
be used for the provision of access ways to the building’s parking facilities
3)Usage of clear set back space from the main structures

A watchman or caretaker booth or Kiosk not exceeding 2.5m.x 2.5m in size at each
gate and not exceeding 3m in height and open transformer yard shall be permitted in
the set back space after leaving 7 meters clear set back from the main structure.

Gate pillars without or with arches with a min. headroom clearance of 5.50m at least
to a width of 3.5m, shall be permitted in the set back space after leaving 7 meters
clear set back from the main structure.
Electrical Transformer Rooms.— Electrical rooms in Non-High Rise Buildings and High Rise Building developments shall conform
to the following:

(1) Tamil Nadu Electricity Board- Tamil Nadu Generation and Distribution Corporation (TANGEDCO) Standards:- (a) Indoor space
required within the premises for installing floor-mounted distribution transformer and associated switchgear.

(i) An electrical room for accommodating the transformers and associated switchgear shall be provided at the ground floor,
either within the built-up space of the buildings or outside the buildings and within the premises of the buildings nearer the main
entrance of the building. The associated switchgear shall be separated from the transformer bays by a fire-resisting wall with a
fire resistance of not less than 4 (four) hours.
(ii) The width of the approach road to the above said electrical room shall not be less than 3.0 meters.
(iii) The electrical room with an RCC roof shall have a clear floor area of 6m. X 4m. with a vertical clearance of 2.75m.
iv) Three sides of this room shall be covered with brick walls. The fourth side, towards the approach road, shall be covered with
M.S. Rolling Grill Shutter of a width not less than 3 meters with a locking facility.
(v) The electrical room shall be fitted with 2 Nos. exhaust fans in the wall facing the approach road, one on either side of the
shutter.
(vi) The electrical room shall have raised cement flooring with a cable duct of 450-mm. width and 750-mm. depth, all around
inside the room and close to the exterior walls shutters. The flooring shall slope towards the cable duct. The cabled duct shall be
covered with RCC slabs of thickness not less than 75 mm. (3 inches). The covered slabs shall flush with the cement flooring. The
radius of curvature of the cable ducts at the turnings inside the electrical room shall not be less than one meter.
b) The open space within the premises for installation. A clear space of 10m. x 4m. or 5m. x 5m. open to the sky and having an
approach road of a width not less than 3 meters, up to the public road shall be provided within the consumer premises, preferably
at the main entrance.

FOR BASEMENT :
The basement may vary between 33.33to 50 percent of the plot area and is to be
used for parking, servicing and for essential household storage without counting
in FAR.

One car parking space for every two flats up to 90 m2 floor area and one for every
flat for 100 m2 or more shall be provided.

With a view to providing adequate parking for occupancies and the vehicular load,
appropriate off-street parking provisions have to be made in the building/on-site.
This could also be permitted in basement areas and the footprint for the basement
parking can exceed the ground coverage of the building subject to no basement
building construction to cross the building line and all other safety features for
structural, fire, health and public safety being ensured.
50 percent of the open spaces required around buildings maybe allowed to be
utilized for parking or loading or unloading spaces, provided a minimum distance
of 3.6 m around the building is kept free from any parking, loading or unloading
spaces.

For car, the minimum parking space to be 3 m x 6m when individual parking space
is required and 2.75 m x5 m when common parking space is required.

Space for scooter/two wheeler and bicycle to be not less than 1.25 mz and 1.00 mz
respectively.

Area for each equivalent car space inclusive of circulation area is 23 mz for open
parking, 28 mz for ground floor covered parking and 32 mz for basement.
Every basement shall be in every part at least 2.4 m in height from the floor to the
underside of the roof slab or ceiling.

Adequate ventilation shall be provided for the basement. The ventilation


requirements shall be the same as required by the particular occupancy according
to bylaws. Any deficiency may be met by providing adequate mechanical ventilation
in the form of blowers, exhaust fans, air conditioning systems, etc.

The minimum height of the ceiling of any basement shall be 0.9 m and the
maximum, 1.2 m above the average surrounding ground level.

Adequate arrangements shall be made such that surface drainage does not enter
the basement.
The walls and floors of the basement shall be watertight and be so designed that
the effects of the surrounding soil and moisture, if any, are taken into account in
design and adequate damp proofing treatment is given.
The access to the basement shall be separate from the main and alternative staircase.

PARKING SPACE

1 Spaces that are accessible and approximate to the facility should be set aside and
identified for use by individuals with Physical disabilities.

A parking space open on one side, allowing room forindividuals in wheelchairs or


individuals on braces and crutches to get in and out of an automobile onto a level
surface, is adequate. It should have a minimum width of 2700 mm preferably 2800mm
for ambulant disabled and minimum 3000 mm preferably 3300 mm for wheel chair
users.
Parking spaces for individuals with physical disabilities when placed between two
conventional diagonal or head on parking spaces should be 3.6 m to 3.8 m wide and the
length of the aisle should 7.3 m,6.1 m and 6.5 m for head on, 90° and 60° parking.
ELEVATOR AND ESCALATOR STANDARDS

STAIRS, RAMPS & HANDRAILS
Ramps
• Gentle slope: 1:12 max. 1800 x 1800 landing after 9m of
travel distance.
• Width: 1800mm or more.
• Handrails to be on both sides and at two levels – 760mm
and 900mm. Extend 300mm beyond the top and bottom of
the ramp.
• Warning tile should be placed at 300mm before and the
ramp edges.
Steps and Stairs
• Uniform risers: 150mm and tread: 300mm.
• Stair edges should have a 50mm wide, bright/ contrast color
band.
• Maximum height of a flight between landings to be 1200mm.
• Landing should be 1200mm clear of any door swing.
• The steps should have an unobstructed width of at least
1200mm.
• Continuous handrails on both sides including the wall (if any)
and at two levels – 760mm and 900mm.
• Warning tile to be placed 300mm at the beginning and at the
end of all stairs.
• Nosing should be avoided.
Handrails/ Grab bars are extremely important features and must
be designed to be easy to grasp and to provide a firm and
comfortable grip so that the hand can slide along the rail without
obstruction. Handrails should be circular with a diameter of
38mm, at least 50mm clear two levels – 760mm and 900mm
from the finished floor, extend by at least 300mm.
Grab bars should: -
• Be slip-resistant with round ends;
• Have a circular section of 38-50 mm in diameter;
• Be free of any sharp or abrasive elements;
• Have continuous gripping surfaces, without interruptions or
obstructions that can break a handhold;
• Have a minimum clear space of 50 mm from the wall;
• Be installed at a height of 760 mm to 900 mm
Tactile Surface:-

• Line-type blocks (Guiding tile): indicate the


correct path/ route to follow.

• Dot-type blocks (Warning Tile): indicate


warning signal, screen off obstacles, drops–
offs or other hazards, discourage movement
in an incorrect direction and warn of a corner
or junction.

• These tiles shall be placed 300mm at the


beginning and end of the ramps, stairs, and
entrance to any door.
CORRIDORS AND PASSAGEWAYS
Circulation Area

• Corridors should have an unobstructed width of 1800mm.


• Level differences should be beveled.
• Thresholds and gratings should not be more than 10mm.
• Protruding objects (more than 100mm from the wall) to be placed either in a
niche or above 2100mm from the floor.
• Open spaces below ramps, escalators, and stairs should be blocked out
completely by protective guard rails, raised curbs, or marked with a tactile surface.
Door

• Should provide a clear opening of 900mm.


• Be fitted with lever-action locks and D shape handles of circular section, between 800mm
and 1000mm from floor level.
• Also be fitted with vision panels at least between 900mm and 1500mm from floor level.
• Be color contrasted with the surrounding walls and should not be heavier than 22N to
open.
• A distance of 400mm to 600mm should be provided beyond the leading edge of the door
to enable a wheelchair user to maneuver and reach the handle.
• Kick plates are recommended 300mm from the bottom, to resist wear and tear
