1. INTRODUCTION:
The purpose of this AIP Supplement is to inform the stakeholders (Airlines, ANSP,
regulator etc.) about commissioning of new runway, south of existing runway, at
Kempegowda International Airport, Bengaluru. Accordingly, the designation of
previous runway is changed from RWY 09/27 to RWY 09L/27R and the new runway
is designated as RWY 09R/27L. The TWY D and TWY H are also re-designated as
TWY H and TWY B4, respectively. The new aircraft stands 107 to 123 are
commissioned East of existing apron.

2. CHANGES TO AIP DATA/INFORMATION:


Consequent upon commissioning of new infrastructure following changes are made to
the VOBL AD 2 information in eAIP India:

II. THE FOLLOWING MEASURES ARE ADOPTED TO MEET THE


DECLARED RWY CAPACITY FOR RUNWAY 09L/27R:
1. All DEP requiring, or able INT DEP shall inform Bengaluru Ground before requesting
taxi.
2. All ATR/DH8D DEP shall use A4 INT DEP when RWY in use 27R except when
mandated by ACFT OPR requirements. However, ATC may advise them to use
full length of RWY due to traffic considerations.
3. All ATR/DH8D DEP shall use A9 INT DEP when RWY in use 09L (during
daytime and visibility more than 1500 meters), except when mandated by ACFT
OPR requirements. However, ATC may advise them to use full length of RWY
due to traffic considerations.
4. All DEP shall contact Bengaluru APP 127.75 MHz automatically after passing 3800
feet, unless instructed to the contrary by tower.
5. ALL RNAV DEP, on first contact with Bengaluru APP shall transmit only their call
sign, ALT and assigned SID.
6. All Non-RNAV DEP or DEP not assigned any SID shall transmit their destination in
place of SID.
7. No ACFT shall request for any direct route. DCT route shall be issued by controller
only for the purpose of conflict resolution.
8. All code C ARR to vacate RWY via preferred RET A6/A7 for RWY 09L/27R or
inform inability to comply, to Bengaluru APP at 20 NM from touchdown.
9. All ARR, after vacating RWY, shall hold at first intermediate holding point (IHP)
unless CLR to the contrary by appropriate ATC unit.
10. All ACFT shall make every effort to minimize RWY occupancy time.

Remarks:
i. The measures for capacity enhancement for 09R/27L will be implemented after
the stabilisation of the runway.
ii. During segregated mode of operations, runway changeover will cause a delay of

VOBL AD 2.22 FLIGHT PROCEDURES

Replace VOBL AD 2.22 Para II (regarding low visibility procedures) of eAIP India with
the following:

II. LOW VISIBILITY PROCEDURE

1. INTRODUCTION:

In compliance with DGCA Civil Aviation Requirements (CAR) Section 8, Series ‘C’,
Part-I on All-weather Operations, Low visibility procedures are to be enforced at
aerodromes for ensuring safe operations during Categories II and III approaches and/or
low visibility take-offs. Also, in the Revision 10 to the CAR para 5.3 following
provision regarding Low Visibility Procedures is added. “An operator shall not conduct
take-off with RVR/visibility less than standard Category I conditions of 550M
RVR/800M visibility unless low visibility procedures are enforced”. Para 5.2 of the
same CAR provides that “An operator shall not conduct low visibility take-offs in less
than 400M RVR unless approved by DGCA.

This provision necessitated the establishment of Low Visibility Procedures for


accommodating/permitting departures in Visibility/RVR less than 800M/550M even at
such airports where there are no CAT II and CAT III operations.

Aerodrome Design and operations CAR Section 4 Series B Part para 9.8.7: Surface
Movement Radar (SMR) shall be provided at an aerodrome intended for use in Runway
Visual Range conditions less than a value of 350 M.

Kempegowda International Airport, Bengaluru has two parallel runways viz, North
Runway (09L/27R) and South Runway (09R/27L) equipped with Category-I ILS.
ASMGCS and SMR coverage is available for North Runway whereas ASMGCS
display to controllers is not available for South Runway and its associated taxiways.
While North Runway is equipped with CAT-I lighting system (supported by Runway
edge lights and Runway centre line marking), South Runway is equipped with CAT-III
lighting system (supported by High intensity Runway edge lights and Runway centre

line lights with 15m spacing and relevant RVR information).Accordingly, Low
visibility Procedures have been developed for Kempegowda International Airport to
accommodate/permit departures even in Visibility/RVR less than
800M/550M.Whenever instrument RVR is not available, manual RVR observations is
required subject to availability of required facilities.

2. DEFINITIONS:

2.1 Category I (CAT I) operation: A precision instrument approach and landing with a
decision height not lower than 60M (200 feet) and with either a visibility not less than
800M, or a runway visual range not less than 550M.

2.2 Category II (CAT II) operation: A precision instrument approach and landing with a
decision height lower than 60M (200 feet) but not lower than 30M (100 feet), and a
runway visual range not less than 300M.

2.3 Category IIIA (CAT IIIA) operation: A precision instrument approach and landing
with:
a) a decision height lower than 30M (100 feet), or no decision height; and
b) a runway visual range not less than 175M.

2.4 Category IIIB (CAT IIIB) operation: A precision instrument approach and landing
with:
a) a decision height lower than 15M (50 feet) or no decision height; and
b) a runway visual range less than 175M but not less than 50M.

2.5 Low Visibility Procedures (LVP): Specific procedures applied at an aerodrome for the
purpose of ensuring safe operations during Categories II and III approaches and/or low
visibility take-offs.

2.6 Low Visibility Take Off (LVTO): A term used in relation to flight operations referring
to a take-off on a runway where the RVR is less than 400M.

2.7 Maneuvering Area: That part of an aerodrome to be used for the take-off, landing and
taxiing of aircraft, excluding aprons.

2.8 Movement Area: That part of an aerodrome to be used for the take-off, landing and
taxiing of aircraft, consisting of the manoeuvring area and the apron(s).

2.9 Aerodrome Operating Minima: The limits of usability of an aerodrome for:

a) Take off, expressed in terms of runway visual range and / or visibility and, if
necessary, cloud conditions.

b) Landing in 2D instrument approach operations, expressed in terms of visibility
and/or runway visual range; minimum descent altitude/height (MDA/H) and, if
necessary, cloud conditions; and

c) Landing in 3D instrument approach operations, expressed in terms of visibility


and/or runway visual range and decision altitude/height (DA/H) appropriate to
the type and/or category of the operation.

2.10 Visibility - Visibility for aeronautical purposes is the greater of:

a) the greatest distance at which a black object of suitable dimensions, situated


near the ground, can be seen and recognized when observed against a bright
background;

b) the greatest distance at which lights in the vicinity of 1000 candelas can be seen
and identified against an unlit background.

2.11 Runway Visual Range (RVR)– The range over which the pilot of an aircraft on the
centreline of a runway can see the runway surface markings or the lights delineating
the runway or identifying its centreline.

2.12 Segregated Operations: Simultaneous operations on parallel runways where


one runway is used for approaches and landings, and one runway is used for departures
and take-offs is termed as segregated mode of operations.
A segregated mode of operation with Runway 27L is used for landing and Runway 27R
is used for departures is termed as 27 Mode.
A segregated mode of operation with Runway 09L is used for landing and Runway 09R
is used for departures is termed as 09 Mode.

3. GENERAL:
The Low Visibility Procedure (LVP) incorporates safeguarding measures to mitigate
runway incursions and defines operational restrictions to ensure safe Airside Operations
taking into account the available aerodrome facilities.

4. MINIMUM REQUIREMENTS
The following Aeronautical Ground lights and RVR equipment shall be serviceable to
the required standard to support Low Visibility Procedures on each runway:

4.1 Description of RVR equipment


A. There are four transmissometers for RWY 09R/27L to record RVR values.
a) Touchdown 09R
b) Touchdown 27L

RVR values always refer to Touchdown RVR (TDZ), Mid-point RVR (MID),
Roll out/Stop end RVR (END).

B. There are two transmissometers for RWY 09L/27R at both ends to record the

4.2 Unserviceability of Aeronautical lights/Equipment before implementation of LVP:

mentioned in Para 4 above is un-serviceable or is not maintained as per the required

Note: When any two consecutive lights are unserviceable in any of the significant elements, the
system is deemed to be on outage and LVP operations will be suspended.

4.3 Unserviceability of Aeronautical lights/Equipment after implementation of LVP: When


any of the light/equipment mentioned in Para 4 above becomes un-serviceable or fails
to meet the required standard during periods of LVP, TWR/SMC shall advise the
aircraft accordingly and LVP shall be suspended and information to this effect shall be
included in ATIS broadcast.

5. SAFEGUARDING PROCEDURES:
Safeguarding Procedures (SP) are instructions for relevant airport departments and
airside operators to prepare ground services and facilities for low visibility operations
in order that LVPs are implemented after all Safeguarding procedures are completed.

Duty Officer Tower/Tower Supervisor will initiate and co-coordinate with all the
concerned agencies for completion of safeguarding procedures before implementation
of Low Visibility Procedures.

5.1 Safeguarding Procedures shall be initiated:

a) When the Visibility/RVR is less than 1200M and visibility/RVR is forecast to


deteriorate to 800M/550M or less; and/or

b) The cloud ceiling is less than 400FT and forecast to fall to 200FT or less.

5.2 Safeguarding procedures include:

a) Positioning of two CFTs on PD Position-1 at Y road, one CFT on eastern leg


and the second CFT on the intersection of Y Road for North Runway, and for
South Runway one CFT will be positioned on PD Position-4 (on direct access
road in front of ARFF south) and the second CFT shall be positioned on
perimeter road short of cross field TWY-P.

b) Ensuring that Runways, Taxiways and other associated facilities such as


Markings, Lights are inspected within one hour preceding the implementation
of LVO Procedures. This is done to ensure that the lighting systems and
markings are serviceable as described. Inspections shall continue every 2 hours
while in LVP is in progress. These lighting inspections should be accorded
priority and, if necessary, aircraft operations may be delayed.

c) Stopping of all maintenance works on the manoeuvring area as well as removal


of all men and mobile equipment from the said area.

d) Ensuring readiness of secondary power supply for change over time of


maximum one second for essential lights during LVP implementation. All
Aerodrome Ground Lights may continue to operate on main power supply
during Safe Guarding Procedures.

Note: RWY Edge and RWY End lights may continue to operate on main power supply
during safe Guarding Procedures. Whenever, LVP is to be implemented the
RWY Edge and RWY End lights shall be put on Standby Power Supply (DG set
or UPS). This operation needs to be completed before LVP is implemented.

As UPS is available at Bangalore Airport and is capable of maintaining the required


AGL system with one second of Switch Over time with Main Supply, the main supply
can continue to be primary supply and the Generator Supply can be kept as Standby
Power supply. In case of UPS is unserviceable, Generator supply will become primary
source of power supply and Main power supply shall act as standby power supply.

e) The TWR controller shall ensure that the Sequential Flashing Lights (SFL)
associated with the approach light shall be switched ON.
f) All non-sked aircraft shall be provided with Follow-Me service.
g) lf RVR instrument is unserviceable, Tower Supervisor shall coordinate with
MET for the provision of manual RVR. Airside Ops Manager shall provide
necessary transport/ VHF facilities to MET for this purpose.
Note: Instrument RVR shall be used to obtain real time TDZ, Mid RVR and End RVR.

6. LOW VISIBILITY PROCEDURES:

6.1 Implementation of Low Visibility Procedures:

Whenever Visibility/RVR reduces to 800 Meters or below and/ or cloud ceiling is at


200 feet or below, Tower Supervisor shall coordinate with AOCC and ARFF to confirm
whether the Safeguarding procedures have been completed or not. When
Visibility/RVR falls below 800M/550M and or Cloud Ceiling is 200 feet or below and
once safeguarding procedures are complete, Tower supervisor will implement Low
Visibility Procedures. Duty Officer Tower/Tower Supervisor shall inform AOCC and
ARFF of the imposition of low visibility procedure. The take-off minima established
by the airline operator must be expressed as RVR/Visibility values not lower than the
values given in the Table 1.

Note-4 - LVTO pertains to take off when the Visibility/RVR is below 400M and is applicable
whenever the reported RVR in any zone (touch-down/roll-out) RVR is below 400 m. The
facilities and conditions will be as per the lowest RVR reported in any zone (e.g. if the RVR is
400/300/300 representing the three zones, then the 300 m will be the RVR for reckoning
facilities and conditions. If the RVR is 300/150/Not Reported, then 150 m will be the reckoning
RVR and as the RVR is below 200 m all three RVRs are required).

7. ACTION BY VARIOUS UNITS DURING LVP:

7.1 Met Office

a) Duty MET Officer shall keep Duty Officer Tower/Tower Supervisor informed
of any change in Visibility/ RVR.

b) The Duty MET Officer would ensure that the RVR displays in ATC units in the
Control Tower and Approach Control are serviceable. He would also ensure that
RVR/visibility recorders of Touch-down zone, Mid-point and end positions are
serviceable.

c) In case of unserviceability of RVR equipment he shall depute a Met officer for


supplementing manual RVR.

7.2 Air Traffic Control Unit (ATC)

a) The following shall be included in ATIS. “Low Visibility Procedures in force”.

b) SMC shall not permit high power ground run on the movement area, when
Visibility/RVR reduces below 800m/550m. In case engine run-up is in progress,
the same shall be stopped whenever RVR reduces below 550m and towed back
to respective stand, in coordination with AOCC/Airside Operations.

c) Lane change from L1 to L3 and vice versa is not permitted for taxiing aircraft.

d) Mandatory Follow-Me services shall be imposed on Apron for all arriving and
departing aircraft when the visibility reduces below 550M.

e) Pushback shall be issued in such a manner that the aircraft movement on the
apron is restricted to not more than three aircraft at a time except as described
in the table given below:

7.3 Airside Operations:

a) Ensure maximum number of Follow Me vehicles are available on apron.

b) Lane change from L1 to L3 and vice versa is not permitted for taxiing aircraft.

c) Ensure that Runways, Taxiways and other associated facilities such as


Markings, Lights are inspected every 2 hours while in LVP is in progress.

d) Provide transport facility to Met Officer with the help of FM for manual RVR
in case of unserviceability of RVR equipment.

e) Ensure that the towing of aircraft is done under escort of “Follow Me” vehicles.
“Follow Me” shall follow the route cleared by ATC. Only one towing at time
shall be permitted.

f) During LVP, Airside Operations shall ensure that mandatory “Follow Me”
services are provided to all aircrafts. All arriving aircraft shall be provided FM
service from the point of entry to apron and all departing aircraft shall be
provided FM service upto a point where aircraft leave apron or to a point as
advised by ATC.

g) Ensure that the number of the vehicles operating on the manoeuvring area is
restricted to bare minimum and maintain records of all vehicles operating on the
manoeuvring area.

h) Vehicles fitted with a serviceable R/T and VEGA shall only be allowed to
operate on the manoeuvring area. In case of extreme urgency, a vehicle without
a VEGA may be permitted provided it is escorted by a Follow Me Vehicle with
a serviceable R/T and VEGA.

7.4 Airport Rescue and Fire and Fighting services (ARFF)

a) Positioning of two CFTs on PD Position-1 at Y road, one CFT on eastern leg


and the second CFT on the intersection of Y Road for North Runway, and for
South Runway one CFT will be positioned on PD Position-4 (on direct access
road in front of ARFF south) and the second CFT shall be positioned on
perimeter road short of cross field TWY-P.

b) ARFF / CFTs must obtain clearances from ATC prior to entry to any aircraft
movement area other than the designated service roads.

7.5 Action by Shift Manager (Airfield Electrical)

a) On receipt of advice to initiate Safeguarding Procedures, from AOCC/Airside


Operations Manager, Shift Engineer (Electrical) will check along with Airside
Operations Executive that all lightings associated with both runways as
applicable are serviceable and can be operated at full intensity.

b) Shift Engineer (Electrical) will inform the un-serviceability or any change in


status of any facility/systems to ATC immediately.

c) In-Charge Electrical shall continuously monitor the main and Standby Power
supply to ensure change over time of maximum one second for RWY Edge
and RWY End lights during low visibility operations and report any
unserviceability to Tower immediately.

Note: No adjustment in light intensity shall be made without permission from ATC Tower.

7.6 LVP PROCEDURES: When RVR falls below 550m:

When RVR falls below 550M, no arrivals are expected to make approach. Duty Officer
Tower/Tower Supervisor shall stop all departures whenever RVR falls below the
minima applicable for the corresponding runway (300M for North Runway, 350M for
South Runway when SMR coverage is not available and 125M for south Runway if
SMR coverage is available).

27 Mode:

Segregated mode of operation will continue with LVP restrictions. RWY 27R will
continue to be used for Departures while 27L will be used for landings, if any.
Restrictions on the number of aircraft movement in apron during LVP, (refer 7.2(g)
above), will be enforced.

09 Mode with SMR coverage on South Runway

Segregated mode of operation will continue with LVP restrictions. RWY 09R will
continue to be used for Departures while RWY 09L will be used for landings, if any.
Restrictions on the number of aircraft movement in apron during LVP, (refer 7.2(g)
above), will be enforced

09 Mode without SMR coverage on South Runway

In the absence of SMR coverage Tower supervisor in coordination with WSO shall
suspend the segregated mode of operation when 09 mode is in use. Tower supervisor
in coordination with WSO will initiate single North runway operation by allowing
departure from 09L with restrictions on aircraft movement in apron (refer 7.2(g) above).
Tower supervisor shall ensure that this information is passed to ARFF&AOCC.

Single Runway Operation (RWY 09L):

When segregated mode of operation was in progress on RWY 09 Mode, and


subsequently RVR falls below 550m, departures which have already joined Taxiway
P/Q for South RWY shall be allowed to depart from RWY 09R till RVR 350M. Duty
Officer Tower shall confirm from pilots that reported RVR is within minima before
issuing take-off clearance in this case.

All other departures shall be given Taxi/Pushback for RWY 09L only. Departures shall
be allowed to depart from RWY 09L till RVR 300M. Duty Officer Tower shall confirm
from pilots that reported RVR is within minima before issuing take-off clearance in this
case.

When RVR improves to 550M or more and trend is for improvement, arrival shall be
cleared for RWY 09L, single Runway Operation on North Runway shall be continued
until Visibility/ RVR stabilises.

Tower Supervisor in coordination with WSO shall initiate procedures to revert to


segregated mode of operation 10 minutes after reported visibility/RVR improves to
more than 800M and trend is for improvement. He/She will also ensure that termination
of single runway operation is informed to AOCC&ARFF. Afterwards only segregated
mode of operations will continue in RWY 09 Mode, due to pushback and taxing
restrictions in the Apron.

8. TERMINATION OF LOW VISIBILITY PROCEDURES:

8.1 LVO procedures are terminated by the ATC when no longer deemed necessary due to
prevailing weather conditions or as specified below:

a) When visibility/RVR improves to 800M/550M or more and cloud ceiling is 200


feet or higher and trend is for improvement, Tower Supervisor/Duty Officer
Tower would terminate LVP. Before doing so, Tower Supervisor/Duty Officer
may obtain advice from the Duty Met Officer regarding improvement in
weather conditions before termination of LVP.

b) Tower Supervisor will intimate ARFF, AOCC and Airside Operations (through
Follow-Me) regarding termination of LVP.

c) On cancelling of LVP following message shall be included in two subsequent


ATIS broadcast “LOW VISIBILITY PROCEDURES CANCELLED”.

d) If Safeguarding Procedures are implemented and LVP are not subsequently


implemented, and visibility/RVR improves to more than 1200m and/or the
cloud ceiling is 400feet or higher, and both are forecast to remain above the
required SP criteria, Tower Supervisor/Duty Officer Tower may cancel
Safeguarding Procedures.

6. PUSHBACK PROCEDURES:
a) All Stands are power-in and push back.

b) APRON-1 and APRON-2 are served by multiple parallel aircraft stand taxi
lanes L1, L2 and L3 (numbered from North to South). APRON-2 has additional
taxi lane L4 which serves stands 69A to 86A only. APRON-3 is served by taxi
lane ‘C’ which connects to L1 & L2 and APRON-4 is connected to aircraft stand
taxilane N & D.

c) All code A/B/C aircraft from North Stands of APRON-1 & APRON-2 (except
69A to 86A) shall be given pushback on L1 only and all Code A/B/C aircraft
from Southern stands of APRON-1 & APRON-2 shall be given pushback on L3
only.

d) Pushback from stands 69A to 86A (APRON-2) shall be on L4 only. Only one
push back at a time shall be permitted from West of TWY-B3 & one push back
from East of TWY-B3. All aircraft from stands 69A to 78A shall be given push
back on L4 facing east and all aircraft from stand 80A to 86A shall be given
push back facing west only, irrespective of runway-in-use since aircraft can taxi
out only via TWY B3.

e) All code D/E/F aircraft from APRON-1 and APRON-2 shall be given push back
on L2 only.

f) Push back from APRON-3 shall be given on L1/C. (Stands 90 to 95 are

j) When a Code C aircraft is given push back from stands 33/65 (or west of it)
from APRON-1, another aircraft from stands 32/66 (or east of it) from APRON-
2 can be given push back simultaneously.
k) If code D/E pushes back facing west from stands 34/64, push back from stand
30/68 in any direction is clear.

7. PUSH BACK RESTRICTIONS:

Note: Care should be taken not to permit arrival to stand with ‘Follow-
Me’ service, behind an aircraft pushed back, if the aircraft which has
pushed back has been given taxi clearance. This is to prevent the
‘Follow-Me’ vehicle from the Jet Blast of the aircraft taxiing out.

d) When arrival coming to a stand in front of aircraft pushed back

i. Code A/B/C pushback – Arrival code A/B/C ±2 stand

ii. Code A/BC pushback – Arrival code D/E/F ±2 stands

iii. Code D/E/F pushback – Arrival code A/B/C/D/E/F ±2 stands

Note: Care should be taken not to permit simultaneous taxi in and push
back when only the minimum separation mentioned in clause (2) i-iii
above is available. In such cases, arrival should be allowed to taxi in to
the stand only after the push back is completed.
B. Minimum separation of stands required for simultaneous push back (one behind
another in same direction) without engine startup of aircraft in front:
a) Between Code A/B/C – Code A/B/C ±3 stands

b) Between Code D/E/F – Code A/B/C/D/E/F ±4 stands

Aircraft in the front shall be given engine start up only after the separation
mentioned in the clause [A (a)] is achieved by pulling or pushing further the
aircraft involved.

C. Minimum separation of stands required for simultaneous push back (tail to tail
in opposite direction) without engine startup of aircraft involved:
a) Code A/B/C – Code A/B/C ±5 stands

b) Code D/E/F – Code A/B/C/D/E/F ±5 stands

Aircraft involved shall be given engine start up only after the separation
mentioned in clause [A (b)] is achieved by pulling further the aircraft involved.
D. Restriction for simultaneous pushback in any direction involving an aircraft
from any of the western stands beyond 45/53(both inclusive) shall be physically
± 5 stands excluding stands 51W, 52W, 53W and 54W. Any Code D/E/F
pushed-back facing East from 45/53 and beyond, no pushback shall be
permitted from any of new western stands. (stands 501 to 510)

E. When any aircraft is pushing back facing west from stands 33, 34, 64 and 65,
the aircraft shall be pulled abeam the stands mentioned in the table below to
ensure taxiway B4 is available for taxiing aircraft.

F. Pushback restrictions from stands 01 to 08 and 90 to keep TWY B2 clear for all
aircraft operations as follows:
a. No pushback shall be permitted from stands 01, 02, 03, 04, 05, 06, 07,
08 & 90 in any direction when aircraft is taxiing in/out via B2.
b. If aircraft pushed back, the following restrictions shall apply:
i. Code C aircraft from stand 06 & 07 shall push/pull abeam stand
09 facing east or west.
ii. Code D/E aircraft pushed back from stands 05 or 08 shall push
abeam stand 08 if facing east and pull abeam stand 11 if facing
west.
iii. Code C aircraft pushed back facing east from stands 01, 03 & 04
shall pull abeam stand V70.
iv. Code C aircraft pushed back facing east from stand 90 shall pull
abeam stand 91.
v. Code D/E/F aircraft pushed back facing east from stand 02 shall
pull abeam stand 92 and arrival to stand 03 shall not be permitted
in this case.
vi. Code D/E/F aircraft pushed back facing west from stand 02 shall
push abeam stand 01 and arrival taxi in via B2 to stand 03 shall
not be permitted in this case.

vii. Taxiway J will not be clear during any aircraft pushes back from
stands 05 to 09, until aircraft is pulled or pushed abeam stand 10
facing east or abeam stand 05 facing west (Aircraft can push
back from these stands and further taxi via J without restriction
of pull or push abeam 10/05, however in this case J will not be
available for other aircrafts). If any code D and above from stand
11 pushes back facing west, need to pull abeam 14 to keep taxi
way J clear.
G. Other restrictions on pushback
a. Pushback from stand 100 facing WEST shall pull abeam stand 99 to keep
taxiway B1 clear.
b. Pushback from stand 101 facing EAST shall pull abeam stand 102 to keep
taxiway B1 clear.
c. Pushback from stand 106 facing WEST shall pull abeam stand 105 to keep
taxiway M clear.
d. Pushback from stand 107 facing SOUTH shall pull abeam stand 108 to keep
Taxiway B clear.
e. Pushback from stand 108 facing north shall pull abeam stand 107 to keep stand
taxilane C clear.
f. In case of pushback from stand 109 facing east shall pull abeam stand 110 to
keep taxi lane-C and N clear.
g. Code D/E aircraft pushback from stand 114 facing west on stand taxilane D
shall pull abeam stand 110 to keep TWY-P clear.
h. Code F aircraft from stand 114 shall pushback facing east only on stand taxilane
D.
i. Pushback from stands 112/113 facing west on stand taxilane D shall pull abeam
stands 114 to keep Taxiway P clear.
j. Pushback from stand 116 facing south shall pull abeam stand 117 to keep TWY
D clear.
k. It should be noted that stand 45, 47, 49 & 502 are southern stands and 51, 52
and 53 are northern stands. Only one aircraft shall push back from stands 45 to
53 at a given time. All other restrictions shall remain the same.
l. The push back separation requirement on Apron incorporates jet blast clearance
minimum 250 meters behind code D/E/F aircraft and 80 meters behind code
A/B/C. All stands in the Apron are power in/pushback.

m. Power out is not permitted from any stand except non-schedule aircraft without
tow bar and having wing span less than 30M.
n. All departing aircraft to re-confirm the Taxi lane with the push back operator
on completion of pushback.
o. Ensuring correct pushback on respective taxilanes as per instructions received
from ATC is the responsibility of Airline operator. All aircraft shall be pushed
back abeam respective stand (i.e., the nose wheel of the aircraft will be at the
point where the Stand Lead-in Line meets the Aircraft Stand Taxi Lane)
corresponding to the stand from which push back was commenced, unless
otherwise instructed by ATC.

8. TAXIING PROCEDURES:

a) Marshalling service will be provided by Ground Handling Agent for all stands
where AVDGS is not provided.

i. Aircraft stand taxi lanes L1, L3 & L4 are suitable for taxiing by Code
A/B/C type aircraft only.
ii. Aircraft stand taxi lane L2 is suitable for taxiing by Code D/E aircraft
only. (For Code-F refer Code-F procedures).
iii. Taxi lane C is connected to L1, L2, M & N.
iv. TWY B3 is compatible for Code C aircraft only.
v. Taxi lane C, TWYs B2, M, N, N1, N2, F, R & S are compatible for
taxi by aircraft up to Code E and all other taxiways including RETs are
compatible for taxi by all aircraft up to Code-F.
b) Simultaneous taxiing by Code A/B/C aircraft on aircraft stand taxi lanes L1 and
L3 is permitted.
c) Simultaneous parallel taxi is not permitted on aircraft stand taxi lanes L1 and
L2 or L2 and L3.
d) Changing of lanes from L1 to L3 and vice versa is permitted for taxiing Code C
(or smaller type) aircraft under the guidance of Follow-Me service.

e) For aircraft entering via taxiway J to stand 7/8, “TAXI VIA J TO STAND 7/8”
only should be used in taxi clearances since there is no L3/L2 guide line. (For
stand 7 and 8, L3/L2 is available for aircraft taxiing in via taxiways other than
J).
f) For aircraft entering via taxiway B2 to stand 4/5, “TAXI VIA B2 TO STAND
4/5” only should be used in taxi clearances since there is no L3/L2 guide line.

g) Changing of lanes from L1 to L3 and vice versa is not permitted when
Visibility/RVR reduces below 800m/550m. (LVP imposed)
h) If a Code A/B/C aircraft is holding at taxi holding position A4/A9, a Code D/E/F
aircraft shall not be permitted to taxi behind on taxiway A. If a Code A/B/C
aircraft is holding at taxi holding position A9, a code D or smaller aircraft may
be allowed to taxi via K and turn left for A.
i) If a Code D/E/F aircraft is holding at taxi holding position on A4, NO aircraft
shall be permitted to taxi behind on taxiway A.
j) If a Code A/B/C aircraft is holding at taxi holding position H2, H3, H8 & H9, a
Code D/E/F aircraft shall not be permitted to taxi behind on taxiway H.
k) If a Code D/E/F aircraft is holding at taxi holding position H2, H3, H8 & H9,
NO aircraft shall be permitted to taxi behind on taxiway H.
l) An aircraft vacating runway via exiting taxiways is not simultaneously clear of
Runway and parallel taxiway A/H.
m) Rapid Exit Taxiways (RETs) except A9 shall not be used for departures even
though RGL are provided.
n) RETs of opposite runway shall not be used for vacation of aircraft (for runway
09L -do not vacate via A7/A8/A9 and for runway 27L -do not vacate via
H4/H5).
o) No aircraft shall be permitted to taxi on taxiway A/H abeam rapid exit taxiways
when an arriving aircraft is using these taxiways for runway vacation. The
aircraft taxiing on taxiway A/H shall be asked to hold short of the particular
taxiway in such cases.
p) If a Code ‘C’ or below type aircraft is holding facing south on TWY J/B4/K, a
Code ‘E’ or below aircraft is permitted to taxi behind on TWY A.
q) If a Code D/E/F aircraft is holding facing south on TWY J/B4/K, NO aircraft
shall be permitted to taxi behind on taxiway A.
r) If any aircraft is holding at IHP facing north short of Taxiway B on TWY
B1/M/N, Taxi lane C is clear for taxi for aircraft up to Code E.
s) Only one aircraft shall be allowed to hold on TWY D/N1 east of apron and If
any aircraft is holding on TWY D/N1 short of apron, TWY P is not clear for
aircraft taxing behind. TWY Q is clear for aircraft to taxi.
t) If any aircraft is holding short of Apron on TWY B1/M/N facing south, NO
Aircraft can taxi behind on TWY B and all aircraft can Taxi on TWY A.
u) Simultaneous use of taxiways A4 and A5 is not permitted for Code D/E/F type
aircraft.

v) 180 degrees turn on Apron / Taxiways is not permitted.
w) Special arrangements may be made by BIAL to facilitate aircraft taxiing out on
own power from a stand and parking at locations other than the published stands
due to operational requirements. Such arrangements shall be communicated to
SMC by Airside Operations Manager stating the restrictions imposed there
upon.
x) 180-degree turn may be allowed for Code A/B/C aircraft at the end of runway.
y) Aircraft from stands 69A to 86A shall be issued with taxi-out instruction only
when there is no conflicting traffic on TWY-A, as there is no intermediate
holding position at TWY-B3.
 TWY-B3 is not clear when arrival is holding on L4 between stands 77A,
78A, 80A, 81A.
 Arrival aircraft vacating via RET A6 shall turn right on TWY-A and
aircraft vacating via RET A5 shall turn left on TWYA to enter apron via
TWY-J, when departure from stands 69A to 86A enters TWY-B3.
 Only one arrival east and west of TWY-B3 is permitted at a time.
Aircraft on TWY-B3 is not clear of TWY-A.

9. TAXIING OUT FROM APRON:

VIA Taxiway-J

a) Code C or smaller type of aircraft taxiing out simultaneously on Taxi lane L1


and L3 for proceeding via Taxiway `J’ shall hold abeam stand 81 and 15
respectively to give way to aircraft in sequence.

b) All aircraft Taxiing towards east on L1, L2, L3 to turn left after crossing Stand
Lead-in Lines for stand 86, 11 and 10 respectively for Taxiway ‘J’.

c) All aircraft taxing towards west on L1, L2, L3 to turn right for Taxiway ‘J’.

VIA Taxiway-B4

a) Code C or smaller type of aircraft taxiing towards west simultaneously on Taxi


lane L1 and L3 for proceeding via Taxiway `B4’ shall hold abeam stand 69 and
28 respectively to give way to aircraft in sequence.

b) All aircraft Taxiing towards west on L1, L2, L3 to turn right after crossing Stand
Lead-in Lines for stand 66, 67 and 32 respectively for Taxiway ‘B4’.

c) All aircraft Taxiing towards east on L1, L2, L3 to turn left after crossing Stand
Lead-in Lines for stand, 67 and 32 respectively for Taxiway ‘B4’.

VIA Taxiway-K

a) All aircraft Taxiing towards west on L1, L2, L3 to turn right for Taxiway ‘K’.

b) All Code-F type of aircraft from stand 49 shall taxi out via Taxiway ‘K’ only,
with outer engines on idle power.

VIA Taxiway-B2

a) All aircraft Taxiing towards east on L1, L2, L3 to turn left after crossing Stand
Lead-in Lines for stand 86, 05 and 04 respectively for Taxiway ‘B2’.
b) All aircraft taxing towards west on L1, L2, L3 to turn right for Taxiway ‘B2’.
c) All Code-F type of aircraft from stand 02/11 shall taxi out via Taxiway ‘B2’
only, with outer engines on idle power (stand 90 shall be kept vacant).

10. TAXIING INTO APRON:

VIA Taxiway- J

a) All Code A/B/C type of aircraft taxiing for Southern stands 09 to 49 & 501 to
506 shall turn right on Aircraft Stand Taxi lane “L3”.

b) All Code A/B/C type of aircraft taxiing for stand V69, V70, 01, 03, 04 and 06
shall turn left on Taxi lane ‘L3”.
c) All aircraft proceeding for stands 07 and 08 to follow the appropriate stand lead
in lines from Taxi way ‘J’.

d) All Code A/B/C type of aircraft taxiing for Northern stands 86 to 507 shall turn
right on Aircraft Stand Taxi lane “L1”.

e) All Code A/B/C type of aircraft taxiing for stands 90 to 123 shall turn left on
Aircraft Stand Taxi lane “L1/C”.
f) All Code D/E/F type of aircraft taxiing for stand 02, 05, 114, 119, 122 shall turn
left on Taxi lane ‘L2”.
g) All Code D/E type of aircraft taxiing for stands 11 to 502 & 51 to 85 shall turn
right on Aircraft Stand Taxi lane “L2”.

VIA Taxiway-B4

a) All Code A/B/C type of aircraft taxiing for Southern stands 01 to 32 shall turn
left on Aircraft Stand Taxi lane “L3”.

b) All Code A/B/C type of aircraft taxiing for Southern stands 33 to 506 shall turn
right on Aircraft Stand Taxi lane “L3”.

c) All Code-A/B/C type of aircraft taxiing for Northern stands 65 to 507 shall turn

VIA Taxiway “K”

a) All Code-A/B/C type of aircraft taxiing for Northern stands shall turn left on
Aircraft Stand Taxi lane “L1”.

b) All Code A/B/C type of aircraft taxiing for Southern stands shall turn left on
Aircraft Stand Taxi lane “L3”.

c) All Code D/E/F type of aircraft taxiing to apron shall turn left to follow Aircraft
Stand Taxi lane “L2” for allotted stand.

d) All Code-F type of aircraft for stand 49 shall taxi into apron via Taxiway ‘K’
only, with outer engines on idle power.

VIA TWY-B3

a) Aircraft allotted Stands 69A, 71A, 72A, 74A, 75A, 77A, 78A (west of TWY
B3) shall turn right after TWY-B3 on L4 and aircraft allotted stands 80A, 81A,
83A, 84A and 86A (east of TWY-B3) shall turn left after TWY-B3 on L4 and
proceed to respective parking stands.

VIA TWY-B2

a) All Code A/B/C type of aircraft taxiing for Southern stands 06 to 506 shall turn
right on Aircraft Stand Taxi lane “L3”.

b) All Code A/B/C type of aircraft taxiing for stand V69, V70, 01, 03 shall turn
left on Taxi lane ‘L3”.
c) All aircraft proceeding for stands 04 and 05 to follow the appropriate stand lead
in lines from Taxi way ‘B2’.

d) All Code A/B/C type of aircraft taxiing for Northern stands 86 to 507 shall turn
right on Aircraft Stand Taxi lane “L1”.

e) All Code A/B/C type of aircraft taxiing for stands 90 to 123 shall turn left on
Aircraft Stand Taxi lane “L1/C”.

f) All Code D/E/F type of aircraft taxiing for stand 02 shall turn left on Taxi lane
‘L2”.
g) All Code D/E type of aircraft taxiing for stands 11 to 502 & 51 to 85 shall turn

h) All Code F type of aircraft for stand 02 and 11 shall taxi into apron via Taxiway
‘B2’ only, with outer engines on idle power (stand 90 to kept vacant).

11. Code-F Operating Procedures

a) Parking stands available for Code F aircraft are stands 02, 11, 49 and 114. (If
A380 parked on stand 02, stand 04 to be kept vacant).

b) ATC shall, while aircraft is taxiing in/out, advise the aircraft to keep outer
engines on idle power to avoid any possibility of FOD ingestion into engines
and due to safety assessment restrictions for damage due to its jet blast while
taxing on TWY-A, J & K.

c) No work will be permitted in the OFZ during the operation of aircraft to keep
clear of OFZ 77.5 M (either side of RWY Centre Line).

d) Stand 90 shall be kept vacant for taxing code F through B2, the responsibility
of keeping stand 90 vacant during code F operations lies with AOCC/Airside
Operations Manager.

e) ATC will inform AOCC regarding any diversion of Code F aircraft to BIA as
and when the information is received.

12. Ground Handling Procedures RWY 09R/27L (South Runway).

a) All Code F aircraft are permitted to operate from RWY 09R/27L only.
b) Code F operations shall be conducted in South Runway only irrespective of mode
of operation. Since operation on both runways are defined for segregated mode of
operations, during code F operation necessary coordination is to be made with
VOYK for permitting departures from RWY 27L and arrivals on RWY 09R.
c) Stand 114 will be the preferred stand whenever Code F operates from RWY
09R/27L. However, other stands may also be allotted in case of any operational
requirement.
d) Pushback from stand 114 will be facing east only on D irrespective of runway in
use so as to taxi out via D-P. Aircraft shall further taxi out via P-G-G4-H for RWY
09R departure and via Q-G/H for RWY 27L departure.

e) Pushback from stand 02 and 49 will be facing west on L2 and from stand 11 will
be facing east on L2. Further taxi out via B2 from stand 02 and 11 and via K from
stand 49; in case of stand 49 to taxi via L2-K-A-J-L2 to join B2. Pushback from
stand 02 facing west shall be pushed abeam stand 01 to keep clear of TWY B2.
Further Taxi to holding point RWY 09R shall be given via L2-B2-B- P-G-G4-H
and for RWY 27L via L2-B2-B-P-P1-Q-G/H.
f) For arrival on RWY 27L, aircraft shall taxi in via H-G4-G-P-D for stand 114. For
stands 02 & 11 aircraft shall, after P, further taxi via B-B2 to join L2 and proceed
to respective stands.
For arrival on RWY 09R, aircraft shall taxi in via H-Q-D for stand 114. For stands
02 ,11 & 49 aircraft shall, hold short of P1 on Q, further taxi via B-B2 to join L2
and shall be given only when no aircraft holding/taxiing in/out on TWY B2-B.
Departures for RWY 09R shall be given taxi via C D, to avoid conflict with code
F arrival on 09R.
For stand 49, irrespective of the mode of operation, aircraft shall, after B2, taxi via
L2-J-A-K.
Caution: Utmost care needs to be taken by SMC1 to prevent conflicts on TWY J
and A w.r.t to arrival on RWY 09L in 09 Mode and on TWY A w.r.t to departures
for RWY 27R in 27 Mode.

g) If, for any reason, TWY B2 is not available for taxi of departure Code F aircraft,
alternate taxi route via C-B1-B and vice versa for arrivals, will be made available
by BIAL Airside Operations. Under such conditions, Follow Me Jeep shall ensure
that the Inner Service Road from stand 90 to 100 is closed for all vehicular traffic
to ensure minimum separation distance from taxi lane C.

13. Coordination

Code F operations shall be conducted on South Runway only irrespective of mode of


operation. Since operation on both runways are defined for segregated mode of
operations, during Code F operation necessary coordination is to be made with VOYK
for permitting take-off/landing from RWY 27L/09R.

14. RWY 27 Mode

a) During 27 mode, departure of Code F will happen from RWY 27L.

b) CLD shall intimate VOYK ATC at least 30 minutes prior to departure of code
F.

c) CLD shall coordinate with VOYK ATC when code F takes departure clearance
providing approximate time of departure after ascertaining from the flight crew.

d) SMC1/SMC2 while giving initial taxi to code F shall inform TWR2.

e) TWR2 shall inform APP and VOYK ATC when code F commences taxi.

f) As per LOA with VOYK, VOYK ATC shall stop all Helicopter movements
towards North of VOYK Runway and shall inform APP.

g) TWR2 shall positively coordinate with APP and TWR1 before lining up code
F.

h) TWR1 shall stop departures from RWY 27R and inform TWR2 and APP.

i) APP/ARR shall provide spacing 15NM between arrivals to accommodate code


F departure.

j) APP shall inform VOYK ATC when code F is departed and is clear of VOYK
traffic.

k) APP shall inform TWR1 when to release departure from RWY 27R after code
F departure.

15. RWY 09 Mode

a) During 09 mode, arrival of code F will happen on RWY 09R.

b) ACC shall pass ETA of code F to VOYK on receipt of estimate and later at 50
NM from touchdown.

c) As per LOA with VOYK, VOYK ATC shall stop all Helicopter movements
towards North of VOYK Runway and shall inform APP.

d) Separation between code F landing on RWY 09R and other arrivals landing on
RWY 09L shall be the responsibility of APP/ARR.

e) TWR2 shall inform VOYK ATC after code F lands.

f) Missed approach carried out by code F shall be coordinated with VOYK ATC
and APP by TWR2.

17. APRON AREA:


Code D/E/F type of aircraft are not permitted to stop while Taxiing on these Jet Blast
Prone Areas to avoid jet blast damage to vehicles and aircraft parked on the above-
mentioned stands. If for any reason B747 type of aircraft stops on these Jet Blast Prone
Areas further taxi should be continued only when the affected stands are vacant and
ground movement is regulated. All jet Blast Prone Areas are well marked with apron
markings to provide adequate information for all vehicles.

18. ARRIVING AIRCRAFT:


Aircraft can normally vacate the runway via designated exit taxiways:
Runway 09L– Taxiway A6, A5, A4, A1
Runway 27R – Taxiway A7, A8, A9, A11
Runway 09R– Taxiway H1, H2, H3, H4, H5
Runway 27L – Taxiway H6, H7, H8, H9, H10

19. DEPARTING AIRCRAFT


Aircraft can normally enter the runway for departure via the following taxiways:

Runway 09L – Taxiway A11, RET A9 (During day time & Visibility >1500mtrs)
Runway 27R – Taxiway A1, A4
Runway 09R – Taxiway H8, H9, H10
Runway 27L – Taxiway H1, H2, H3

20. Taxiway A9 intersection DEP may be permitted when Runway 09L is in use during
day time and visibility more than 1500m.
TORA/TODA from Taxiway A9 intersection 2895m. Runway holding position
marking provided.

21. Specific Procedures – 27 Mode (Departure 27R)


a) A segregated mode of operation with Runway 27L is used for landing and
Runway27R is used for departures is termed as 27 Mode.
b) A Westerly traffic flow is recommended on Apron during 27 Mode to reduce
conflicts.
c) From APRON-1, all departing aircraft should be given push back facing west
on respective taxi lanes so as to taxi out via TWY K-A-A1.
d) From APRON-2, all departing aircraft should be given push back facing west
on respective taxi lanes so as to taxi out via TWY B4-A-A1.
e) For departures from northern ‘A’ stands 69A to 86A, Aircraft pushing back
from stand 78A to be advised to push abeam stand 77A and aircraft pushing
from stand 80A to be advised to push abeam stand 81A to keep TWY B3 clear
for other aircraft to taxi in/out and shall taxi out via B3-A-A1. No aircraft shall
hold on B3 short of TWY A since there is no IHP.
f) SMC 2 shall coordinate with SMC 1 regarding any aircraft pushing
back/holding/taxiing out on L1/C to/from stands 94 to 100
g) From APRON-3, all aircraft should be given push back facing west on taxi lane
C so as to taxi out via TWY C-J-A-A1.
h) SMC-2 shall hold departing aircraft abeam stand 96 on C and change over
aircraft to SMC1 for further Taxi.
i) SMC-1 shall advice SMC-2 if the aircraft is asked to hold abeam stand 96 for
any reason.
j) Push back from APRON-4 irrespective of aircraft type shall be – (a) from stands
107&108 facing south on TWY N, (b) from stands 109 to 115 facing west on
TWY D and from stands 116 to 123 facing north on TWY N.

22. Specific Procedures – 27 Mode (Arrival 27L)


a) All arriving aircraft should taxi via TWY H-G4-G-P.

b) For APRON-1 and APRON-2 continue taxi via B, B2 to enter apron.
c) SMC2 shall instruct arriving aircraft to hold short of TWY B1 and change over
to SMC-1 for further taxi.
d) Arrivals for stands 69A-86A should taxi via B2-L1-B4-A-B3-L4
e) If, for any reason, an arrival aircraft cleared to taxi via D-N-C for APRON-1
and APRON-2, SMC2 shall hold aircraft abeam stand 96 on C and change over
to SMC1 for further taxi to respective allotted stands.
f) All arrivals for APRON-3 should continue taxi via D-N-C and all arrivals for
APRON-4 should taxi via N1/D-N for respective allotted stands.

23. Specific Procedures – 09 Mode (Departure 09R)


a) A segregated mode of operation with Runway 09L is used for landing and
Runway 09R is used for departures is termed as 09 Mode.
b) An Easterly traffic flow is recommended on Apron during 09 Mode to reduce
conflicts.
c) From APRON-1 and APRON-2, all Aircraft should be given push back facing
east on respective taxi lanes so as to taxi out via B2-B.
d) Departures from stands 69A to 86A shall taxi out via L4-B3-A- B4-L1/L3-B2
clear of conflicting arrivals on RWY 09L.
e) SMC1 shall instruct aircraft to hold short of B1 and change over to SMC2 for
further taxi. SMC-2 should then provide further taxi via B-P-G-G4-H.
f) If, for any reason, departure from APRON-1 and APRON-2is cleared to taxi via
C-N-D/N1, SMC1 shall hold aircraft abeam stand 93 on L1 and change over to
SMC2 for further Taxi.
g) From APRON-3, all aircraft should be given push back facing east on taxi lane
C. Push back from stand 94 and 95 facing east shall pull abeam stand 96 for
startup to avoid jet blast.
h) SMC 2 shall coordinate with SMC 1 regarding any aircraft pushing
back/holding/taxiing out on L1/C to/from stands 94 to 100
i) Push back from APRON-4 irrespective of aircraft type shall be – (a) from stands
107 &108 facing south on TWY N, (b) from stands 109 to 115 facing east on
TWY D and from stands 116 to 123 facing south on TWY N.
j) All departing aircraft under the jurisdiction of SMC2 shall be given taxi out via
C-M/N-D/N1. If there is a pushback on TWY N, aircraft taxiing via C may be
cleared to taxi out via TWY M to join TWY B.

24. Specific Procedures – 09 Mode (Arrival 09L)

a) All arriving aircraft after vacating runway to taxi via TWY A-K for APRON-1
and taxi via TWY A-B4 for APRON-2.
b) Procedures for arrivals to stand 69A to 86 A shall be via TWY A-B3.
c) For arrival to APRON-3 and APRON-4, continue taxi via TWY A-J to enter
apron and then via L1/L2. SMC1 shall hold aircraft abeam stand 93 on L1/L2
and change over to SMC2 for further Taxi.SMC2 shall further provide clearance
to continue taxi via C-N/D for respective allotted stands.
