Subject: RENEWAL OF SPECIAL ORDERS FOR DEPED TV

TEACHER-BROADCASTERS, PRODUCTION TEAM MEMBERS,
MUSIC DEPARTMENT, AND FILIPINO SIGN LANGUAGE TEAM

A. Reassignment of Teachers and Personnel

In accordance with the Office of the Undersecretary for Planning, and

Human Resource and Organizational Development (OUPHROD) Memorandum
2020-00294 dated 27 August 2020 defining the parameters and guidelines on
the engagement of Teacher-Broadcasters (TBs), the listed teachers and
personnel in the attachments are hereby reassigned to the Department of
Education (DepEd) Central Office-Information and Communications
Technology Service (ICTS) as TBs for SY2021-2022 (January-June 2022).

B. Nature of Engagement

The engagement of TBs through the abovementioned arrangement shall

follow the Civil Service Commission (CSC) Omnibus Rules on Appointments
and Other Human Resource Actions (ORAOHRA) and other applicable CSC
rules and laws (e.g., Republic Act No. 4670 or the Magna Carta for Public School
Teachers). Their appointment is also subject to the approval of their respective
Schools Division Superintendents (SDSes).

 1. The processes provided in Section IV.B.1.d (School Personnel) of DepEd
Order 8, s. 2021 (Revised Signing Authorities for Administrative and
Financial Matters in the Department of Education) shall be the basis of
the reassignment of qualified TBs, DepEd TV Remote Team Members,
Music Department, and Filipino Sign Language Team.

2. Upon concurrence of the SDS, they shall facilitate the processing of

appropriate reassignment papers (Special Order) for the approval of the
Regional Director (RD). The reassignment papers shall include the
following details:

a. Name of personnel
b. Original station
c. Receiving office
d. Place of assignment
e. Duration of reassignment
f. Provision on the salary and benefits
g. Provision on renewal of reassignment within one (1) year
h. Other provision and/or instruction, as necessary/applicable

3. The salary and benefits of the reassigned personnel shall still be

drawn from the Schools Division Office (SDO) where their plantilla
item is lodged. Other miscellaneous expenses such as travel, board and
lodging (as needed), and communication expenses shall be charged to
the funds of the ICTS, subject to applicable accounting and auditing
rules and regulations.

4. The Office of the Undersecretary for Administration (OUA) through the

ICTS-Office of the Director (ODIR) shall supervise the reassigned
personnel.

C. Effectivity/Duration of Engagement

The reassignment of TBs shall be six (6) months to one (1) year, depending
on the specific engagement and function of each personnel. The OUA through
the ICTS shall clearly communicate the exact period of engagement to the
SDOs, school/community learning centers (CLCs), and personnel concerned,
subject to the approval of the SDS and RD.

1. The duration of reassignment shall be at least six (6) months (01

January–30 June 2022). The extension of reassignment after this
period may be allowed, subject to the approval of the SDS and RD,
provided that its total duration after such extension does not exceed one
(1) year. This is in accordance with Section 13.a of the CSC ORAOHRA.

2. In line with the implementation of the Basic Education-Learning

Continuity Plan (BE-LCP) starting SY2020-2021, the nature of work of
TBs shall be equivalent to the regular teaching load (prescribed in
Republic Act No. 4670 or the Magna Carta for Public School Teachers)
within the period of reassignment.
 In this regard, the SDSes are requested to provide concurrence with the
said reassignment and immediately process and release the appropriate
documents (Special Orders) of their respective personnel. Further, they are
requested to submit a report on actions taken within the next five (5) working
days to the ICTS-Educational Technology Unit (EdTech).

TBs. We look forward to the full support of the offices and schools in the production
of quality-assured scripts and episodes for DepEd TV, DepEd Radio, and DepEd
TeleRadyo.

Pursuant to DM-PHOD-2020-00294, and in the exigency of the service, you

are hereby advised of your reassignment from (original assignment [i.e.,
office/division/region], this Department), to the Information Communication and
Technology Service (ICTS), Department of Education Central Office, Meralco
Avenue, Pasig City, effective 01 January 2022 until 31 June 2022 as a Teacher-
Broadcaster (TB).

In line with the implementation of the Basic Education-Learning Continuity

Plan (BE-LCP), the nature of your work shall be equivalent to the regular
teaching load (prescribed in Republic Act No. 4670 or the Magna Carta for Public
School Teachers) within the period of reassignment.

The duration of reassignment shall be at least six (6) months. The extension
of reassignment after this period may be allowed, subject to approval, provided that
its total duration after such extension does not exceed one (1) year. This is in
accordance with Section 13.a of the CSC ORAOHRA.

Relative to this, your salary and benefits shall still be drawn from (SDO/RO).
Other miscellaneous expenses such as travel, board and lodging, and
communication expenses shall be charged to the funds of the ICTS, subject to the
usual accounting and auditing rules and regulations.

In cases where the terms of reference have been completed prior to the
expiration of your reassignment, you may return to your original station through a
return-to-post memorandum from the ICTS.

You are also advised to secure clearance of your money and property
accountabilities from your present station.

Terms of Reference

I. Video Editor

The Video Editor is expected to fulfill the following:

1. ensure that DepEd TV’s post-production standards, as set by its Head of
Post-Production, are executed for each tv lesson;
2. receive and safeguard the portable hard drive allocated for their team;
3. stitch together the episode per script (spiels, VOs, footages, music, etc.);
4. adhere to the creative quality standards set by DepEd TV;
5. collate and assemble the work of MoGraph/GFX artist and Illustrator to
produce the episode, lay in music, stingers, and transitions, as well as
manage the overall pace and total running time of the episode (as the Master
Editor);
6. revise materials as needed and maintain open communication with the EP
and other members of the Post-Production Team so that all are aligned, and
comments and corrections are well understood;
7. exhibit knowledge on good broadcast practices which includes checking for
video and audio copyright – illustrations or images, and music scores used
for the episode/tv lesson must be copyright-free or has written permission
for use;
8. strictly follow production timelines and ensure the efficient and timely
delivery of episodes;
9. ensure the delivery of Master for Airing materials, through constant
communication with the Post PA and PC for the delivery of Masters to airing
channel;
10. coordinate with Post PA and PC for the archiving of SD Master, HD Master,
Up Next, raw materials, and project files in Central; and
11. ensure that all necessary materials are already archived in Central, before
deleting files.

II. Graphic Artist

The Graphic Artist is expected to fulfill the following:

1. ensure that DepEd TV’s post-production standards, as set by its Head of
Post-Production, are executed for each tv lesson;
2. work on the graphic requirements of the script and materials endorsed by
the Editor, as per instructions of EP;
3. adhere to the creative quality standards set by DepEd TV;
4. ensure that the motion graphics are relevant and appropriate to the tv
lesson;
5. exhibit on good broadcast practices which includes checking for video
copyright – illustrations or images used for the episode/tv lesson must be
copyright-free, or the MoGraph’s original work;
6. strictly follow production timelines and ensure the efficient and timely
delivery of graphics requirements for each episode;
 7. maintain constant communication with the Editor and Illustrator for a
smooth and swift workflow;
8. distinguish the difference between GFX animation and editing; and
9. submit all materials and project files for archiving.

III. Illustrator

The Illustrator is expected to fulfill the following:

1. ensure that DepEd TV’s post-production standards, as set by its Head of
Post-Production, are executed for each tv lesson;
2. work on the illustration requirements of the script and materials endorsed
by the Editor, as per instructions of EP;
3. adhere to the creative quality standards set by DepEd TV;
4. exhibit knowledge on good broadcast practices which includes checking for
images copyright – illustrations or images used for the episode/tv lesson
must be copyright-free, or the illustrator’s original work;
5. strictly follow production timelines and ensure the efficient and timely
delivery of illustration requirements for each episode;
6. maintain constant communication with the Editor and Motion Graphics
Artist for a smooth and swift workflow; and
7. submit all materials and project files for archiving.

IV. Composer

The Composer is expected to fulfill the following:

1. analyze projects and specifications, and liaise with directors and other
stakeholders to gather information prior to the composition process;
2. compose, record and perform musical scores and arrangements that
complement television shows, commercials, movies, theatre productions,
and video games;
3. attend rehearsals or studio sessions and provide creative input to actors,
musicians, and directors;
4. expand knowledge on musical equipment, software packages, and technical
recordings;
5. schedule meetings with directors and producers to discuss contract and
project requirements;
6. receive feedback and complete composition revisions;
7. communicate any issues to the producer or director in a timely manner;
8. network with other industry professionals and conducting research on
classical as well as modern compositions; and
9. regularly attend tapings to gain new ideas and inspiration.

V. Musical Arranger

The Musical Arranger is expected to fulfill the following:

1. arrange music composed by others;
2. compose original music for use in operas, theater, or symphonies;
3. incorporate rhythm, temp, tone, and harmony to balance piece;
 4. adapt musical composition for orchestra, band, choral group, or individual;
5. transcribe musical parts from score created by arranger or orchestrator;
6. rewrite original music scores for modern times;
7. transcribe ideas for musical compositions into musical notation;
8. meet with directors and producers to synthesize ideas;
9. copy parts from scores and delegate to performers;
10. direct musicians during rehearsals;
11. transcribe music from one voice or instrument to another;
12. utilize different sounds such as keyboards or synthesizers to create desired
effect;
13. read over scripts to imagine how scores would fit within the scenes;
14. organize, direct, and supervise band or orchestra;
15. manage all musical projects;
16. teach vocal techniques to singers;
17. assist the artistic director and creative team; and
18. use computer software to revise musical composition.

VI. Teacher-Broadcaster

The Teacher-Broadcaster is expected to fulfill the following:

1. draft calendar of episodes based on the MELC for the quarter;
2. research relevant content and resources;
3. consolidate materials and activities appropriate and relevant to MELC;
4. design storyboards;
5. write scripts based on the SLM and other references;
6. schedule/set the budget of work needed per episode;
7. film approved scripts;
8. QA draft and produced video lessons; and
9. QA final video lesson for airing.
