This Standard will be managed under the Engineering Standards Development Procedure
(L1-CHE-PRO-032).

1 Preface
1.1 For the purpose of this document, the terms “Distribution” and “Transmission” are to be used
interchangeably. Transmission is defined as a voltage greater than 66kV, so a 22kV system
is a distribution system by modern definition. However, the term 22kV Transmission has been
used in the railway context historically for many years and is understood.

2 Purpose
2.1 To define the standards required for the design and construction of 22kV AC distribution
lines, cables and related equipment for the Melbourne Metropolitan Railway.

3 Scope
3.1 This Standard applies to the design and construction of all new electrification projects for the
Melbourne Metropolitan Railway Network.
3.2 This Standard also applies to the upgrading of the existing traction wiring, distribution lines,
cables and related equipment.
3.3 The Standard applies to works on the Infrastructure Lease and to works undertaken on other
land which are intended to expand or enhance the provision of passenger services and to
form part of the Infrastructure Lease.
3.4 MTM Head of Engineering – Electrical shall be consulted in cases where there are perceived
to be uncertainties, conflicts or ambiguities as to the requirements or the intent of this
standard.

5 Glossary of Terms
The weather related temperature of the conductors, which

6 Definitions
Area to which the public has unrestricted access. This

7 References and Legislations


7.1 The hierarchy of, and conformance to any requirements, legislations, standards or
specifications shall be as per the Chief Engineer’s Guideline – Engineering Standards Listing
– L1-CHE-GDL-005.
7.2 The design and construction of electrical installation works for the railway shall comply with
the Electrical Safety (Installations) Regulations 2009.

9 Safety and Environmental


9.1 Safety and risk assessments shall be undertaken for Overhead line electrification projects,
addressing all areas of specification, design, construction, operation and maintenance of the
traction wiring, distribution lines, cables and related equipment.
9.2 The approach to the operation and maintenance of the traction wiring, distribution lines,
cables and related equipment shall be based on the principle of providing safe and functional
electric traction and other supplies so far as is reasonably practicable (SFAIRP).
9.3 The design, construction and operation of the traction wiring, distribution lines, cables and
related equipment shall comply with the current revision of MTM Environmental Management
Plan. Refer to L0-SQE-PLA-005.

10 22kV Distribution

10.1 General Principles


10.1.1 Insulation flash-over due to insulator failure or lightning strike may damage track
based signalling equipment. Therefore, masts and portal structures supporting
traction wiring shall not be used to also support bare HV AC conductors.
10.1.2 New HV AC distribution conductors shall be run as underground cables in a
common service route (CSR) to High Voltage Cable Routes Specification L1-CHE-
SPE-070.
10.1.3 Legacy HV distribution routes where the 22kV supply is mounted on shared
Overhead wiring support structures are to be relocated as rebuilding allows and
replaced with insulated cables in CSRs.
10.1.4 Where constraints exist, 22kV distribution conductors may be run as bare
Overhead conductors on free standing poles/masts only with the express approval
of the MTM Head of Engineering - Electrical, or delegate.
10.1.5 22kV distribution conductors may be provided from the point of supply from the
distribution/transmission provider or between traction substations.
10.1.6 For 22kV distribution clearances to the Overhead infrastructure, refer to drawing
H6999 or as per the applicable ESV regulation, whichever is the more onerous.
10.1.7 ESV regulations shall apply to clearances for 22kV conductors to ground, earthed
items, buildings, bridges, pedestrian overpasses and other public areas.
10.1.8 22kV distribution conductors shall not pass over platforms.
10.1.9 22kV distribution conductors shall not pass over tramways OHW conductors.
10.1.10 Masts and structures carrying HV conductors shall be earthed in accordance with
MEST 000002-07 – Earthing Requirements for HV Transmission Structures.
10.1.11 HV AC distribution line aerial conductors shall be fully rated for the load and fault
currents applicable to the installation.
10.1.12 HV AC distribution lines shall not be installed on masts which also support 1500V
conductors or signalling equipment.
10.1.13 Clearance requirements for ABC shall be as per bare aerial conductors.

10.2 Bare 22kV HV Conductors

10.2.1 General
10.2.1.1 HV AC distribution line aerial conductors shall be sized and fully rated
for the load and fault currents applicable to the installation.
10.2.1.2 HV AC distribution bare aerial conductors shall be minimum 70mm2 to
MESP 050100-02 and drawing D3218/12.
10.2.1.3 Aerials conductors shall be uniform in cross section throughout the entire
22kV distribution line length.
10.2.1.4 22kV distribution conductors shall be supported on insulators to
drawings D4160 or D7268.
10.2.1.5 22kV distribution conductors shall be terminated using insulators to
drawing D7268.
10.2.1.6 Where the distribution crosses the 1500VDC conductors, both ends shall
be strain supported.
10.2.1.7 Aerial distribution conductors shall pass over the top of and
perpendicular to the 1500VDC conductors.
10.2.1.8 Distribution conductors crossing public roads, waterways, footpaths or
pedestrian crossings shall be strain supported and shall include no joins
or splices in the crossing span.
10.2.1.9 Generally a tension length of distribution conductor is 1000m. Design
should consider the placement of strain supports accordingly.
10.2.1.10 Current carrying connections shall not be placed in tensioned 22kV
conductors.

10.2.2 Sag
10.2.2.1 All HV conductors shall, at the maximum conductor temperature and any
ambient conditions, not sag to below the applicable electrical clearances
to ground, other conductors or nearby structures. Refer D3218, H6999
and ESV regulations.

10.2.3 Splices
10.2.3.1 Splices in HV conductors are to be avoided. Where splices are required,
the following shall apply:
10.2.3.1.1 Splices shall not be installed with 5m of a support point
10.2.3.1.2 Splice locations are to be recorded and provided to MTM

10.3 22kV HV Cables


10.3.1 22kV HV cables shall be to L2-ELN-SPE-025 (22kV, 3 core, 185mm2 aluminium).
10.3.2 In confined areas where a smaller cable bending radius is required,
L2-ELN-SPE-026 (22kV, single core, 95mm2 copper) may be used.
10.3.3 HV AC cables shall be XLPE screened cables sized for the voltage, load and fault
currents applicable to the location.
10.3.4 Cables originating in a substation or switching station shall have the screens of the
cables bonded to the substation or switching station earth system. The screens at
the other cable ends shall be insulated and sleeved with the insulation level
applicable to the voltage rating of the cable.
10.3.5 Cables between distribution line sections shall have the screens of the cables
earthed at one end by connection to an earth grid. The screens at the other cable
ends shall be insulated and sleeved with the insulation level applicable to the
voltage rating of the cable.
10.3.6 Cables shall be fitted with surge diverters applicable to the system voltage to
drawings L8573 and STD_E0178. The surge diverters shall be installed where the
cable joins the distribution line and be connected between each phase and earth.
10.3.7 The need for an isolating switch at both ends of a 22kV cable shall be assessed
and advised by the MTM Head of Engineering - Electrical, or delegate, after taking
into account operational requirements and consequences of the failure of the
cable.

11 Design Documentation and Certification

11.1 General
11.1.1 The designer shall be responsible for the provision of all documents, data and
drawings, necessary for the satisfactory completion and performance of the works.
11.1.2 The design shall include interfaces to the existing system and any necessary
interface stage work.
11.1.3 The designer shall provide the design in accordance with the scope of work.
11.1.4 All drawings shall be produced and stored as DMS compliant drawings in
accordance with applicable PTV Infrastructure Drafting Standards.
11.1.5 Standard System Drawings are created and updated by MTM only. Any required
updates should be provided to MTM as a marked up copy and preferably along
with any supporting information and DGN files.

11.2 Electrical Diagrams


11.2.1 All affected operating diagrams (such as 22kV Distribution diagrams, single line
diagrams, switching diagrams, system diagrams etc) are to be provided as mark
ups for discussion with and approval by the MTM Head of Engineering - Electrical,
or delegate.
11.2.2 Electrical diagrams are MTM Engineering Controlled Diagrams and are updated,
approved and published by MTM only.

11.3 Layout Plans


11.3.1 22kV Distribution plans shall be included on the applicable 1500V DC OHW layout
plans (refer MEST000002-02) and shall include at a minimum the following:
11.3.1.1 Track
11.3.1.2 Overhead wiring
11.3.1.3 Signal positions
11.3.1.4 Bridges
11.3.1.5 Platforms
11.3.1.6 Other relevant geographic features
11.3.1.7 VicTrack lease boundary
11.3.2 Each layout should represent no more than one tension length of Overhead
equipment.
11.3.3 Layouts shall be 1:500 geographic plans and based on recent (less than 6 months
old) feature survey.
11.3.4 For review stage layout plans, long-plots shall be provided.
11.3.5 For as-built stage layout plans, DMS compliant drawing shall be provided. Pending
prior agreement from both MTM and PTV/DMS, long-plots may be provided,
alternatively A3 size drawings shall be provided.
11.3.6 Aerial photography may be provided as a clouded background (raster) on design
layout drawings to aid in the design and review process, however they shall be

11.4 Profile Drawings


11.4.1 Profile drawings shall:
11.4.1.1 be scaled at Horizontal 1:500 and Vertical 1:50
11.4.1.2 include dimensioning of electrical and mechanical clearances.
11.4.1.3 be provided for all spans which pass under or over a structure – such
as an over-line bridge, walkway, level crossings, buildings, other
conductors.
11.4.1.4 be provided for other areas or spans at the request of MTM
11.4.2 Profile drawings for fixed tension conductors shall depict the conductor at 0°C,
20°C and the maximum conductor temperature.

11.5 Cross Section Drawings


11.5.1 Cross-sections shall:
11.5.1.1 be provided in A3 size at 1:100 scale.
11.5.1.2 include a correctly scaled and true depiction of the 22kV
arrangement.
11.5.1.3 be drawn as facing in the down direction.
11.5.2 Complex arrangements shall include side, top or 3D views on the cross-section
drawing as appropriate.
11.5.3 Cross-section drawings shall include the following information as a minimum:
11.5.3.1 A table of wire heights at 20°C and loads at the 28m/s wind criteria
11.5.3.2 Conductor tension at 0°C
11.5.3.3 A material list of assemblies, components and quantities
11.5.3.4 Mast/pole and foundation types and sizes
11.5.3.5 Notes applicable to the design as necessary
11.5.3.6 Any relevant geographic features (embankments, fences, retaining
walls, station structures and the like)
11.5.3.7 Face of mast to track centreline dimensions

11.6 Other design information


11.6.1 Each design shall include an overarching design report - containing at minimum
the following:
11.6.1.1 Project scope, description and location.
11.6.1.2 Any other associated projects/designs
11.6.1.3 Description of existing conditions
11.6.1.4 Assumptions
11.6.1.5 Designer, checker and independent reviewer competencies
11.6.1.6 Safety considerations
11.6.1.7 Description of the proposed design
11.6.1.8 Departures from project requirements
11.6.1.9 Non-conformances to standards
11.6.1.10 Non-standard designs/arrangements
11.6.1.11 Analysis methods and calculations
11.6.1.12 Impacts to other rail disciplines
11.6.1.13 Impacts to other rail, public and 3rd party infrastructure
11.6.2 Earthing and Bonding Report
11.6.3 Non-standard arrangements
