PREFACE
This Standard will be managed under the Engineering Standards Development Procedure
(L1-CHE-PRO-032).
As documents are uncontrolled once printed, it is imperative to check the currency of the Document
on The Depot or the MTM’s Document Portal which is available externally at
https://documentportal.metrotrains.com.au.
All MTM Standards and Specifications are periodically reviewed, and new editions are published
which incorporate learnings and Technical Notes (formerly known as Design Practice Notes).
Technical Notes are issued between editions which correct any errors or ambiguities contained in
an MTM Standard/Specification. Standards and Specifications may also be withdrawn and/or
replaced.
In the event of conflicts or discrepancies between different types of technical documents, refer to the
order of precedence as defined in ‘Chief Engineer’s Guideline Engineering Standards Listing’ (L1-
CHE-GDL-005).
Note: Any clarification described in a Technical Note or Design Practice Note shall take precedence
over the impacted clause or clauses in the associated MTM Standard/Specification.
In the event a clause within a Standard/Specification is not achievable a waiver will need to be raised,
please refer to the ‘Engineering Waiver Procedure’ - L1-CHE-PRO-001.

1 Preface
1.1 For the purpose of this document, the terms “Distribution” and “Transmission” are to be used
interchangeably. Transmission is defined as a voltage greater than 66kV, so a 22kV system
is a distribution system by modern definition. However, the term 22kV Transmission has been
used in the railway context historically for many years and is understood.
2 Purpose
2.1 To define the standards required for the design and construction of 22kV AC distribution
lines, cables and related equipment for the Melbourne Metropolitan Railway.
3 Scope
3.1 This Standard applies to the design and construction of all new electrification projects for the
Melbourne Metropolitan Railway Network.
3.2 This Standard also applies to the upgrading of the existing traction wiring, distribution lines,
cables and related equipment.
3.3 The Standard applies to works on the Infrastructure Lease and to works undertaken on other
land which are intended to expand or enhance the provision of passenger services and to
form part of the Infrastructure Lease.
3.4 MTM Head of Engineering – Electrical shall be consulted in cases where there are perceived
to be uncertainties, conflicts or ambiguities as to the requirements or the intent of this
standard.

5 Glossary of Terms
The weather related temperature of the conductors, which

6 Definitions
Area to which the public has unrestricted access. This

10.2.1 General
10.2.1.1 HV AC distribution line aerial conductors shall be sized and fully rated
for the load and fault currents applicable to the installation.
10.2.1.2 HV AC distribution bare aerial conductors shall be minimum 70mm2 to
MESP 050100-02 and drawing D3218/12.
10.2.1.3 Aerials conductors shall be uniform in cross section throughout the entire
22kV distribution line length.
10.2.1.4 22kV distribution conductors shall be supported on insulators to
drawings D4160 or D7268.
10.2.1.5 22kV distribution conductors shall be terminated using insulators to
drawing D7268.
10.2.1.6 Where the distribution crosses the 1500VDC conductors, both ends shall
be strain supported.
10.2.1.7 Aerial distribution conductors shall pass over the top of and
perpendicular to the 1500VDC conductors.
10.2.1.8 Distribution conductors crossing public roads, waterways, footpaths or
pedestrian crossings shall be strain supported and shall include no joins
or splices in the crossing span.
10.2.1.9 Generally a tension length of distribution conductor is 1000m. Design
should consider the placement of strain supports accordingly.
10.2.1.10 Current carrying connections shall not be placed in tensioned 22kV
conductors.
10.2.2 Sag
10.2.2.1 All HV conductors shall, at the maximum conductor temperature and any
ambient conditions, not sag to below the applicable electrical clearances
to ground, other conductors or nearby structures. Refer D3218, H6999
and ESV regulations.
10.2.3 Splices
10.2.3.1 Splices in HV conductors are to be avoided. Where splices are required,
the following shall apply:
10.2.3.1.1 Splices shall not be installed with 5m of a support point
10.2.3.1.2 Splice locations are to be recorded and provided to MTM

11.1 General
11.1.1 The designer shall be responsible for the provision of all documents, data and
drawings, necessary for the satisfactory completion and performance of the works.
11.1.2 The design shall include interfaces to the existing system and any necessary
interface stage work.
11.1.3 The designer shall provide the design in accordance with the scope of work.
11.1.4 All drawings shall be produced and stored as DMS compliant drawings in
accordance with applicable PTV Infrastructure Drafting Standards.
11.1.5 Standard System Drawings are created and updated by MTM only. Any required
updates should be provided to MTM as a marked up copy and preferably along
with any supporting information and DGN files.
