The Executive Development Plan (EDP) is meant to serve as the “blueprint” for all development activities that are designed to enhance a senior
level executive’s performance. Development activities, whether participating in a course, or reading a book, should develop a broader perspective
and deeper knowledge of the Library of Congress to assist the senior level executive in implementing his or her leadership role and
responsibilities.
The senior level executive should develop two to three of five Executive Core Qualifications (ECQs) per year. The ECQs are defined in LCR 9-
1610, Senior Level Executive System for your reference. It is important that all developmental activities are tied to an ECQ competency. The
EDP is designed to facilitate a discussion between the supervisor and senior level executive to enhance competencies using relevant and timely
activities to achieve executive level developmental goals.
The senior level executive is required to complete or revise an EDP on an annual basis at the start of the appraisal period. Once completed, input
the development document for the appraisal period as an “IDP” into EmpowHR and post the EDP to Confluence within 30 days of the start of the
appraisal period. The EDP should be reviewed and updated as needed, at a minimum, during the six month progress review and year-end
appraisal.
