1.0 Purpose
The purpose of this plan is to establish in Babtain construction projects by a means to analyze
work tasks performed at heights to protect against falls. This can be accomplished by taking actions
such as avoiding work tasks performed at heights when possible, using equipment or other controls
to prevent falls and having protocols that minimizes consequences if a fall should occur.
The purpose of this plan is also to assist personnel with complying with SEC 5 Star Safety &
Health Management System Standards. This plan will prevent any unsafe act and condition while
working at height (above 1.8 meters).
2.0 Scope
This procedure applies to all Babtain and Sub-Contractor and all construction site
administrative personnel who manage and involving in working at heights during construction.
It is to ensure that the hazards related to work at height such as: Access & working at Roof, Erection
and dismantling of temporary structures, Openings, Excavation, MEWP, Tower, Fabrication of
materials, temporary storage of material, planned on using MEWP etc., must be controlled and as
per the standard of Saudi Electricity Company.

Provide a means of fall protection (guardrails, personal fall arrest/restraint systems, or
safety monitor) for all work from elevated heights greater than 1.8 meter for
construction work and 1.2 meter for normal maintenance work; and
Coordinate the correction of fall hazards brought to their attention.
4.4 Employees:
Be aware of the requirements outlined in this plan;
Use a means of fall protection (guardrails, personal fall arrest/restraint systems, or
safety monitor) for all work from elevated heights greater than 1.8 meter for
construction work and 1.2 meter for normal industrial maintenance work; and
Report incidents relating to fall hazards to their supervisor.
4.5 Sub - contractors:
Be aware of the requirements outlined in this plan;
Submit site specific fall protection plan for review,
Provide a means of fall protection (guardrails, personal fall arrest/restraint systems, or
safety monitor) for all work from elevated heights greater than 1.8 meter for
construction work and 1.2 meter for normal industrial maintenance work;
Coordinate the correction of fall hazards brought to their attention; and
Report incidents relating to fall hazards.
Personnel performing work tasks at heights shall be trained with third party and site-specific
fall protection procedures, and any task specific procedures prior to performing any work tasks.
In addition, personnel using equipment shall demonstrate an understand how to properly use
the equipment. The training shall be conducted by a Qualified Person and/or a Competent
Person.
Refresher Training
All two categories of employee have to undergo a refresher course every 2 years.
The Site shall keep the record of the training required, result of the examination or test.
The record shall be available for audit.

6.0 Medical Fitness
The medical fitness requirement applies to anyone whose duties require them to work at
heights. Working at height is defined as where there is a risk of a fall liable to cause personal
injury.
Where the risk of a fall cannot be eliminated by equipment for working at height e.g. guardrails,
platforms, rope access or other measures to minimize the distance and consequences of a fall
should one occur.

Medical assessments to meet the fitness levels of this document shall be carried out by a
qualified Nurse, reviewed by HSE Engineer and/or obtain clinical assessment by a Medical
Health Physician.
If clinically indicated, such as in those persons with chronic but no disqualifying conditions,
the HSE Engineer may consider issuing a medical certificate for a shorter period of validity
and recommend increasing the frequency of periodic assessments.
Where there is doubt about an individual’s ongoing medical fitness for working at heights a
further assessment may be arranged.

7.0 Communication
The Project Emergency Coordinator operates from the Emergency Control Center (EOC). It is
the primary place for direction and control of emergency operations.
The Emergency Control Center should be communicated with 999, 998 & 997 government
service in case of emergency.

8.0 Fall Protection Plan
There are mainly three steps to the planning of a working at height activity, which are described
below. These principles should be referred to whenever a decision is made during the planning.
Safe place of work (Task & Work Area requiring Fall Protection)
Selection of equipment
Personal Fall Protection Equipment and minimized the distance
Primary & Secondary fall prevention & protection system shall be considered during working
at height.
Primary Fall Prevention System
A primary fall protection system is one that prevents people from falling. Here, it is not a
case of slowing down a fall but of eliminating the danger of a fall right from the outset.
This is often achieved through installing a side protection guard rail system installed so as to
ensure that it is impossible to reach the falling edge. This allows the user to move around
freely within the secured zone.
Secondary Fall Protection System
Secondary fall protection systems are safety measures to catch individuals once they have
fallen as opposed to primary fall arrest systems designed to prevent falls from happening in
the first place. Secondary fall arrest systems are only to be used when primary fall arrest
systems, such as covers, guard rails or cordoning off specific areas cannot be used or as a
result of work-related or structural issue or additional protection.
Typical secondary fall arrest solutions include safety nets and personal fall protection
equipment (PPE).
8.1 Safe place of work (Task & Work Area Required Fall Protection)
Before starting of the activity Site engineer/ Supervisor (Qualified/ Competent) should
ensure whether the requirement to work at height can be eliminated and include the place
where work is to be carried out at height, including the means of access/egress, is safe.

The above activities are not reasonably practicable to avoid work at height, then equipment
to prevent falls must be selected as mentioned in 6.2 & 6.3.
8.1.1 Excavation
Fall protection will be provided to employees working at the edge of an
excavation.
Employees in these areas are required to use the fall protection systems as
designated in this program.
Excavations that are more than 1 feet or deeper shall be protected by guardrail or
concrete barrier or fences system.
Walkways that allow employees to cross over an excavation that is 1 feet or
deeper shall be equipped with guardrails and platform and which must be inspected
and tagged.
8.1.2 Framework and Reinforcing Steel
Fall protection will be provided when an employee is climbing or moving at a height
of over 1.8 meter when working with rebar assemblies.

An alternative Fall Protection Plan shall be used if Qualified person determines
that the implementation of conventional fall protection systems is infeasible or
creates a greater hazard to employees.

Follow the 5s of Housekeeping
o Sort – remove unnecessary items and dispose of them properly
o Segregate / Set in Order – Arrange all necessary items so that it can be
easily retrieve the next time it will be using
o Sweep – clean your workplace completely. Clean as you go
o Standardize – practice the high standard of keeping the materials
o Self-discipline / Sustain the good housekeeping at all times.
When selecting equipment for working at height, the site engineer/ supervisor (Qualified/
Competent) must be given priority to collective protection equipment over personal
protection equipment.

They must be erected and altered in such a way that ensures they remain stable and
be capable of being dismantled in a safe manner.
Ensure that both hands are kept free when climbing ladders.
Avoid climbing or leaning over, or sitting on guardrails.
Working platforms should be properly constructed.
Planks or boards forming the working platform should be properly secured.
Working platforms should have guardrails and toe boards on all open sides; and
Proper means of access and egress (such as ladders) must be provided/made
available.
Standing on formworks should be prohibited; and Working platforms should be
provided to facilitate the work being carried out.
Stairways shall be maintained in a good condition, free from defects and
obstructions.
Stairways and landings should not be used as storage areas.
Walkways in open locations of the construction site shall be fenced using poles and
warning tapes on both sides of the walkways.
Reflective stickers must be pasted in stairs inside the buildings such as control
building, GIS, etc.
Locations where there is an elevation in the walkways of buildings must be
facilitated with reflective stickers for identification.

8.2.2 Suitability of Means of Protection e.g. Guard Rails, Toe Boards, Barriers etc.,
Guard Rails/ Barriers must be of sufficient size, strength and rigidity for purpose.
Be placed and secured so that they don’t become accidentally detached, including
preventing persons and objects from falling.
The top rail must be at least 91cm above the edge from which a person can fall.
There must be no gaps between the intermediate guard rails of more than 47cm.
Toe-boards must suitable to prevent any person, material, or object from falling
from place of work.
There must be no lateral openings except where there is a means of access e.g.
ladder, stairway.
Are alternative safe arrangements in place where having to work with the protection
removed.
Open sides of floors should be properly barricaded.
Bricking of walls should follow closely with the casting of floor slabs.
Warning signs to caution others must be clearly displayed.

8.2.3 Scaffolding
Strength and stability calculations must be available or it must have been assembled
to a recognized standard configuration.
Depending on the complexity of the scaffolding required, there must be an
assembly, use and dismantling plan drawn up by a competent person.
These plans must be retained until after it has been dismantled.
The layout of the scaffold decks must be suitable for the work being carried out,
passage and loads.
Must be suitably marked when not available for use e.g. assembly, dismantling or
alteration.
Scaffolding may only be erected, altered or dismantled under the supervision of
competent contractor/persons who understand the plan, means of protection, effects
of weather, loadings and any other risks which this work may entail.
Scaffolds must be erected as per recommended specification with all its components
such as platform, mid rail, hand rail, toe board, access ladder, base section and
angular supports
Planks used for platform must be of recommended materials (normal plywood
should not be used) which can withstand load. Plank width shall be minimum 40cm
and thickness must be minimum 3cm.
If platforms are joined, the intersection length shall not be less than 30cm and
should be nailed properly
Toe board must be minimum 2.5cm thick and 7.5cm height
Space between hand rail and platform must 1.2m. It can be more than 1.2m if mid
rail is provided
Proper flat and firm base support must be provided for the scaffolds
Recommended access ladder in good condition must be provided for the scaffolds.
Ladders must have bottom rungs positioned not more than 60cm above the scaffold
supporting level
Step width in ladders must not exceed 40cm
All scaffolds must be tagged as per their condition
o Green Tag – Safe for Use
o Yellow Tag – Caution
o Red Tag – Unsafe for Use
All employees working on scaffolds must wear safety harness (double hook with
shock absorber) along with other standard PPEs
Before working on a scaffold, height work permit must be acquired.
Mesh should be provided around the scaffolds where there is a potential for fall of
object from height while working on scaffolds

Mobile scaffolds must strictly follow 3:1 for height to base ratio. It must be used on
a firm, level surface, have locking devices, and must only be moved when
unoccupied

Straight ladders must have supports in their bottom so that the ladder will not skid
Portable metal ladders or ladders made of any conductive material shall not be used
near electrical equipment, electric circuit, transmission lines, etc
All metal ladders must have its rungs insulated with polymer insulation
Ladders shall be long enough to perform the intended work
Straight ladders must extend 1m beyond the position of work and must be secured
at the top.
The angle of a portable ladder must be such that a 4:1 angle ratio is maintained
All portable ladders shall be checked before use and after use. Each ladder (portable
or fixed) shall be numbered and the numbers shall be recorded in a ladder register
explaining the condition each ladder.
Portable and fixed ladders shall be clearly numbered.
Unsafe ladders shall be clearly tagged and removed from service immediately.
If the site engineer is still unable to confirm that the place of work is safe from falls from
height even with the use of protective equipment, they must do all that is reasonably

practicable to minimized the distance and effect of fall by selecting and using personal
protective equipment, for example:
Personal fall arrest systems shall be issued to and used by employees as determined by
Responsible Person and may consist of anchorage, connectors, body harness, deceleration
device, lifeline, or suitable combinations.
Personal fall arrest systems shall:
limit the maximum arresting force to 1800 pounds;
be rigged so an employee cannot free fall more than six 1.8 meet or contact any lower
level;
bring an employee to a complete stop and limit the maximum deceleration distance
traveled to three and a half (3 ½ ) feet;
be strong enough to withstand twice the potential impact energy of an employee free
falling 1.8 meter (or the free fall distance permitted by the system, whichever is less);
be inspected prior to each use for damage and deterioration; and
be removed from service if any damaged components are detected.
All components of a fall arrest system shall meet the specifications of the OSHA Fall Protection
Standard, and shall be used in accordance with the manufacturer’s instructions.
The use of non-locking snap hooks is prohibited.
De-rings and locking snap hooks shall:
o have a minimum tensile strength of 5000 pounds; and
o be proof-tested to a minimum tensile load of 3600 pounds
o without cracking, breaking, or suffering permanent deformation.
Lifelines shall be:

o Designed, installed, and used under the supervision of protected against cuts
and abrasions; and equipped with horizontal lifeline connection devices capable
of locking in both directions on the lifeline when used on suspended scaffolds
or similar work platforms that have horizontal lifelines that may become vertical
lifelines.
o Wire rope – 8mm or Nylon rope -20mm shall be used for life lines.
Self-retracting lifelines and lanyards must have ropes and straps (webbing) made of
synthetic fibers, and shall:
o sustain a minimum tensile load of 3600 pounds if they
o automatically limit free fall distance to two (2) feet; or
o sustain a minimum tensile load of 5000 pounds (includes rip stitch, tearing,
and deforming lanyards).
Anchorages must support at least 5000 pounds per person attached and shall be:
o designed, installed, and used under the supervision of
o capable of supporting twice the weight expected to be imposed on it; and
o independent of any anchorage used to support or suspend platforms.

Positioning Device Systems
o Body belt or body harness systems shall be set up so that an employee can free
fall no farther than 60 cm, and shall be secured to an anchorage capable of
supporting twice the potential impact load or 3000 pounds, whichever is greater.
Safety net systems must be installed no more than 9 meter below the walking/working surface
with sufficient clearance to prevent contact with the surface below, and shall be installed with
sufficient vertical and horizontal distances.
All nets shall be inspected at least once a week for wear, damage, or deterioration by
Qualified Person. Defective nets shall be removed from use and replaced with
acceptable nets.
All nets shall be in compliance with mesh, mesh crossing, border rope, and connection
specifications as described in the OSHA Fall Protection Standard.
When nets are used on bridges, the potential fall area from the walking/working surface
shall remain unobstructed.
Objects that have fallen into safety nets shall be removed as soon as possible, and at
least before the next working shift.

Rescue of an employee that has fallen must begin as quickly as possible to avoid suspension
trauma. Alternately, the onset of suspension trauma can be slowed if the employee can stand
in suspension relief straps or a loop on the end of a rope.
If an employee falls and is suspended by their fall arrest harness initiate the emergency rescue
plan by following the steps listed below:
• The site supervisor or the employee in charge of the rescue team takes charge of the
situation.
• Determine the safest type of rescue given existing conditions so that the rescue team
can initiate a rescue as quickly as possible.
• The employee in charge of the rescue alerts other employees of the fact that an
emergency situation exists and all work in the area should stop.
• Call Emergency Coordinator and call for addition help from employees trained in
rescue procedures if required.
• All employees in the vicinity of the incident must stop working immediately.
• Attempt to communicate with the employee that has fallen to determine their
condition and whether they can self-rescue or participate in an assisted rescue.
• Ask all non - rescue related people leave the area.
• Record the time (best estimate) when the employee fell and the time when they were
rescued. The difference is the length of time the employee was suspended
• Monitor the employee’s condition constantly. The signs and symptoms of orthostatic
intolerance that can start to be seen in 2/3 minutes include:
• Faintness
• Nausea
• Breathlessness
• Dizziness
• Sweating
• Paleness
• Hot flushes
• Skin tone may appear grey in color
• Loss of vision
• The employee in charge of the rescue quickly evaluates the situation to identify any
further hazards that have developed as a result of the accident.
• Identify a safe landing area either on a work platform or at ground or floor level.
• Identify any hazards in or near the landing area that must be dealt with.
• If additional safety procedures are required to deal with new hazards list them below
in the appropriate spot.
• If necessary, ensure an employee from Site Engineer designated to meet emergency
response personnel and ensure that they are brought quickly and safely to the work
site.

• Notify the crane operator right away to position the crane to attach the basket.
• While the basket is being attached, the supervisor checks that all safety rigging is
done and all the required safety equipment is available
• With two rescuers in the basket, hoist it to a position that is above and as close as
possible to the fallen worker.
• A designated worker on the ground guides the basket with a tag line.
• The designated worker must make sure that when the rescue basket reaches the right
elevation, the door of the basket is facing the structural steel to provide an easy exit
for rescuer #1.
• Rescuer #1 exits the rescue basket and gets into a position to reach the fallen worker.
When doing this, rescuer #1 must be tied-off at all times to either the structure or the
rescue basket
Self-Rescue (Secondary)
• Someone must immediately note time of fall and contact the Emergency Coordinator.
• The nearest observer is to initiate Verbal Contact with the fall victim as soon as
possible to assess the level of consciousness, reassure and ask whether the fallen
person can assist in the rescue or Self Rescue providing appropriate equipment is
available and they have been trained to do so.
• Employee climbs back up to the work platform from which they fell. (This would
normally involve a fall of 0.60 m. to 0.9 m. or 2 to 3 feet).
• Rescue team assists the employee back on to the work platform.
• Employee returns to ground or floor level. Rescue team stays with the employee in
case they are unstable.
• Have the employee checked by a qualified first aider and provide first aid if required.
• Collect all of the fall arrest equipment used by the employee and tag the equipment
as DO NOT USE.
• Document all of the items used as well as the employee’s name, the date and time of
the fall and the job being performed when the fall occurred.
• Rescue if safe to do so using the available stand by rescue equipment.
• If self-rescue or assisted rescue is not possible or not safe, do not put other lives at
risk and wait for Emergency Services to arrive.
• Immediately set up the stand-by rescue equipment on hand.
• Assist where required when asked by emergency services

The evacuation, rescue and first aid procedures shall address at least the following –
• Evacuation shall be to a predetermined safe assembly point;
• The procedure shall designate someone to record all employees arrive at the assembly
point;

• Activate the rescue team or summon the rescue services to search for missing
employees;
• Apply first aid on injured person, only if qualified person available; and
• Inform the nearest hospital if necessary.
8.5.3 Communication
Communication is a crucial factor in handling an emergency. The communication procedure
involves the co-ordination and flow of information within the site and hospital. The work
site, the person in charge shall be the entry supervisor.
Communication shall be established between the following person
