ECC Online Application Procedure (New & Amendment)


(For new/existing projects without ECC/conversion to new project type/dismantling of old facilities &
construction of new facilities with different capacity or issuance of separate ECCs;
and for projects with issued ECC to be expanded/modified)

The ECC Online System Procedure shall be as follows:

1. Visit the EMB-EIA Website (www.emb.gov.ph), click the to register an ECC


Online Account; and fill out the forms for the proponent information. Note: please ensure to keep your
Username and Password of your account for transaction/retrieval purposes.
2. Encode the project information in the ECC Online System to verify if the proposed project
(new)/modification (amendment) will qualify in the online application process.
3. Once qualified, the system will prompt the proponent to fill out the online Initial Environmental Examination
(IEE) Checklist form, printed for notarization, and upload the form together with the following documents
in electronic/PDF files (not more than 10MB):
a. IEEC - Project Description*
b. IEEC - Environmental Impact and Management Plan* (to be filled-out form)
c. IEEC - Abandonment / Decommissioning / Rehabilitation Information* (to be filled-out form)
d. Geotagged photographs of project site (taken for last 30 days)
e. Topographic Map of impact/affected areas (at least 1km from the project boundaries))
f. Certification from LGU on the compatibility of proposed project with existing land use plan
(e.g. Certificate of Viability or Zoning Certification/Clearance)
g. Site Development and/or Vicinity map signed by registered professionals
h. Project/Plant layout signed by registered professionals
i. Schematic diagram of wastewater treatment facility
j. Schematic diagram of Air Pollution Control Facility
k. Organizational Chart in charge on environmental concerns
l. Proof of authority over the project site (land title, lease contract, deed of absolute sale, etc.)
m. Duly notarized accountability statement of proponent
n. Duly accomplished project environmental monitoring and audit prioritization scheme (PEMAPS)

p. Bank Receipt (Application Fee)
q. Affidavit of No Complaint
r. IEEC - Project Components & Operation Information* (to be filled-out form)
4. EMB Regional Office 1 (EMB RO1) will screen and evaluate the completeness of the submitted
information/documents.
5. Upon completion of required documents, an order of Payment will be generated by EMB RO1 and forwards
it to the Proponent’s account for printing together with instruction to proceed with the payment (processing
fee: ₱5,070.00 (NEW), & ₱2,070.00 (Major Amendment)) at any Land Bank Branch nationwide.
6. After payment of fees, submit/upload a scanned copy of the deposit transaction slip (Land Bank Payment
Oncoll Slip). The evaluation process and the counting of the mandatory seven (7) days processing period
starts.
7. Final evaluation will be conducted by EMB RO1 case handler/EIA staff. The result of evaluation, which is
either an approval or a need to submit additional information (AI) will be forwarded to proponent through its
online account.
8. EMB RO1 may approve or deny the ECC Application, and issuance thereof can be printed online and/or
through proponents ECC Online Account.
