Vendors Confirmation
Sr. No Checkpoints
(Yes / No)

1 Rating of solar power plant is revised to 900 KW DC peak

Vendor has gone through the RFP, scope of work and

2 safety guidelines in detail and all points are captured in
their costing and will be implemented in execution.

3 Scope of work signed off and submitted

4 Safety Guidelines signed off and submitted

Vendor has done site visit and understood the location of

5 solar inverter room, cable tray routing and earth pit
location.

Below mentioned points are just a cross checking exercise

not the complete technical specificaiton, same is
caputured in detail in RFP and scope of work

The solar PV modules support structure should be made of

6
anodized aluminium.

The walkway should be of FRP and it should be 600 mm in

width. The walkway should surround all the rows of solar
7
PV modules. All the PV modules should be accessible
through this walkway.

No hole is planned on roof sheet, no puncturing of roof

8
sheet is planned

9 Ambient temperature of 50 deg cel is considered.

Vendor has planned lifeline covering all the rows of solar

PV modules and walkway; it should provide safe hooking
point for safety belt of the persons working on roof.
Installation of this life line should be first activity to be
10
taken on roof. Life line should be such that movement
from one section of life line to other section should be
seamless that is the at no point the user should bend and
disconnect the life line

Vendor has planned water based cleaning system, the

cleaning system should be a network of pipe surrounding
the solar PV module arrays. The pipe network should have
two set of valves between two rows of solar PV modules.
Detachable hose pipe with flow control facility should be
11 provided, the O & M crew will connect this hose pipes to
the valves and spray water on the solar PV modules as and
when required. Water tapping point is available at ground
floor, vendor has to plan pipeline from this tapping point to
the roof.

Annexure B.4 - Checklist for Quoting

Vendors Confirmation
Sr. No Checkpoints
(Yes / No)

All solar inverters should be kept in one room inside the

plant building. Vendor has visited site and checked this.
Alternate location for solar inverters is on roof as shown
during site visit, if solar inverters are kept on roof or
12
outside, then inverter and ACBD should be IP65, canopy of
inverters has to be provided (even if inverter is IP65), a
cage of MS with lockable doors has to be provided all
around inverter and ACBD to provide access control

Two outputs of 250 KW capacity with Aluminium cable for

AC supply only is acceptable. All DC cables should be
13 copper. Any cable which is on roof should be of FRLS
irrespective of whether it is AC or DC.Same has been
planned and costing is done accordingly.

Supply and installation of all cable trays, cable tray

support, earth pit including excavation is in vendors scope.
14
The cable tray should carry two number of 50 mm x 6 mm
GI strip for earthing of cables.

Proper sealing of cable tray entry in main plant building

and restoring the colour of the roof sheet, wherever color
15 is damaged, has to be done. Cable tray dropping has to be
camouflaged with weather proof poweder coating of same
colr as the side clading sheet of building are.

The solar power plant has to be synchronized with grid

16 power and DG power, all controls and protection is
incorporated in the system supplied by Vendor.

150 mm clearance between solar PV modules and roof

sheet is planned and shall be provided. Design should take
17
care of effect of wind flow between roof sheet and solar PV
modules.

The installation of all the structures on roof should be in

such a way that they do not create any hindrance to free
18
flow of water, no structure on roof should create water
stagnation, this shall be ensured in design

19 No hot work is allowed on roof surface.

No work which can damage the roof surface is allowed.
20 Vendor should ensure that no scratches ot damage to roof
sheet is done, if it is done then the vendor has to correct it
at their own cost.

Any portable electrical tools which will be used on roof

surface should be operated from 24 V AC voltage. HCCB
21 cannot provide 24 V AC supply. Vendor has to arrange
suitable transformer (230 V or 415 V / 24 V AC) and install
the power distribution board near to roof . No 230 V AC
power tools will be allowed on roof surface.

No electrically live / charged component or equipment

22 should be kept directly on roof surface. All electrically live
component should be kept on insulated surface / platform.

Wind deflectors and MFL as mentioned in RFP is not

23
required.

Date - (Vendor's Signature and Stamp)

Annexure B.4 - Checklist for Quoting

DC residual circuit breaker is required. All measures to

24 prevent any DC arcing on roof is taken care in design and
execution.

Vendor should ensure that all the standards (IEC, UL, IS etc)
25 for all litems like solar PV modules, cables, junction boxes,
inverters etc are followed.

Please consider a GSM based internet facility in your

26 proposal as HCCB will not abe able to provide any internet
connection due IT policy issue.

A small PLC with SCADA and HMI or data logger with HMI
has to be provided. This PCL / Data logger should have two
Ethernet / MODBUS port. One of the port will be
connected to plant TV for solar generation display and
other will be connected to plant central data concentrator
PLC from where all the data will be sent to cloud. Please
27
develop pages in HMI and transfer same pages to TV and
data concentrator PLC. The pages should cover all the
generation details , alrams and trip data, all these data
should be transfered to HCCB TV and data concerator PLC.
Pyranometer as mentioned below should also be
connected to this SCADA / Data logger HMI.

For each roof slope, one Pyranometer must be provided.

This Pyranometer should be of Thermopile type and of
Secondary Standard. This Pyrnamoter should also be
compliant to minimum Class B as specified in IEC 61724-1
28 2017. The Pyranomeer should capture solar irradiance,
ambient temperature, wind speed and direction. The
Pyranometer should be integrated to data logger and
HMI / PLC -SCADA and PR ratio should be calculated in
Data Logger and HMI / PLC - SCADA

Monetary Penatly will be imposed on PR ratio gaurantee

29 voilation
30 Vendor has to take project inusrance

All the drawings like solar PV module array layout, ACDB

panel drawings, SCADA pages, cable tray layout, cleaning
31 piping circuit layout, earthing layout, inverter datasheet etc
should be sent to HCCB for approval, post HCCB approval
only any manufacturing or installtion shall be done.

During 10 years comprehensive maintenance period,

vendor has to ensure minimum plant availability of 99% in
an year. During this comprehensive maitnance period, the
32
repsonse time to attend any problem will be 12 hours and
time to rectiy the minor problems and break downs will be
24 hours only.
