SBM was officially implemented as a government framework of DepEd with the passage of
RA 9155 in 2001. SBM is a strategy to improve education by transferring significant decision-
making authority from the Central Office to individual schools. It provides principals, teachers,
students and parents greater control over the education process by giving them responsibility for
decisions about the budget, personnel, and the curriculum. Through the involvement of teachers,
parents and other community stakeholders in these key decisions, SBM can create more effective
learning environment for children.
The SBM Portal has 4 different components: Leadership & Governance; Curriculum &
Instruction; Accountability and Continuous Improvement; and Management of Resources.
The main outcome of SBM concepts vary considerably although they typically include
1)improving the involvement of parents and local communities in schools; 2) empowering principals
and teachers; 3) construction in local level capacity; 4) establishing responsibility approaches for
school-based actions and improving the transparency of processes by delegation of authority; 5)
improving effectiveness, efficiency and quality of schooling, thus raising student academic
achievement levels.
Discussion
A LAC Session opened first thing in the afternoon of November 26, 2021 at Ms. Saquez’
room. There was an opening program led by the Grade 9 teachers. The facilitators were Ms. Analyn
M. Panong-Maurillo and Ms. Maria Katrina G. Villacorta, Teachers I of Cabongaan National High
School. The topic was School-Based Management. They discussed on the following areas of the
SBM:
* Dimension 1: Leadership
* Dimension 2: Curriculum and Instruction
* Dimension 3: Learning Environment
* Dimension 4: Finance and Resource Management and Mobilization
* Dimension 5: Governance
* Dimension 6: Human resource and Team Development
Activity
The teachers actively participated and involved in the entire discussion by sharing their
ideas, thoughts and insights on the topics discussed. As we went through this LAC Session, we
were enriched and enlightened with the new insights that were needed to achieve the goal of the
Department of Education. Ms. Panong and Ms. Villacorta delivered their topics energetically and
substantially.
Plan
All teachers agreed that the next LAC Session would be on January 28, 2022. They would
be informed and reminded through a letter made by the documenter stating the time, venue, facilitator, and
the things to be brought at the LAC Session venue. The next facilitator would be led by the Grade 7
Teachers.
The LAC Session ended with a closing prayer but with full baggage of learning on the part
of the teachers as well as the facilitators.
