Supplement 1: Personal Flotation Devices in SAMS Stock
1.0 SCOPE:
This Instruction establishes selection criteria, availability, inspection, maintenance, storage, training,
wearing requirements and responsibilities related to the use of personal flotation devices (PFDs) in
Saudi Aramco aircraft, watercraft, offshore facilities (e.g., drilling and production platforms, fixed
artificial islands), and industrial facilities (e.g. waste water reservoirs).
* 2.0 PURPOSE:
The purpose of this Instruction is to prevent drowning of personnel when working on, over or near
water by requiring that:
- Organizations using personal flotation devices provide the proper devices, train personnel in their
use, enforce their use, and maintain the devices to established recognized standards (inspection
and testing criteria).
3.0 APPLICATION:
All Saudi Aramco organizations that have personnel exposed to drowning hazards by working over, on
or near bodies of water shall follow this Instruction.
4.0 DEFINITIONS:
Approved Personal Flotation Device: A personal flotation device that meets the requirements of
paragraph 5.3.
Personal Flotation Device: A generic term for all of the following personal devices used throughout
industry to prevent drowning:
• Life buoys
• Life jackets
• Life preservers
• Life rings
• Ring life buoys
• Work vests
• Life vests
• Personal flotation devices (Nomenclature used by the US Coast Guard)
• Personal life saving appliances (Nomenclature used by the International Maritime
Organization on Safety of Life at Sea, SOLAS)
Personal flotation devices shall be immediately available for use, as appropriate, where their use
may be necessary.
5.2.1 Personal flotation devices shall be inspected periodically for defects. Devices with de-
fects that could adversely affect their effectiveness shall be removed from the work site
5.3.1 Personal flotation devices shall comply with the applicable regulations of the
5.4.1 Wearable, personal flotation devices that are placed aboard watercraft, aircraft or off-
shore/industrial facilities for use in an emergency shall be stowed such that they will not
be damaged and are immediately available for use.
5.4.2 In general, stowage of personal flotation devices shall comply with the regulations of the

provided to all personnel who are exposed or may be exposed to drowning hazards by
working over, on or near water. In general, training shall comply with the regulations of
the applicable organization listed in Paragraph 5.3.1.
Approved, wearable personal flotation devices appropriate for the application shall be worn by
personnel during activities such as the following:
5.6.1 While being transported by personnel basket/carrier between an offshore drilling rig or
platform and crew boat.
5.6.2 While performing work from an approved personnel work platform that is suspended
over water on a crane hook.
5.6.3 While moving a blowout preventer or a diverter stack on or off the wellhead and the per-
sonnel work platform is suspended over open water.
5.6.4 While being lowered to the water in a davit-launched life raft, life boat, survival craft,
rescue craft, or inspection boat.
5.6.5 While being transported by helicopter over water, or when advised by the pilot in a fixed-
wing aircraft.
5.6.6 While working and/or walking over water on temporary scaffolds, walkways, ladders,
pontoons, or dredge claws.
5.6.7 While working and/or walking near the edges of facilities over water and there is no
handrail protection.
5.6.8 While on unmanned offshore facilities.
5.6.9 While working below the main deck on a manned offshore facility.
5.6.10 While the alarm is sounding to abandon ship, rig, or platform.
5.6.11 While transferring to or from any water craft.
5.6.12 While riding in any open or semi-open water craft.
5.6.13 While operating any water craft, with no other crew member.
5.6.14 While manually loading or unloading cargo from any marine vessel or craft.
5.6.15 While fire and emergency drills are being held on any marine vessel or craft, offshore
facility, or installation over water.
All PFDs (except those on aircraft) shall be conspicuously marked with a name, number or
identification of the watercraft, offshore facility or industrial facility on which they are placed.
6.0 RESPONSIBILITIES:
6.1 Programs and Procedures
The designated person in charge of an aircraft or marine craft shall ensure that adequate
quantities of personal flotation devices are available for the crew, passengers, and any additional
coverage recommended by the applicable organization listed in paragraph 5.3.1, and that
selection, inspection, maintenance and stowage of these devices conform to applicable industry
standards.
The superintendent or his designate in charge of an offshore or industrial facility shall ensure
that adequate quantities of personal flotation devices are available for the personnel in the
facility and that use, selection, inspection, maintenance and storage of these devices conform to
applicable industry standards.
6.4.1 Marine craft skippers, ship captains and aircraft pilots shall enforce regulations regarding
wearing of personal flotation devices in their craft. If a person aboard a craft refuses to
follow these regulations, this person shall be immediately removed from the craft, if
practical, and shall be disciplined by his department.
6.4.2 Supervisors or persons in charge of personnel in offshore or industrial facilities or work
activities shall enforce the applicable regulations regarding wearing of personal flotation
devices.
6.5.1 Training and Career Development shall provide and approve swimming courses and wa-
ter survival training programs, and shall include instructions and training regarding per-
sonal flotation devices in their courses or programs. Other department(s) shall utilize
these course(s) or program(s) for their personnel, or develop their own training courses.
6.5.2 Department heads shall ensure that their employees exposed to drowning hazards receive
the proper training to deal with these hazards.
Contractors shall provide their personnel with approved personal flotation devices if their work
has a drowning hazard and shall also provide training to their personnel on the proper wearing of
the PFDs. Saudi Aramco proponent organizations shall ensure that their contractors comply
with the above requirements.

or red cover; with retroreflective tape on front and back; with whistle and battery powered light; 5-
year storage life of battery; approved by USA Coast Guard and International Conference of Safety of
Life at Sea (SOLAS) 74/83.
(Life preservers are permanently stored aboard vessels and offshore facilities for wearing in an
emergency.)
2. S/N 21-495-105, life jacket; self inflating within 5 seconds after immersion in water; twin
chambered; orange and red; with 2 carbon dioxide cylinders, 2 oral inflation tubes, whistle,
automatic light, 5-year storage life of battery, retroreflective panels, waist belt with adjustable
buckle, lifting strap, manual override on inflator; approved by International Conference of Safety of
Life at Sea (SOLAS), 1983, and UK Department of Transport Marine Directorate.
(Self-inflating life jackets are worn by personnel who need greater freedom of movement than that
provided by a life preserver or a work vest.)
3. S/N 21-495-201, work vest; type V personal flotation device; with unicellular plastic foam buoyant
pads and retroreflective tape front and back; approved by USA Coast Guard.
(Work vests are worn by workers who need a rugged personal flotation device with greater freedom
of movement than that provide by a life preserver, and who do not need the light and whistle on a life
preserver.)
4. S/N 47-940-400, life vest; airline type; twin cell; inflatable; water activated light; single strap
donning and quick fit buckle; 16 kg. (35 lb.) buoyancy; approved by USA Federal Aviation
Administration.
(Airline type life vests are worn by passengers in helicopters and stored in other aircraft for wearing
in an emergency.)
* 5. S/N 21-590-200, ring life buoy; type IV personal flotation device; plastic foam annular ring with 432
mm (17 inch) inside diameter and 762 mm (30 inch) outside diameter.
(Ring life buoys are provided on marine vessels, offshore platforms, piers, etc., for throwing to
personnel who may fall overboard.)
