Responsible for the management and supervision of all federal environmental inve
stigations domestically and internationally; liaisons with other federal, state
and local law enforcement and regulatory partners; and training of investigators
for protection of federal assets. Managed a medium-sized federal budget with es
calating amounts; partnered with Legal, Human Resources, and Civil Department di
visions on case screenings for the most egregious environmental cases. Represent
ed the EPA-CID to all governmental, law enforcement, educational and scientific
institutions, intelligence communities, regulatory bodies, and grass-root commun
ity organizations.
Investigations
* Directed and managed highly sensitive and complex criminal environmental inves
tigations in a six-state area. Divided my agents into teams to concentrate on th
e most crime-filled areas. Prevented innumerable tons of pollution from entering
the environment; these numbers were based on required regularly reported percen
tages to Congress.
* Responsible for elevating the Philadelphia Area Office to a multi-state area o
f responsibility.
Supervised a staff of 23 investigators and clerical staff; conducted case review
s and performance appraisals on all investigative matters; initiated performance
-based awards.
* Demonstrated a proven track record of teambuilding, strategic partnering and l
ong-term planning; Philadelphia was one of the top 3 regional offices out of 10
regions; led by example.
* Represented CID at the Regional Administrator's Weekly Senior Staff meetings w
ith other division heads as part of the Senior Staff; used a relationship-based
management style.
* Developed proactive liaison among senior agency executives within EPA and outs
ide agencies; fortified key relationships to maximize resources of investigative

* Maintained task force partnerships and relationships with international, feder

* Developed a course for training regional inspectors to standardize techniques
in the collection and preservation of evidence for civil and criminal investigat
ions; for the initial effort, EPA was able to train 100 staff members without us

* Developed a case screening tool (Environmental Justice Demographic Mapper) tha
t was used by EPA criminal investigators to facilitate their caseload and reduce
screening time by 50%.
* Appointed coordinator for both Cultural Diversity and Recruitment of agents; a
uthored the division's first Diversity Action Plan; identified 150 qualified can
didates that met diversity goals.
* Coordinated efforts to benchmark diversity action plans with other federal age
ncies. Awarded two bronze medals for: (1) development of an innovative screening
tool and (2) recruitment of diversity candidates to increase the number of inve
stigators nationwide.
Incident Management
* Participated in Table Top exercises with other law enforcement partners (FBI,
DEA, Fire Dept., Police Dept., Air Quality Board, etc.) to review emergency mana
gement and evacuation procedures/strategies in case of a disaster involving terr
orist threats that are environmental and/or catastrophic in nature.
* Coordinated and maintained oversight of Homeland Security matters, emergency
responses, and protective service details pursuant to Presidential Directives 39
, 62, and 63.

* Coordinated the inventory of all federal equipment (weapons, cars, computers,
credit cards, etc.) issued to area office agents to maximize their security.
* Developed procedures for obtaining updated equipment that exceeds five years u
