PROFESSIONAL ARCHITECTURAL
CONSULTING SERVICES
APPLICABILITY
The Integrated and Accredited
Professional Organization of Architects
(IAPOA) will adopt this Standard of
Professional Practice (SPP) for
Professional Architectural Consulting
Services (PACS), which will then develop
the covering guidelines and Manual of
Procedure (MoP), as a step to strengthen
the local market for Filipino Professional
Consultants, as well as to preserve and
level the field between and among
Registered and Licensed Architects
(RLAs) and Foreign Consultants/Foreign
Architects (FCs/FAs).
SCOPE OF PROFESSIONAL
ARCHITECTURAL CONSULTING SERVICES

A Professional Consulting Architect (PCA) may
provide services to the client directly or indirectly in
the manner specified, proposed, or issued by the
Commission/Board through the IAPOA.

METHODS OF COMPENSATION
A.Through the Integrated and Accredited
Professional Organization of Architects, a
Professional Consulting Architect (PCA) may deliver
services directly or indirectly to the customer in the
manner regulated, suggested, or issued by the
Commission/Board (IAPOA).
B. Compensation for a professional consulting
Architect (PCA) can be calculated using one or more
of the methods below, with adjustments for
different types of services and/or individual
instances.
1. Per diem or Hourly basis
2. Retainer
3. Salary cost times a multiplier, plus direct
cost, or reimbursable expenses
4. Fixed/Lump Sum payment
5. Percentage of total project cost
C. Recommended Professional Fee
1. The type of services to be delivered and the conditions
under which they are to be done will determine the
compensation of fees for professional architectural
consulting services (PACS).
2. Compensation for PACS that only require one kind of
skill/specialization or related types of expertise will be
considered differently than compensation for services
that require multiple types of expertise.
3. Compensation and benefits must be equivalent to
those offered by foreign consulting firms.
4. There will be no pay discrepancy between Filipino
professional consulting Architects (FPCAs) and their
international competitors.
5. PCAs must follow and be guided by the appropriate
rules of the Code of Ethical Conduct and other Standards METHODS OF

of Professional Practice pertaining to compensation.
6. The CEC and SPPs must be respected and recognized
by all institutions, including the government, private
sector, CSOs, and the international community.
OWNER'S
22.1 The major consideration in hiring the services
of a Professional Consulting Architect (PCA) is
his/her qualifications as herein provided such as
