WHEREAS, The executive and legislative branches of the Associated Students of the
University of Oregon (ASUO) both advocate for issues and concerns shared by
students at the University of Oregon;

WHEREAS, The current publicly available plans for Phase II of the Knight Campus
Center for Accelerating Scientific Impact includes a 175,000-square-foot, multi-story
bioengineering and applied science research building with an estimated budget of $225
million, slated for two acres along Riverfront Research Parkway;

WHEREAS, The plans outlined for Phase II of the Knight Campus Center for
Accelerating Scientific Impact is projected to significantly disturb the operations of the
Urban Farm in its current location both during and after the building’s construction
process;

WHEREAS, Potential disturbances to the operations of the Urban Farm include the use
of the ‘Back 40’ as a construction staging area, Urban Farm classroom disruption from
adjacent construction noise, and a potential footprint and acreage reduction to the
farm’s eastern boundaries;

WHEREAS, The ‘Back 40’ refers to nearly half of the Urban Farm’s usable garden
space that houses over thirty orchard trees, over a dozen Port Orford cedar trees,
established composting sites, native species and bee habitat, and numerous perennial
plant beds;

WHEREAS, The “area of impact” outlined in the April 2021 Knight Campus Laboratory
Building Site Campus Planning Requirements, encompasses the entirety of the Urban
Farm;

WHEREAS, The Campus Tree Plan states that “The UO campus is an arboretum and a
tree identification Classroom.” The Urban Farm maintains over fifty trees that fall outside
of the officially designated Urban Farm Outdoor Classroom;

WHEREAS, The University of Oregon Campus Plan states that “All development,
redevelopment, and remodeling on the University of Oregon campus shall incorporate
sustainable design principles including existing and future land use, landscaping,
building, and transportation plans” in Principle Ten: Sustainable Development;

WHEREAS, The University of Oregon Campus Plan states that “All university uses are
important to the university. A new use must not benefit at the expense of an existing
use” in Principle Five: Replacement of Displaced Uses;

WHEREAS, The Urban Farm plays an integral role in academic programs beyond of the
School Architecture and Environment, including Environmental Science, Environmental
Studies, Food Studies, Global Studies, School of Planning, Public Policy and
Management, the SAIL Program, First Year Interest Groups, and more;

WHEREAS, Students from over ninety degree programs enroll in the Urban Farm class,
and students from approximately forty degree programs are currently enrolled in the
2022 Spring term Urban Farm class alone;

WHEREAS, “We value our shared charge to steward resources sustainably and
responsibly” is among the values listed in the Mission Statement of the University of
Oregon;

THEREFORE, LET IT BE RESOLVED that the ASUO Student Senate,

(1) Supports the efforts of Save the Urban Farm, a cross-departmental coalition of
UO students aiming to prevent the Knight Campus development from harming
the Urban Farm;

(2) Stands in opposition to any future development of the Knight Campus that
jeopardizes the Urban Farm’s ability to continue its current operations as usual,
in its current location;

(3) Calls upon the University to ensure that any proposed plan displacing the Urban
Farm or its activities to be accompanied with a contingency plan offering equal
function and ecological benefit of that of the Urban Farm’s current operations;
and

(4) Demands that students as well as relevant faculty and departments shall be
involved in conversations revolving any relocation or future operation of the
Urban Farm.
