The Office for Alternative Dispute Resolution
(OADR) is an attached agency of the Department of
Justice which was created pursuant to Republic Act
(R.A.) No. 9285 or the Alternative Dispute
Resolution Act of 2004. It shall have a Secretariat
to be headed by an executive director. The
executive director shall be appointed by the
President of the Philippines. On Jan. 8 , 2020 Atty.
Irene D.T. Alogoc was appointed by President
Rodrigo Roa Duterte.
MANDATE AND OBJECTIVES
OF THE OADR
The mandate and objectives of the office are the following:

(a) to promote, develop and expand the use of ADR in the private and public
sectors;
(b) to assist the government to monitor, study and evaluate the use by the
public and the private sector of ADR, and recommend to Congress needful
statutory changes to develop; and
(c) to strengthen and improve ADR practices in accordance with world
standards.
VISION OUR VISION
We envision an enlightened society that rises
above conflicts and empowers parties in making
arrangements to settle their own disputes that is
fair and just for all. Towards this end, the OADR
will be a dynamic policymaking body that aligns
itself with global trends in promoting and
institutionalizing the effective and ethical use and
practice of ADR in the Philippines

LEGAL BASES FOR CREATION AND FUNCTIONS OF THE OADR
R.A. NO. 9285
ADR ACT OF 2004

WAS ENACTED ON APRIL 2, 2002 TO INSTITUTIONALIZE THE USE OF AN


ALTERNATIVE DISPUTE RESOLUTION SYSTEM IN THE PHILIPPINES AND TO
ESTABLISH THE OFFICE FOR ALTERNATIVE DISPUTE RESOLUTION, AMONG
OTHER PURPOSES.
E.O. NO. 97, S. 2012
It revoked E.O. 523, series of 2006,
and conferred upon the OADR the
management, development,
coordination, and oversight of ADR
programs in the Executive
Department, thereby transferring all
the powers, functions and duties
from the Office of the President to
the OADR.
E.O. NO. 78, S. 2012
It mandates the inclusion of provisions on the use of ADR
mechanisms in all contracts involving public-private
partnership projects build-operate and transfer projects,
joint venture agreements between the government and
private entities and those entered into by local government
units.

The Implementing Agencies assigned are the National


Economic and Development Authority (NEDA), OADR, and
Public-Private Partnership (PPP) Center.

PHILIPPINES AND ELSEWHERE MAY BE STORED AND
THE IBP, PRIVATE ADR ORGANIZATIONS, AND IN LOCAL
ACCESSED;
AND FOREIGN GOVERNMENT OFFICES AND AGENCIES AND
INTERNATIONAL ORGANIZATIONS;

V.TO CERTIFY THOSE WHO HAVE SUCCESSFULLY VI. TO CHARGE FOR SERVICES RENDERED SUCH
