Introduction

Curfew is a regulation requiring people to remain indoors between specified hours,

typically at night. Imposed curfew hours were from ten o’ clock in the evening

(10:00 pm) to five o’ clock in the morning(5:00 am) for minors (person’s below 18

years of age). This was set by local government, it is intended to restrict the hours

during which minors are allowedto be cut in public. They enact curfew laws that

keep teenagers under the age of 18 off the streets and away from gangs, drugs, and
crime. The curfew ordinance ensures the safety of teenagers, as well as preventing

crime, and regulate society. Keeping the curfew laws at the local level make it

easier to regulate issues from area to area.

Peace and order are an essential ingredient in

maintaining economic development, social order, and

political stability. A condition of peace and order

facilitates the growth of investments, generates more

employment opportunities, and attracts more tourists.

Economic development generally refers to the sustained,

concerted actions of policymakers and communities that

promotes the standard of living and economic health of a

specific area. Peace refers to absence of hostility. It

refers to an environment that is characterized by

healthy interpersonal and international relationships,

acknowledgment of equality and fairness. The barangay

being the basic unit of the local government plays an

important role in the development of the nation. The

status of peace and order in a barangay illuminate the

country, and a peaceful barangay is a peaceful country.

It helps in maintaining social order, political

stability through the help of the executive orders of

the government because of that the economy has been

fully reorganized.

Enforcement of curfews also varies by jurisdiction. In Texas, Dallas, Ft.

Worth, San Antonio and Austin, are implemented the ordinance of curfew. Some

laws specify that police can arrest youth and prosecute them as curfew violators;
others require ticketing of youth; while others specify that police can bring the

violators to a detention facility and have the parent bring the child home after a

fine is paid. Curfew hepls young potential offenders by keeping supervised off the

street during hours at night. Curfew laws operate so that youth found violating the

curfew are held in custody until a parent or guardian can pick them up. Therefore,

these incapacitated youth are unable to commit crimes. At the same time, it

changes the activities of potential youth victims who, without the curfew, may be

out in public spaces without a capable guardian, and therefore, be more vulnerable

as a crime target. This is in line with routine activities which posits that an

individual's risk of victimization is related to common day activities increase or

reduce exposure to motivated criminal offenders.

Some legislators struggle with crimes and have initiated curfews for teenagers

believing that if they can keep young people inside at night, they will have fewer

problems. With this, curfew had been possible. According to the Philippine

National Police say that in imposing the curfew for minor across the country as well

as penalizing parents and guardians of the violators, this would become strong

deterrent against crime involving minors and juvenile delinquent. Police authorities

also highlighted that an increase number of teenagers and juvenile delinquents

accosted for involvement in varied felonies include illegal drug trafficking and

abuse, robbery-holdup, snatching, theft, homicide and gang wars. In Las Piñas City,

the police and the barangay officials were ordered by the Mayor to fully implement

the ordinance on the curfew of minors. This action was to ensure that the minors

were really protectedby the state against possible forms of violence and to

promote social order. The Barangay Local Government Unit (BLGU) has the

responsibility to establish peace and order in their respective barangay. To ensure


the safety of its inhabitants, they enact laws and ordinances and barangay tanods

implement such laws. ble to begin laying the critical foundation for promoting the

rule of law, good governance, economic growth, and healthy social development.

In the advent of changing society, people are vulnerable of adapting on changes.

However, in proper guidance of the state, it is possible that people acquire what is

due to surprise endeavors. In Brgy. Quirino District Poblacion, curfew had been

implemented particularly on teenagers. This has been made because of the belief

that it deter crimes, avoid victimization and even provide guidance for the

youngster against potential harms. Having the autonomy in the implementation of

the programs, projects, and activities (PPA's), they are particular on the youth

welfare and so many ordinances were enacted for implementation. There are

different curfews imposed by the legislative and even local ordinance which

promotes anti-hazards, anti-crimes and anti-violence program. It is indeed an ideal

proposition of providing a safe and sound environment among teenagers who are

weak on the disadvantageous effects of changing generations from a more

liberated one. In connection to crimes, adult are not just prone of it even children.

The manifestations of curfew in the barangay were based on rampant new of

killings which involves teenagers. Another indexes of it is the habitual activities of

teenagers that causes disturbance in the community such as singing using Karaoke

until dawn, drinking or having party on the streets and gang-war participated by

different fraternities or street children.

Barangay Officials in Quirino District Piblacion Las Navas Northern Samar

develops a scheduling scheme to conduct patrol prior and during the

implementation of curfew hours. Furthermore, the strict implementation and

giving of teeth to the law also be observed. Wile The SK Officials develop programs
for the students to refrain them from violating curfew hours because of academic

requirements. Lastly, the Barangay Officials adapt the proposed action plan as their

basis to enhance the implementation of curfew hours. This action was to ensure

that the teenagers were really protected by the state against possible forms of

violence and to promote social order. It is the utmost purpose of the study to

evaluate the level of implementation curfew among teenagers that imposed

various local ordinances for curfews on habitual activities, minors welfare, safety

and security measures to empower the law of the country. It is the role of the

researchers to gather appropriate data of responses from the respondents and

deliver public information on the perceptions of local government officials and

concern citizens with regards to the effectiveness on the imposed curfews in the

community.

Foreign Literature

Review of Related Curfews have reemerged recently as a popular option for policymakers in

Literature and their efforts to deter juvenile victimization and delinquency. Imposed on and off

there is a perceived need for more stringent efforts at social control. For example,

curfew ordinances were originally enacted in the 1890's to decrease crime among

According to United Nations Fund for Population

Activities (UNFPA, 2011), IEC combines strategies,

approaches and methods that enable individuals,

families, groups, organizations, and communities to play

active roles in achieving, protecting and sustaining

their own health. Embodied in IEC is the process of

learning that empowers people to make decisions, modify

behaviors and change social conditions. As such, the

situation observed in the different barangays may imply

that weak use of communication strategies like the use

of IEC materials may lead to poor compliance or

participation of the people. Local Awareness is the

process by which an innovation on technology is brought

to the attention or consciousness of a community. All

innovations and technologies new to a community are

perceived merely as information. As information, it

merely consists of message flows on innovations and

technologies that are static in time and linear in

nature with little implication for future action. In

connection, based on the findings, it was therefore recommended that the

Barangay Officials as the implementers of curfew hours in their respective area of


responsibility should maximize the use of social media platforms like Facebook. This

social technological platform would serve as a great help for the publication of

curfew hours and its consequences to increase the awareness of the residents.

Local Literature

According to Philippine National Agency, (2016), Dumaguete City, Negros Oriental

— Sr. Supt. Harris Fama, the acting provincial Philippine National Police (PNP) director of

Negros Oriental, has directed town police chiefs in the province to strictly implement

existing local ordinances imposing curfew hours. Fama said 10 of the 25 towns and cities in

Negros Oriental, however, still do not have curfew ordinances. These are the municipalities

of Amlan, Ayungon, Basay, Jimalalud, La Libertad, Mabinay, Pamplona, San Jose, Tayasan,

and Vallehermoso. Dumaguete City, the provincial capital, along with the cities of Tanjay,

Bais, Canlaon, Guihulngan and Bayawan, and the municipalities of Sibulan, Manjuyod,

Bindoy, Valencia, Bacong, Dauin, Zamboanguita, Siaton and Sta. Catalina have existing

ordinances that impose curfew hours for minors. In Dauin town, one minor Tuesday

evening was apprehended for violation of the curfew ordinance but was properly turned

over to his parents, said Dauin police chief, Sr. Insp. Edwin Tuble. Over in Bais City, joint

personnel from the city police, the local government’s Civil Security Office and the City

Social Welfare and Development Office (CSWDO) apprehended six minors of varied ages

for “loitering and roaming around the city.” Local Government Unit (LGU) has conducted

information drives during the first days of the implementation of the curfew for minors

ordinance prior to its amendment in 2008. Mr. Teofilo Langgato of the Legal Service Office

of the municipal government said that mass information drive included attending barangay

assemblies whenever invited to announce or remind the community regarding ordinances

such as the curfew for minors. Another key informant said that they did information

dissemination regarding the ordinance through informing mainly the parents who attended
the general assembly and the parents of the violators.

According to Lagsa, B. (2016), CAGAYAN DE ORO CITY,

Philippines – As the city government implements a curfew

for minors aged 15 and below, the local social welfare

office has sought the help of the Department of Interior

and Local Government (DILG) to order all barangay

officials to enforce the ordinance. "Now that President-

elect Rodrigo Duterte has announced the nationwide

curfew, we would like the DILG to put teeth into the law

and put the barangay officials to act and implement it,”

said City Social Welfare Officer Teddy Sabuga-a said the

city will now fully implement the curfew and has

released guidelines to coincide with the opening of

classes in June, though barangay-level implementation

has 19 been difficult. Sabuga-a said this is because

"for some barangay officials, curfew is not part of

their advocacy." He said the curfew’s objectives are to

strengthen responsibility among parents over their

children as a basic obligation and to strengthen

"advocacy in protecting children at risk from becoming

children in conflict with the law, thereby curtailing

incidence of crimes committed by children in partnership

with various stakeholders.

Related Studies

In the study of Roberts, T. (2016), many people


have jokingly said that nothing good can happen at such

and such an hour of the morning. Ironically, in many

cases that statement is very true. That is why it is so

important to give your child a curfew. By giving this

curfew you set up a boundary, set your child up for

accountability and communicate that your child still

reports to you even in this area. It is amazing how many

parents either do not give their child a curfew or an

unbelievably late curfew. We need to remember that we

are to set our child up for success and not failure.

Start small. Give an early curfew in the beginning so

that as your child is successful at meeting the curfew

you can make it later. Also keep in mind that the state

has given most teenage drivers a curfew already. Another

benefit for a curfew is that you can wait up to meet

your child. You must be able to do this to help hold

your child accountable. This is also a great time to

open the doors of communication. As they are coming off

the emotion of the date you can be there to debrief

them. This can really help to set you up as the go to

person when they need help or have questions in their

relationships.

In the study of Welsh, J. (2010), there are many

words or phrases that teens dread hearing from their

parents; one of these words is “curfew.” Many teens see

the adolescent years as a time to break away from their


family and parents and experience more freedom in

certain aspects of their lives. Having a curfew seems

unfair and unreasonable, but what many teens fail to

realize is that curfews are beneficial to their overall

well-being. Curfews have many advantages that teenagers

might not realize; these advantages include staying out

of trouble, better time management, less sleep

deprivation, and increased focus in school. When

following curfews, teens tend to stay out of trouble

more because criminal activity or high-risk behavior is

more likely to occur later in the evening when parental

supervision is not present. Curfews help teens to become

used to setting a schedule which they routinely follow

and become able to develop important time management

skills which they will carry out into adulthood. Being

able to manage time effectively is useful in a variety

of situations including school, work, and personal

relationships. Setting curfews also help teens to be

able to get to sleep at a decent time, which leads to

subsequent focus and wakefulness in school, this could

ultimately even lead to better grades. It is important

to note when exceptions to curfews should be acceptable.

As what cited in a related study published in Coral

Lifestyle, (2016), curfews are designed to ensure your

teenagers are safe and free from harm and trouble, it

also helps curtail juvenile deliquesce. Often, most


teenagers rebel against curfews because they feel they

are matured enough to make decisions of their own. It is

important in such situations to sit your teenager down

and explain the importance of curfews, its benefits and

obedience to rules and regulations. It is sad when

teenagers are seen loitering around at odd hours of the

night, in some cases they may be tagged as useless

children, prostitutes, and thieves. They can even be

held responsible for crimes they did not commit because

they are seen outside their homes at such ungodly hours.

Curfews are important because it makes your child become

accountable.

Similarities and Differences of the Present Study and

those Reviewed

The study of Braid, United Nations Fund for

Population Activities (UNFPA), and Lagsa, present the

study have similarities and their one major variable,

research design, research and instrument, and sampling

and statistical tool.

Both studies are similar in their one major

variable because they focus on the level of

implementation of curfew among teenagers. Both studies

are also solving in their research design which

descriptive correlational method and in statistical

tools, study use frequency counts, percentage, and

weighted mean. Both studies are the same in their


instrument which survey and questioner.

While Roberts, T, Welsh, and Coral Lifestyle, focus

and study and the present study have differences in

their major variables, locale respondents, research

instrument and their statistical tools.

Both studies are different in one major variable

because they focus from our different personal

experience, cultural interaction, process of expressing

ideas and juvenile delinquency.

Both of their studies focus on their locale while

the present study is focus on the Level of

Implementation of Curfew among teenager in Quirino

Poblacion Las Navas Northern Samar. Both studies are

different in their respondents because Braid and Lagsa

generalized implements a curfew for minors aged 15 and

below between urban cluster and rural areas, Roberts and

Welsh respondent has a specific areas among minors in

conducting studies while the present study has their

respondents which are the Brgy. Quirino District

Poblacion Las Navas Northern Samar. Both of their

studies are used survey and questionnaire only.

These are similarities and differences for the past

studies and the present study.

Objectives of Generally, this study will focus on the level of

the Proposed implementation of curfew among teenagers in Barangay

Research
Quirino District Poblacion, Las Navas Northern Samar.

Specifically, this study aims to:

1. determine the socio-demographic profile of the

respondents in Barangay Quirino District Poblacion,

Las Navas Northern Samar.

In terms of:

1.1 age,

1.2 sex,

1.3 civil status

1.4 training seminar attended

2. know the level of implementation of curfew among

teenagers in Barangay Quirino District Poblacion,

Las Navas Northern Samar.

3. test the significant relationship between socio-

demographic profile of the respondents and the

level of implementation of curfew in Barangay

Quirino District Poblacion, Las Navas Northern

Samar.

Theoretical In the theory of Maslow’s Hierarchy of Needs as

Framework cited in the study of Psychological Science of Schaller

(2010), Safety needs in Maslow's hierarchy refers to the

need for security and protection. When people have their

physiological needs for food and water, met, their

safety needs dominate their behavior. These needs have

to do with their natural desire for a predictable,

orderly world that is somewhat within man’s control.


Safety needs in today's world can manifest themselves as

job security, savings accounts, insurancepolicies,

financial security, and health and well-being. Taking

the account to consider the stages of needs of human

person safety is included.

This theory related to the study because it provides a

certain idea among researcher in understanding how

important safety among people and how they view the

society’s law implemented in the community. The

proponents will evaluate how they perceive the level of

safety that they get from the government and how

functional the ordinances or laws that the country has.

Another theory which is the Social Control Theory by Walter

Reckless (December 1961) that posted a person's inner and

outer control both work together to negate deviant

tendencies. According to Reckless, the behavior of

individual is determined by what he/she wants or desires

the most at any given time. The inner and outer controls

discourage him from deviant’s tendencies.

The Social Control Theory related to the study

because it means that one must follow the rules and

norms and tended not to go against it. There is

conformity and compliance what has been implemented by

the authorities one has to follow or else a punishment

is further provided.

In the Deterrence theory, connected to the study


of street crimes by Lundman (2012), Research on

deterrence has shown a lot of interest on street crimes.

There is a significant correlation between curfew laws

and the reduction or deflection of deviant criminal

activities. In other words, “strict curfew enforcement

follows deterrence theory, which argues that certain,

swift, and severe punishments will cause juveniles to

rationally weigh consequences and commit fewer criminal

acts”

Statement of This study aims to determine the level of

the Problem implementation of curfew among teenagers in Barangay

Quirino District Poblacion, Las Navas Northern Samar.

Specifically, this study seeks to find the

answers to the following:

1. What is the socio-demographic profile of the

respondents in Barangay Quirino District Poblacion,

Las Navas Norther Samar?

In terms of:

1.1 age

1.2 sex

1.3 civil status

1.4 training seminar attended

2. What is the level of implementation of curfew among

teenagers in Barangay Quirino District Poblacion,


Las Navas Northern Samar?

3. Is there a significant relationship between the socio-

demographic profile of the respondents and the level of

implementation of curfew in Barangay Quirino District

Poblacion, Las Navas Northern Samar?

Hypotheses Based on specific problem and objectives of the study a

null hypothesis will be tested:

1. There is no significant relationship between the

socio-demographic profile of the respondents and

the level of implementation of curfew among in

Barangay Quirino District Poblacion, Las Navas

Norther Samar.

Significance This study tries to find out the level of

of the implementation of curfew among teenagers in Brgy.

Proposed Quirino District Poblacion, Las Navas Northern Samar.

Research Accordingly, the following groups of individuals will be

benefited in one way or the other.

PNP Personnel. The result of this study will help

them to upgrade and enhance its capabilities of

implementing the MPS Strategic Action Plan in Las Navas

Northern Samar.

Sangguniang Bayan Members. This research will be

a great help for the Sangguniang Bayan Members as policy


making body who legislative laws for the welfare of the

teenagers and youth pursuing good for the community in

decreasing number of minors in belonging to the crime

and making the town a better place.

Schools. The result of this study will help to

encourage the teenagers and students to be responsible to

their obligation on the schoolwork than to make

unhealthy habits. It also includes molding and shaping

teenagers behavior, attitude, and cultural background

towards their self with the respective knowledge of

being aware in different kind of laws implemented in our

society.

Barangay Officials. The result of this study

serves as their guidelines to consider this issue to

prevent crime and become a victim of any violation as

well as to have discipline in the said barangay.

Parents. The results may guide to the parents

with the role they have portray in supporting and taking

care of their child throughout the possible situation in

going outside in the night. They are responsible to

control and manipulate their child in not to go outside

the corresponding curfew.

Teenagers/Youth. The outcome of the study serves

as tools that will assist them to improve their current

techniques through the provision of significant data

imparted by the study.


Future Researchers. The result of this study

would help the future researchers who would like to

conduct similar study.

Research themselves. During and after the phase

of the study, the researchers who are currently conducting

would gain essential knowledge about research and the

implementation of curfew among teenagers which is very

relevant to their job.

Scope and This study will focus on the level of

Limitation of implementation of curfew among teenagers in Barangay

the Proposed Quirino District Poblacion, Las Navas Northern Samar.

Research The researchers confine this study with specific limited

to the demographic profile of the respondents. This

study covers the perception of Municipal Polce Station Las

Navas, Barangay Officials, Brgy. Tanod, Parents and also

teenagers in the level of implementation of curfew in

Barangay Quirino District Poblacion, Las Navas Northern

Samar.

The aspects that prevades to the researchers were

in terms of financial capacity for the study and limited

time frame.

Research This study will use a descriptive correlational

Design research design. It describes the socio-demographic

profile of the respondents and the level of

implementation of curfew among teenagers in Barangay


Quirino District Poblacion, Las Navas Northern Samar.

This also will use the relationship between the

socio-demographic profile of the respondents and the

level of implementation of curfew among teenagers in

Barangay Quirino District Poblacion, Las Navas Northern

Samar in which the correlational research methodology

will be applied.

Population, This study involves the 22 Municipal Police Station Las Navas,
Sample Size,
11 Barangay Officials, and 8 Baranggay Tanod who are
and Sampling
responsible in implementing the curfew and to guide the

teenagers to follow the rules implemented in Barangay

Quirino District Poblacion, Las Navas Norther Samar. And

also a selected 20 parents and teenagers are allowed to participate in this study

because in this case when the teenagers are not following the curfew hour

implemented by the Barangay the parents of the teenagers will serve as violator

and giving them a penalty because they are responsible to their children to stay at

home preventing related crime among teenagers and avoid disturbance of the

resident who rest at night. The researchers decide to get the 100%

of the total number of respondents in implementation of

curfew among teenagers/youth as involve up to this

study.

The study will be utilized the questionnaire-

Research checklist with Likert type scale serve as main gathering

Instrument tool. In gathering the primary data, a structured

questionnaire will be adopted from previous researcher from Shelby


Hilsidburn (October 21, 2011) and Kendrick Mañago (2016) to be

administered to the respondents in this study.

The questionnaire will be composed of two parts;

Part I will deal on the profile respondents such as age,

sex, civil status, trainings and seminar attended, and the purok where

respondents are currently residing.

Validation of the Moreover, the part II will focus on the level of

Procedure

The instrument to be use in this research study will be adopted in the previous

research so, it is not necessary to validate.

Prior to the gathering of data the researchers will be send a letter of request to

the office of Chief of Police, for the MPS Las Navas which allow student researcher

to determine and identify the huge impact and outcome will respect to the

implementation of curfew hour in Brgy. Quirino District Poblacion. Then, the

researcher make a letter address to the office of the Barangay Captain asking

permission to conduct a study. Upon approval a separate communication letter will

send to respective Barangay Officials to allow the conduct of study. Next, ask

permission to the parents to participate the study conducted including their

teenager children regarding the implementation of curfew hours in Barangay

Statistical Treatment of Quirino District Poblacion Las Navas Northern Samar to keep their child not to go

Before the administration of the questionnaire, the researchers will give an

overview on the proposed study, its purpose and importance. Once the

questionnaire has been answered by the respondents, it will be automatically

retrieve by the researchers for tabulation and interpretation of data.

The data gathered will be treated and will be interpreted using frequency counts,

percentages, and weighted mean.

The multiple regression analysis (Broto, 2010) will be adopted to find out the

significant relationship between the independent and dependent variables. The formula

for multiple regression analysis is as follows:

Definition of Terms Curfew Hours. Conceptually, it refers to a specific time that informs the public

with respect to time management through legal guidance and regulation to

promote peace and order in a specific locale/community. Operationally, the


term is used to determine the awareness of the local residents on the

implementation of curfew hours in Brgy. Quirino District Poblacion Las Navas

Northern Samar.

Implementation. Conceptually, it refers to legal action that the local and city

government officials are involved in its dissemination to foster and pursue its

advocacy for peace and order in the community. Operationally, the term is used

to identify the ways and methods on how the implementation of curfew hours

will be done effectively and efficiently in the community with the active

participation of the local residents is also acknowledged.
