SUMMARY:

The main purpose of this report is to describe an overview of women employment and
empowerment. This report consists of the review of the Financial Inclusion Barriers and
Women Empowerment in India. The report reveals that women of India are relatively
empowered socially by the government initiated schemes. This article shows that Women
empowerment leads to social change and a broader fight against global poverty.

The second report consist of the book review of WOMEN EDUCATION AND
EMPOWERMENT IN INDIA BY DR.TAZYN RAHMAN. It comprises the various ways
through which women can be empowered like digitalization, education and sports. It also
consists about the role of ICT, self Help groups, Sarva Shiksha Abhiyan, cooperatives etc in
empowering women and it also highlight the participation of women in politics.

The third report is based on the 3 days national online webinar on WOMEN
EMPOWERMENT THROUGH WOMEN ENTRENEURSHIP. Different speakers
lectured about the importance of women entrepreneurship which was conducted by GSSJC
Center for women empowerment cell.

OBJECTIVE:

The main purpose of this report is to describe an overview of women employment and
empowerment. This report consists of the review of the Financial Inclusion Barriers and
Women Empowerment in India.
These are some of the objectives of the report:

● Examining the SHGs reach and role towards empowerment.


● About plans to establish a bridge between issues in society and women’s
empowerment.
● Contribution made towards empowerment of women in India.
● Relationship between gender and development, formulation of gender equality policy
and how the gender planning and practices implemented.

Financial Inclusion Barriers and Women Empowerment in India

A country’s progress hugely depends on the contribution of its women population as


well. Entrepreneurship is an ability to run a business associated with risk and aimed to make
profit. That's how entrepreneurs help towards the rise of an economy. In Recent times,
women entrepreneurship in India is spoken about all around. Empowerment of women is
when a woman enjoys economic independence and financial decision making rights. Hence it
is extremely important to utilise this population into the economic activity of a country. But
there gender based discrimination in the society we live in. The study also reveals that
women in India are relatively demotivated and they enjoy lesser status than that of men in
spite of many efforts undertaken by the government. Gender gaps always remain with respect
to access to education and employment. Financial inclusion aims at providing financial
stability to the weaker parts of the society which leads to social upliftment. Inclusive growth
is meaningless without the marginalised sections of society. Studies found many shared
efforts and experiences to prove motivated and mobilised women's capability and confidence
turning to capital leads in a prosperous future for the women and also for their communities
as a whole.
India's new idea which is ‘inclusive growth' includes a path for enabling women in the
development process of the self and the society. However, it is largely dependent on the
attitude of the people towards gender equality. There are strategies and practices that may
enable the SHG reforms and remove the barriers that remain in the way of reaching total
empowerment of women. Also studied that access to education and employment are only the
enabling factors to empowerment, achievement towards the goal.

1. Introduction

Empowerment of women is an indispensable tool for achieving advancing


development and growth. Empowerment gives individuals the power to realise their identity
and conquer in all spheres of life. Unemployment, Poverty and high population are huge
challenges India has faced for a long time since independence. The Government understood
that unemployment and poverty could be removed by effectively promoting small scale
industries and by offering encouraging offers to entrepreneurs. Gender equality only leads
towards the development of a country. The Government brought in various policy measures
in its planning to remove poverty and unemployment. Therefore it is found that with the help
of the Government, entrepreneurship growth had started in India way back in the 1970s. In
India the majority of women don’t have economic independence and also don’t have the
authority to take any financial decision. The Government of India has a major focus on the
financial inclusion of the women in India. In India financial inclusion is also a major policy
of the government recently. The Government of India has taken numerous efforts to empower
women with the implementation of financial inclusion policies. UNDP (1990) brought in the
concept of Human Development Index which stayed as a broader measure of progress the
nation is making but it later became very well known achievements and identifiers in growth
of both genders. Contrary to the general belief is that development is gender-neutral and also
the statistics show that women stay behind men all over the world in almost all aspects of
life .It's to be noted that without empowering women, overall development of society is not
possible.
Financial inclusion is a way to reach Inclusive growth which can be achieved by
individual and institutional efforts. SHGs, Banks, cooperatives become crucial stakeholders
of women empowerment and financial inclusion. The role of education in this regard is huge.
It acts as a boost for social bringing and enhancing the returns on investment made towards
every aspect of growth of society. The role of education is a catalyst for promoting women
empowerment and gender equality. It's the only method to achieve equality as it ensures
development and growth with respect to the world, the skill to come up with critical thoughts
and practical knowledge which leads to developing self-respect and self-confidence. It’s one
of such widely accepted methods to reach economic development. Education gives women
the skills, self-confidence and knowledge to grow in this developmental process.

2. SHGs role towards Women Empowerment

Though 48 percent is women in the total population, their participation rate in


economic activities is only 34 percent. National development is possible only when women
are pulled into the mainstream works. SHGs which is a major means towards women's
financial inclusion when rural Indian women weren’t much known with the primary banking.
SHGs are the prime route for the financial movement. SHGs are important to stop
exploitation and build confidence for economic stability in the poor, particularly women who
are invisible in the social structure. They push towards Women's economic stability and
improve their social well being. Example TATA Steel's Tejashwini programmes were
designed to bring up the lives of women through SHGs, and they were successful in bringing
up the socio-economic empowerment of women in becoming independent. Today Tejashwini
is across 800 villages in Chhattisgarh, Odisha and Jharkhand. Similar ideas must come up
which ensures the monetary empowerment of Women.
Other than self-employment, there are other measurements of financial inclusion. For
example, its savings. One such way to identify women empowerment is through SHGs and
through their savings realisation and potential. Statistics prove that more citizens from
scheduled castes have started to save money only after knowing the importance of SHGs. It
is the rise and emergence of a 'group' that generated such drastic improvements in the lives of
women. This opened paths for enormous changes that come up in different domains of their
lives. Gender Empowerment Measure identifies gender inequality in three areas such as (a)
Economic participation (b) Political participation and (c) Power over economic resources.
Standardized Index of Gender Equality (SIGE) is about possible extent of gender
equality and avoids the problems of GEM and GDI. It is an approximation of such an overall
index. Women empowerment which leads to women’s leadership on policy
decision. Its identified that women were also likely to participate in policy making
process if the leader happened to be a woman. Violence against women were also dominant.
Freedom from domestic violence is also a key part of any exercise for evaluating
empowerment progress. The effect of female political representation in the State legislature
in the context of India and expressed that a politician's social position and gender matters for
policy making. Education also plays a huge role in human development; as a matter of fact
the other two components – income and health are dependent on educational development.
This makes a person more productive. Education increases the chances of fitness and
employability. And, education leads to knowledge. Specifically, education among the females
is of huge importance, not only for involvement in civic activities, but also for raising
children for a better future.

3. Problems and Prospects

However, lack of good education among women is enabling low technical knowledge
and business among them which acts as barriers towards the growth of women in the society
to take up any critical activities. Financial literacy ensures women to act smart by
understanding the basics of banking, planning savings and understanding the allocation of
assets. This helps women to choose the best as per her requirements and empower them to
utilise their rights. Illiteracy with ignorance is a hindrance towards growth.

4. Financial Inclusion and Women Empowerment in India

For the society’s growth, women in the society should be given equal economic
chances. India is still a developing nation and the society of India is still traditional where
women are not considered to be in equal status along with men. However, financial inclusion
will ensure access to financial services at an accessible rate to the lessly accessible sections of
the society. Financial liberty encourages a woman towards growth which will lead the society
towards growth. In India all kinds of financial decisions were taken generally by men of the
family. Despite the women’s participation in all the activities, the majority of the financial
decisions are taken by men in a family. With education, Indian women have started to earn
more and moved to become financially stable.

5. Conclusion

Microfinance is an attempt at economic independence of the masses and the


marginalised, especially women. All organisations including media should play an active role
in creating awareness and eliminating gender inequality in society. We need to focus mainly
on women because in every society they struggle against gender norms that limit their
resources and opportunities for improvement. Real and sustainable growth of India depends
on positive socio-economic transformation with men and women as partners in progress,
reinforcing each other's effort in removing barriers to inclusive growth. Women
empowerment leads to social change and a broader fight against global poverty. Women
empowerment can be well understood from women’s household decision making power,
financial autonomy, freedom of movement, women’s acceptance of unequal gender roles,
exposure to media, access to education, women’s experience of domestic violence etc.
Similarly it is found that in society, the acceptance of unequal gender norms by
women themselves are still prevailing. With respect to women’s access to education and
employment, it is found that gender gaps exist in both the situations. Women’s exposure to
media is also less relative to men. Women’s experience of domestic violence shows that
violence is not lessened by age. This is because most of the women lack the desired level of
financial autonomy, literacy, strong personality, own decision making capacity, family
support etc. Various constraints like poverty, social norms, family structure, lack of
awareness about legal and constitutional provision etc. prevents them from achieving the
desired level of empowerment. Mere access to education and employment can only help in
the process of empowerment. However, achievement towards this goal depends more on
attitude.
6. Learning Outcome:

● Eliminating gender inequality should be the primary goal.


● Gender budgeting mechanism is the need of the hour and needs to be regularly
monitored. It also necessitates tracking of funds allocated to female education in
terms of expenditures.
● Induce the feeling of independence, self-confidence amongst women for enterprise
and excellence.
● Eliminate all forms of discrimination in employment specifically to remove wage
differentials between men and women.
● The SHGs providing the poor women with access to economic resources must be
enabled with "macro" finance.
● Introduction of vocational of education to improve skill development and
entrepreneurial ability.
● Poverty is the reality of life for the vast majority of women in India. It is another
factor that poses a challenge in realizing women’s empowerment.
