AN ORDER CREATING BARANGAY HUMAN RIGHTS ACTION TEAM (BHRAcT)


IN THE CITY OF TAYABAS

WHEREAS, Article II, Section 11 of the 1987 Philippine Constitution provides that “the
State values the dignity of every human person and guarantees full respect for human rights”;

WHEREAS, DILG and Commission on Human Rights Joint Memorandum Circular No. 1s.
2015 dated December 16, 2014 provides Main Streaming Human Rights through Rule of Law
and Access to Justice at the Level of Provinces, Cities, Municipalities and Barangays;

WHEREAS, in order to instill greater public awareness on human rights;

NOW, THEREFORE , I, JOHNNY J. SUMILANG, by the power vestesd in me by law as


Punong Barangay of Mate, City of Tayabas, do hereby ordered the creation of the Barangay
Human Rights Action Team in the City of Tayabas as Follows;

Section 1. COMPOSITION: The Barangay Human Rights Action Team (BHRacT) shall be
composed of :

Section 2. DUTIES AND FUNCTIONS: The BHRAcT shall perform the following
duties and functions:

a. Consolidate human rights report from both Barangay-based institutions


(e.g. Lupong Tagapayapa, VAW Desk, BCPC, etc.) and non-government entities
(e.g. sectoral CSOs and purok leaders) in the community;
b. Submit semestral Barangay Human Rights Situationer Reports to City
Human Rights Action Team (CHRAcT); and
c. Receive complaints of human rights violations and refer the same to the
nearest Commission on Human Rights (CHR) Regional Offices and other
appropriate agencies copy furnished the City Human Rights Action Team and
monitor the status thereof.

Section 3. MEETINGS.- The BHRAcT shall meet at least once a month or as


often as may be necessary.

Section 4. Effectivity.- This order shall take effect immediately.

Done in the Barangay Mate, City of Tayabas this 26th day of May, 2015.
