4. It is understood that you may need several types of geo material (soil, rock, sand etc) for construction, but
source of material, approval requirements as per GoSL regulations (CEA, GSMB etc) for borrowing
material (if any), transportation of material, stockpiling etc. not identified. Indicate the source of material,
approval requirements and status of approvals with the document proof.
5. Provide details on water extraction for construction work and approval status as per GoSL regulations.
6. Explain waste management system at the work site including waste water disposal/ treatment
arrangements.
7. Ensure periodical (minimum quarterly) water quality, ambient air quality (specially in the batching plant
area) , noise and vibration where applicable through a qualified 3rd party laboratory and submit the test
report to the engineer to prove that you are carrying out the work complying with National Environmental
Quality standards as stipulated by CEA

1 Introduction and general information

This project mainly consists of construction of main canal approximate length of 17km
with associate structures and two tunnels. The establishment works such as contractor’s
office, batching plant, laboratory, engineer’s/ employer’s facilities, laboure camps and
etc. should be finalized to ensure smooth construction work. Therefore this method
statement is described the site establishment arrangement details which are executed by
the contractor.

2 Relevant documents and standards

Following standards/documents shall be used to execute these activities


1. The contract signed between CSCEC and Ministry of Mahaweli Development
& Environment.
2. The Employer’s Requirements(ER) and drawings

3 Responsibilities for activity describe within this method statement

Project manager, construction manager, section manager, section engineer and other
relevant personnel within whose scope of works shall be responsible for referred
construction activities in related to construction of site establishment. This work
activity shall be carried out according to the employer’s requirement (ER), reference
drawings and method stipulated in this statement unless otherwise changed by the
Engineer.

4 Details of carrying out method statement activity


Following specified work activities shall be carried out under this method statement.
The approved materials, skill workers and proper equipment are used to ensure the
quality of the works.

4.1 Work activities:

a) Repair and renovation of existing dilapidated building located at irrigation


department premises close to Dewahuwa reservoir. Provisions shall be provide
for all works, furniture, fittings, equipment and all other services/facilities
necessary to establish the Employer’s and Engineer’s sub-office. Also the
maintenance works of the sub-office including all facilities shall be carried out
by the contractor.

b) Provision and operation of new permanent guest house accommodation


building within the existing office compound of the division irrigation engineer
at Dambulla, including all services and associated facilities.

c) Provision of new office building in the compound of irrigation department


divisional irrigation engineer’s office in Dambulla. This office building shall
complete including design and construction as specified.
d) Preparation of the site establishment areas and compounds for the use of the
Contractor including earthworks, drainage, landscaping and fencing, surfacing
and road works etc. Those areas and works shall be identified and execute
during the canal construction works. However the prior approval shall be
obtained from the engineer before start such works.
e) Construction of the Contractor’s temporary buildings including workshops,
construction team camp, office building (Contractor already rented a land with
existing building. This land is located 1.5km far from Galewela to Dambulla
side on A6 road), laboratory, stores, housing, canteen, and First Aid station,
and erection of the concrete batching plant(s) and the aggregate crushing plant;
f) Construction and finishing of other buildings and facilities as specified for the
Employer and the Engineer.

4.2 Resource allocation

Resource allocation for site establishment activities shall be as shown in following


tables. The manpower/personnel allocation and equipment/machinery allocations are
tabulated below for easy reference.

4.3 Work schedule

The detail proposal shall be submitted within 28 days after the commencement date.
Detail proposal shall be included the layout, detailed drawings, building standards,
detailed specifications for construction work, fittings & fixings details, services &
utilities, procedures for operation of facilities and provision of services to the
Employer and Engineer, the Contractor’s assigned service and maintenance etc.

All the facilities covered by Sub-Clause (ER) shall be completed and fully operational
as specified no later than 182 days after the Commencement Date unless otherwise
agreed by the Engineer.

4.4 Construction method


The preparation of the site establishment areas and compounds for use of the Contractor,
the Employer and the Engineer shall be as per specified in the following steps:
As per requirements of contract and for execution of this project, site establishment
areas and temporary facilities including:

1. Contractor’s main camp, sub camp, living accommodation, workshop, concrete


batching plant , site laboratory, the Contractor’s general layout of main camp, sub
camp, living accommodation and other auxiliary facilities are proposed as shown
in attachment 1.

2. The Contractor’s main camp located in one compound where already existing
building which can be used as part of office area, and the laboratory area, the
workshop will be newly constructed within this compound. Please refer the
attachment 2 for details.
The estimated covered area of the office and accommodation facilities, workshop and
laboratory are shown in the following table.

3. The Contractor's Sub Camp - which is now proposed at K11 for the use of
construction team camp. The location of DP2 indicated in drawing is chosen
specifically as a storage area for aggregate materials and for the establishment
of the batching plant and crusher unit due to the convenience to transport and
less disturb to the local residents

4. The Employer and the Engineer’s facilities provided by the contractor is listed
below for easy reference
a. The Employer’s and Engineer’s sub office is to be established in a
dilapidated single stored buildings. The buildings will be repaired and
renovated. Also contractor shall provide furniture, fittings and equipment
necessary to establish the Employer’s and Engineer’s sub office in
accordance with the detailed layouts and specification. The detailed plan
shall be submitted separately.
b. A new office building is to be established within the existing compound of
the Irrigation Department Divisional Irrigation Engineer's office in
Dambutla. This new office building is intended to replace the existing
office building which is presently being used by the Divisional Irrigation
Engineer, and will be used for the operation and maintenance of the water
diversion facilities established under the NWPCP comprising the Nalanda-
Wemedilla diversion and the Mahaweli water diversion through Dambulu
Oya. The relevant drawing shall be submitted separately.

c. The contractor shall design, construct and maintain an accommodation


building and associated facilities which is to be exclusively available for
the use as a Project guesthouse by the Employer and the Engineer. The
location of this accommodation building shall be within the existing office
compound of the Divisional Irrigation Engineer at Dambulla. Not later than
28 days after the Commencement Date, the Contractor shall submit to the
Engineer for approval including detailed drawings and specifications of the
accommodation building and facilities, including all supporting
infrastructure of road works and surfacing, surface and foul drainage, water
reticulation, power distribution, telephones and plot fencing.

5. All structures, buildings and facilities will be maintained and repaired during
whole contract period to satisfactory of the Employer and Engineer.

6. All the facilities including site office, accommodation, workshop and laboratory
shall be removed and the area reinstated in accordance with the relevant
specifications at the completion of construction works on the approval of the
Engineer.

5 Quality control measures


1. The construction must be implemented strictly according to the drawings and
specifications.

2. Raw materials which used for construction activities are from approved sources
and compliance with requirements.

3. The quality and moisture content of the filling material must be strictly
controlled. The type and the technical condition of the material must meet the
design requirement.

6 Safety control measures


1. Well experience safety officer with safety department shall be assign to avoid
all the unexpected safety issues.
2. Site staffs are allowed to enter the construction site only with all necessary
personnel protective equipment (PPE).
3. All the equipments and tools which used for this work activity shall be
maintained regularly.
4. Safety measures must be taken during the excavation close to buildings,
facilities’ foundations, electricity posts and scaffolds.
5. The speed and safety distance in between vehicle in the construction premises
should be maintain properly. also Lighter vehicles should give way to heavier
vehicles when passing each other

6. It is forbidden to stand within the operating area of a running machine. All the
operations of machines shall strictly conform to the regulated process of safety
operation.
7. If the soil structure is unstable, collapse, water level rises suddenly or any other
dangers occur, then all the site staffs should immediately stop the work and be
evacuated to safe places. They can go back and resume the construction only
after the site is confirmed to be safe.

7 Environment safeguard management


The details of environment safeguard management measures to be implemented during
the site establishments are attached in annexure.

Environment safeguard management Plan for Site establishment


The initially identified land areas for contractor’s office usage, batching plant and
workers camps are shown in attached drawings. The contractor shall be obtained
required permission from relevant authorities for those land usage. As well as contractor
will come to the sign agreement with relevant land owners (if private lands are use).
However the contractor will informed in advance to the engineer prior to sign such kind
of agreements. As well as all the land areas which were summarized in section 4.1
(method statement) will not be utilized at the start time of the project. The identified
such areas will be utilized when the construction works are in progress and according
to the actual requirements are arisen.
As summarized in section 4.1 of method statement, some buildings are needed to
renovate and newly construct by the contractor for the use of employer and engineer.
The contractor will be discussed later in details wise with engineer and employer
regarding to obtain required approval for such buildings works.

Environmental Monitoring Plan


The Environmental Monitoring Plan (EMoP) is an important component of
environmental management aspects relevant to the proposed works. To ensure the
effective implementation of the CEMP, it is essential that an effective monitoring
programme be designed and carried out. The Constructor objectives are:
 Verification of the estimated expected impacts based on selective parameters
and determine the actual scale of impacts, as well as registration of unforeseen
effects
 To evaluates the performance of mitigation measures proposed in the CEMP;
 To evaluates the adequacy of Environmental Impact Assessment;

 To suggests improvements in management plan, if required;


 To enhance environmental quality; and
 To satisfies the legal and community obligations.
The monitoring plan will be used for performance monitoring of the project. A
monitoring plan defining all parameters to be monitored, with tentative location, project
stages for measurements.
Constructor is responsible for the implementation and monitoring of Environmental
Monitoring Plan. Potential environmental impacts and safety of people can easily be
avoided or mitigated by adopting good engineering practices. The contractors that will
carry out the works will also follow the requirements of national legislation on
territorial planning and the current environmental management plan. Constructor will
assign some monitoring activities during construction and operation of the investments
under the project to a supervision engineering consultant. The results of monitoring
activities will summarized by Contractor in 6 monthly report to be submitted to the
Resident Engineer (RE). In case there are discrepancies with the statutory requirements
for environmental, Contractor develops additional mitigation measures for unforeseen
impacts that exceed the established norms. Competent authorities confirm the results of
the monitoring and the proposed additional measures, where appropriate.
All the site establishment shall be done under the supervision of a qualified staff and
skilled workers.
Monitoring on following factors will be done by third party monitoring group accepted
by Central Environmental Authority (CEA), Supervision Consultant (SC), PMU and
Local authorities (LA).

Source approval for geo materials
The source approval for the material such as rubble, coarse aggregate and fine aggregates
shall be obtained separately through CMS (contractor’s material submissions). As well as
separate approvals will be obtained from relevant authorities and from the engineer for the
borrow pits area, disposal areas (for temporary and permanent disposal areas) and
stockpiling areas.
Water extraction for construction works and contractor’s usage
When it possible, all the time required water for contractors office, accommodation and
workers day to day activities shall be brought from National water supply and drainage
board. The required tariff will be paid by the contractor. The required water for batching
plant will be extracted by available well in batching plant. The required approvals from
relevant authorities for that purpose will be obtained by the contractor. The required water
