GOVERNMENT OF ASSAM PUBLIC WORKS BUILDING & NH DEPARTMENT, ESTABLISHMENT BRANCH, DISPUR: : GUWAHATI-05 1 OFFICE MEMORANDUM Dated Dispur, the 30° April, 2022 No, B&NH/ET/02/2022/07 : In the interest of expeditious implementation of development projects of Public Works (Building & National Highway) Department the follo L decisions are taken: Architects under Public Works (Building) Department posted at different divisions will work from their designated Head Quarters, From now onwards, they will not work from the office of the Chief Engineer, PWD (Building), Assam. Executive Engineer of the Division will make all necessary arrangements for office accommodation and logistic assistant for the newly posted Architects. (i) The power of structural design and drawing, would be vested to the Divisional Executive Engineer. Executive Engineer of the Division will be assisted by the Assistant Executive Engineer, Assistant Engineer and newly posted Architects. (ii) Refresher / training course of Engineers for the approval of structural drawings will be arranged Circle wise and will take the help of {IT Guwahati, NIT Silchar, Engineering Colleges and Polytechnics nearest to the Circle with prior consultation with the concern Institutes and due approval from the Government in Public Works (Building & NH) Department. i) In case of any Critical Issues, the concerned Executive Engineer can refer the same to reputed Institutes or any reputed individuals having strong Engineering knowledge with intimations to concerned Superintending Engineer and Chief Engineer or to the Office of the Chief Engineer. Henceforth, most of Government buildings & capital projects will be done through the budget of Public Works (Building) generic SOPD-G. However, in spite of such generic Head of Accounts there will be Departments who will ask Public Works Department to work under their Head of Account for certain specific reasons. in that case, Chief Engineer (Building) will submit plan and estimate to that department directly and also submit ceiling proposal to that department directly without reference to the Government in Public Works (Building & NH) Department. ‘All payments against the project undertaken from the funding of AIFA or CMSGUY will be directly forwarded by the Executive Engineer to such agency without routing through the Chief Engineer, PWD (Building) The functioning of Tender Committee will remain as itis. Executive Engineer of the Division will have the unlimited power of Technical Sanction. However, any Executive Engineer who is not working in a Division will not be vested with such power. The present Divisional Executive Engineers of PWD (Buildings) have the benefits of service of structural Engineers viz, Contd..P.2 wrAssistar ae wae Executive Engineers, Assistant Engineers and Architects. As such the Executive Engineers 1 Outside Public Works (Building) Division will not have such unlimited power.
