Section VI Technical Specification
The Standard Specifications applicable to this project will be the STANDARD TECHNICAL
SPECIFICATIONS AND METHODS OF MEASUREMENT FOR ROADWORKS 2013
edition published by the Ethiopian Roads Authority.
Bidders are obliged to obtain copies of the document from the offices of the Ethiopian Roads
Authority.
PREAMBLE
These Special provisions shall be read in conjunction with the Standard Technical
specifications or the Ethiopian Roads Authority Standard Technical Specifications and
methods of measurement for Road works 2013 and wherever there is a discrepancy, this
Special provision shall prevail.
The special provisions are to supplement the standard technical specification and Methods of
measurement and shall amend, delete, add and/or make explicit the stipulation of the standard
Technical Specifications and Methods of measurement. Divisions and Clauses in Special
Provisions carry the number of the Division and Clauses in the Standard Technical
Specifications and Methods of Measurement for Road works - 2013.
Where any Clause, Sub-clause, paragraph, or sub paragraph in the Standard Technical
Specification is supplemented by one of the following paragraphs, the provision of such
clauses, sub clauses, paragraph or sub paragraph shall remain in effect and the supplemental
provision shall be considered as added thereto. Where any clause, sub clause, paragraph, or
sub paragraph in the standard Technical specifications is amended, deleted or suspended by
any of the following paragraphs; the provisions of such clause, sub clause, paragraph or
subparagraph not so amended deleted or superseded shall remain in effect.
Should there be any conflict or inconsistency between the Special Provisions and the
Standard Technical Specification, the Special Provisions shall take precedence.

SP 1104 General
Wherever the term “Project Specification” is used it refers to “Special Provisions of the
Standard Technical Specifications” and vice versa.
All clauses to which Special Provisions of the Standard Technical Specifications apply are
preceded with the letters SP and followed by the clause number, heading and description of
the change or deletion or addition to Standard Technical Specification.
The project road is located in Somali Regional State, Jigjiga Town. The project road starts
around Nile Petroleum or Selam Clinic, where public name is the road as 30m road and pass
through existing open right of way free dry weather road and cross a river around 3.5km and
ends at a roundabout where Togochale and Kebribeya/Kebridehar main asphalt road meets.
The works under this contract includes construction of a road with a DC6 standard of Asphalt
Concrete (AC) and pedestrian walkway with non-Slippery Terrazzo tiles on each side and
Bicycle lane.
Major items of work in the contract include but are not limited to the following;
Provision and maintenance of site laboratory and accommodation, office, transport,
equipment as per Bill of Quantities;
Site clearance and setting out;
Excavation for carriageways;
Embankments and sub – grade construction;
Construction of secondary ditch;
Construction of Asphalt Concrete surfacing for carriageways;
construction of Bicycle lane
Construction of curbing stone;
Construction of culverts and bridges ;
Provision and erection of road furniture;
Accommodation of traffic throughout the construction period;
Construction and maintaining detours;
Ancillary operations to complete the execution of the Works; and
Taking care of the works prior to the issue of a Taking - Over Certificate and
Rectification of Defects during the Defects Liability Period of 730 days.
The Contractor shall also maintain the site in a clear and orderly manner, and clear up all
debris and reinstate the site, as closely as possible to the original condition to the Engineer’s

approval.
SP 1201 Scope
1205 Standards
Delete item (c) and replace with
Where the documents are available on CD Contractor shall make available for site use.
Ownership of the codes and CD remains with the Contractor. No separate payment will be
made for provision of the standards.
In the 6th line of the ninth paragraph add the phrase "from the date of request by the
Contractor" before the word "unless".

The Contractor and subcontractors shall not erect any signs, notices or advertisements on or
along the Works or the site of the works without the approval of the Engineer or which are
not in accordance to the format given by the Engineer. No signboards other than those
specified will be permitted on or adjacent to the Works, except that the Contractor may
permit each of his subcontractors to display one, and only one, signboard of less than two
square meters at the works office. These signs are to be erected not later than one month after
the Contractor has been given access to the site.
The Engineer shall have the right to have any sign, notice or advertisement moved to a better
position or to have it removed if it should in any way prove unsatisfactory, inconvenient or
dangerous to the general public.
All advertisements, notices and signs shall be removed by the Contractor not later than
fourteen (14) days after the issue of the final Defects Liability Certificate.
1219 Royalties
Delete clause 1219: Royalties entirely and replace with the following:
The Employer shall be responsible for agreement and payment of compensation and any
royalties in respect of land for permanent works, temporarily occupied lands, spoil areas,
working areas, borrow areas, quarries, pre-cast yard areas, road diversions and sites for the
Contractor’s and Engineer’s accommodation unless otherwise specified in the Particular
Specifications. However, the Contractor shall be liable for compensation and also responsible
for expropriation of land required for temporary and permanent spoiling of waste material.
The Engineer shall withhold the required amount of money from the Contractor’s final
payment for the requirement of reinstatement works.
No separate payment shall be made for all establishment of the Contractor on site. The cost
shall be deemed to be distributed among the relevant pay Items of the Contract.
1401 SCOPE
Add the Following at the end
In consideration of its size and nature, the project is categorized as a medium scale project
and the option corresponding to this categorization, option Two (2), is adopted for the
purpose of this division. Options 1 and 3 are not applicable for the project.
1402 GENERAL
Please delete the second paragraph and replace with:
The main camp of the Contractor as well as the location of the Engineer's office, laboratories
and housing accommodation has to be constructed on the approved location by the Engineer.
Camp sites shall be located in an area so as to minimize disruption of the local population,
fauna, flora, wild lives, conviction areas and water courses; adequate drainage facilities and
treatment of sewerage and waste disposal will be provided; camp construction will be
dismantled and rehabilitation once construction is completed.
Delete Item No.1402 (a) entirely and replace with the following table
The Employer’s right to use such Engineer’s facilities is reserved and exempted (shall not
pay) from any additional costs for which already paid for under the relevant pay items during
any possible extension of time granted/approved by the Employer.
Replace the first and the last paragraph with the following paragraphs:
The Contractor shall provide, furnish, equip and maintain an air - conditioned office(s) for the
sole use of the Engineer for the duration of the contract. The Engineer's office building shall
be constructed as shown in the drawings. It shall have a minimum area of 145m2 excluding
the area of the corridor and veranda. The total area of the window spaces shall be a minimum
of 15% of the floor area of the office building. The various sizes of the offices required shall
be as shown on the drawing.
(d) Laboratories
Amend 2nd sentence of the third paragraph as follow:
The Engineer’s laboratory building shall consist of a single building adjacent to the Engineers
offices not less than 120m2 in area (excluding the area of the veranda) and shall consists of
the following separate accommodation within the building (minimum internal area indicated)
unless otherwise directed by the Engineer:

This system shall ensure communications between the Engineer’s and Contractor’s offices
and vehicles in the area of the construction site as well as with the Engineer’s office in Addis
Ababa. Communication between the Engineer’s radio system, the Contractor’s site office and
at least one mobile unit in the Contractor’s vehicles should be ensured.
The systems and equipment shall conform to the followings minimum requirements:
(i) VHF Repeater System providing full Site coverage and comprising:
A frequency range VHF (136 to 174 MHz);
Output power of 50watt;
Receiver sensitivity 118dBm with 12 SINAD;
The duplexer frequency range 136 to 174 MHZ;
Continuous power input 80 watt;
Dipole antenna 6 dB;
100 watt solar panel with 30Amp/12 Volt charge regulator.
VHF Hand - held radio for communication from any location on the Site to the site offices:
A frequency range VHF (136 to 174 MHz);
Output power of 5 watt;
Number of channel 16;
Single unit charger;
Rechargeable battery.
The radio antenna shall be constructed after approval of the type and location by the Engineer
complete with all connections to the office.
The Contractor must allow in his rates for compliance with the Government regulations.
The Contractor shall maintain the system, dismantling and removing it in the
completion of the project if instructed by the Engineer to do so. An equivalent
replacement shall be provided if the system is out of service for more than 3 working
days.
The ownership of the radio communication equipment shall be reverted to the Contractor
upon completion of the project.
a) General
The Contractor shall provide, erect, furnish, equip and maintain for the duration of the
Contract period, Type B, Type C and Type D houses for the Engineer’s staff and
assistances in accordance with the drawings or details given below as per Option 2.

The Contractor shall provide all assistance such as chainmen, laboratory assistance, all tools
and protective clothing, wooden pegs, iron picks and pickets, water, cement and aggregate for
concrete, transport for laborers and materials, maintenance of the employers and other
vehicles as may be required by the Engineer and his staff for checking setting out, surveying,
measuring or testing the work. It is anticipated that adequate chainmen will be required
together with 2 laboratory assistants and the number is subjected for deviation from the
aforementioned quantities depending on the work load.
Such staff shall be approved by the Engineer and shall be responsible to him, although
they will be in the employ of the Contractor and the Engineer has absolute power to fire
them if he is not satisfied with their work performance to get the better satisfaction in
number and performance and the Contractor shall replace the equivalent of them as
soon as instructed by the Engineer. The Contractor shall include in his rates in the Bill of
Quantities, the cost of all attendance upon the Engineer and his staff. No separate payment
shall be made in respect of assistance to the Engineer, except where a specific item is
provided for in the Bill of Quantities. Otherwise, full compensation for assistance to the
Engineer shall be deemed to be included in the tendered rates for the various items in the
Bills of Quantities.

All vehicles shall be available to the Engineer within 90 days of the date of commencement
of the works.
“All the Vehicles that are going to be supplied to the Engineer shall have GPS vehicle
tracking system so as to monitor both the individual car and the entire fleet of the Engineer’s
vehicles. It is expected that the real - time car tracking device shall give up – to – the –
minute / a real time speed and location updates, including text or email alerts based on
parameters set in advance. Accordingly, the detail reports shall tell to the Employer, to the
Consultant’s head office and the Resident Engineer exactly where a vehicle has been, where
it is headed and how fast it is travelling on a real time basis. Withstanding to this, the GPS
tracker shall be the latest generation that could serve the purpose on a more efficient and
comprehensive manner. Moreover, the Contractor shall ensure the proper functioning of the
GPS tracker in all times of the service months.
d) Maintenance of Vehicles
The Contractor shall pay all tolls and vehicle licensing costs and provide fuel, lubricants and
any repairs or maintenance, including replacing defective or damaged parts or tires in
compliance with the required quantity and quality and the like, whenever required in
conformity with the vehicle manufacturer's recommendations or as may be deemed necessary
by the Engineer.
The vehicles shall be fuelled, lubricated and maintained as aforementioned until released by
the Engineer to the Employer.
Each vehicle shall be equipped with a fire extinguisher, first aid kit, tow hook and cable, tool
kit (including set of metric spanners, set of screwdrivers, water pump pliers, adjustable
wrench and socket set), spare wheel, wheel wrench, jack and handle and front and rear seat
belts all of which shall be maintained in working order or replaced by the Contractor as
necessary.
The Contractor shall immediately provide a similar replacement for any vehicle out of
service for maintenance or through mechanical breakdown or for any vehicle being
unavailable owing to theft or accident or through any other cause for a period of 24 hours.
The Contractor shall provide accommodation or allowance and pay, including all
overtime and overnight travelling allowances, competent and licensed drivers approved
by the Engineer for each of the vehicles indicated. Sufficient and qualified drivers shall
be available at night and at weekends whenever required by the Engineer in connection
to the contract therein.
The Contractor shall, between the date of commencement of the works and the handing over
of all the site facilities to the Engineer (i.e three months) provide to the Engineer temporary
site offices and laboratory which have been fully fitted, furnished and equipped to the
approval of the Engineer which shall include full running cost and “Type B” vehicles,
including all operating costs.
If the Contractor fails to provide the facilities mentioned above as per the Contract within the
time frame stated herein, the Contractor shall continue to provide the offices, vehicles and
laboratories at the Contractor’s own cost. Regarding temporary housing and Surveying
equipment, the Engineer provides these facilities by himself for the said Ninety (90) days,
and if the Contractor fails to provide the permanent housing and surveying equipment to
Engineer’s staff within the time frame, the Employer will deduct from any monies due to
Contractor and pay to the Engineer as per Consultant’s rate quoted for provision of these
facilities by increasing the quantity equal to the quantity of permanent Engineers’ facilities
until such time the Contractor provides the permanent housing and surveying equipment. The
Employer will also withhold ETB 500,000.00 per month as penalty for the failure to provide
the permanent facility and the same will be released when the Contractor provides the
permanent facility as per the requirement of the Contract. This is without prejudicing the
Engineer’s right to take other contractual measures.”
Delete pay Item 14.06 (b) and (e) in its entirety from measurement and payment and replace
by:
“The Contractor shall provide fuel and lubricants and the servicing, maintenance, and
repair of vehicles for the Engineer’s staffs. The Contractor shall provide fuel which
allows driving each vehicle up to 3000kms per month. The Employer will not effect
payment separately for supplying of fuel and lubricants and the servicing, maintenance, and
repair of vehicles for the Engineer staff and thus, the Contractor is deemed to distribute all
his costs required for supplying of Engineer’s Vehicles as per the Specification in his other
rates. While distributing the rates in other items, the Contractor should also consider the
following costs;”
Fuel and lubricants;
Servicing, maintenance and repair as required;
Supplying tyres and tubes as required
Keeping clean inside and out.
If the Contractor fails to provide fuel and lubricants and the servicing, maintenance, and
repair of vehicles or supply of tyres and tubes for the Engineer staff or any one of those
services, the Employer will deduct ETB 20,000.00 per month for each vehicle for
compensation for the failure to provide the service as per the requirement of the Contract.
The amount debited is as a penalty and is not eligible for reimbursement.”
14.0 Attendance upon the Engineer and his staff

Payment of the lump sum tendered shall be as per the mode of payment given below and
installing, supplying the specified equipment and any fixed charges payable to local or other
authorities.
Payment for maintenance items shall include for the replacement of any damaged or lost
equipment and for any usage charges payable to local or other authorities.

The tendered amounts shall be full compensation for supplying and erecting the office,
laboratory, fittings, furniture and equipment as specified in the Specification and for the
proper maintenance and the subsequent removal if required, thereof from the site on
completion of the works.
The tendered rates for the various items, scheduled in this section, shall include full
compensation for providing, procuring, erecting, installing and/or fitting the item or service,
as may be required or specified, for the use of the item or service including replacements
when defective, and finally the dismantling and removal of each item, if required, including
all transport, handling, maintenance, security and other costs.
Payment of lump sum items tendered under sub - item 14.01, 14.02, 14.03(a), 14.03(b),
14.04(a), 14.09 and 14.12(a) will be made in three installments, as follows:
(1) The first instalments, 50% of the sum, will be paid in the first payment certificate after
the Contractor has met all his obligations under this section and has made a substantial
start with construction in accordance with the approved program. The 50% Advance
instalments will be as follows;
25% of the above lump sum amount will be paid when the Contractor has
mobilized all resources and/or inputs related to the works to the site and the
same has to be confirmed by the Engineer.
The remaining 25% of the lump sum amount will be effected to the Contractor
when he has made a substantial foundation and other structural works
(2) The second instalment, 40% of the sum, will be paid when the value of the work done
reaches one half of the tendered amount, excluding contingencies and price adjustments
in terms of Clause 70 of the General Conditions of Contract.
(3) The third and final instalment, 10% of the sum, will be paid when the works have been
completed and the Contractor has fulfilled all the requirements of this section.
Before any payment is made under this sub-item, the Contractor shall satisfy the Engineer
that he has provided camps and constructional plant of good quality on the site, the value of
which exceeds that of the first installments.
The tendered rates for the various items, scheduled in this DIVISION, shall include full
compensation for providing, procuring, erecting, installing and/or fitting the item or service,
as may be required or specified, for the use of the item or service including replacement when
defective, and finally the dismantling and removal of each item, if required, including all
transport, handling, maintenance, security and other costs.
For time related cost items, the rate shall continue to be applicable during any extended
period of the construction work, unless other rates agreed by the contracting parties.
The unit of measurement shall be the kilometer, measured along the centre lines of temporary
diversions, existing roads used as temporary diversions, and roads constructed in half -
widths. It shall not include sections along which the traffic is diverted onto existing roads
where the contractor is not responsible for the maintenance of such existing roads.
The tendered rate shall include full compensation for clearing and grubbing, all earth work,
grading, shaping, graveling, watering, mixing, compacting and accommodating traffic and
maintaining temporary diversions, including roads constructed in half-widths and existing
roads used as temporary diversions during construction and maintenance periods.
The tendered rate shall also include full compensation for excavating, procuring, furnishing
and the placing all the classes of material, including loading, transporting, off - loading,
including the shaping and leveling of spoil material.
The tendered rate shall also include full compensation for procuring and furnishing new
culverts, all excavations, bedding, laying and reinstatement of the culverts and backfilling.
The tendered rate shall include full compensation for maintaining the existing road,
accommodatingand controlling traffic on it. The tendered rates shall also include full
compensation for the maintenance of the existing road through pot hole repairs, grading and
control of traffic on road sections where the Works are constructed in half-width or where the
diversion is not required, and for the provisions of communications, equipment required for
regulating the traffic, arranging for the moving of services, solving traffic problems,
complying with the legal requirements of all authorities concerned, for providing all the
required temporary road signs and barriers, including construction signs and traffic lights and
barriers, and temporary access to private property.

4101 General
a) Scope
Add the following at the end of the first paragraph.
“This section also covers the work involved in disposing of spoil materials. In accordance
with Division 1700 overhaul will not paid on any item under any division of the Standard
Technical Specification. The unit rates bid by the Contractor is deemed to cover all haulage
costs over any distance throughout the project. Any reference to free haul and overhaul
elsewhere in the Standard Specification should be considered null and void.”
The tendered rates shall include full compensation for shaping, scarifying and compaction;
provision of rollers; keeping the rollers ready for use when moisture conditions are favorable
as specified; mixing of in-situ and imported material if required; taking precautions to
prevent damage to property; and trails to demonstrate compaction methods.
No extra payment will be made for work in restricted areas. Costs for any work described are
not paid for under separate payment items, but are deemed to be included in rates tendered
for other related items of work. The contractor needs to bid after carefully examining the site
and situation.
Delete the last paragraph under pay item 42.03 entirely and replaced with the following:
“95% of the payment that are related to cut and borrow to fill and cut to spoil shall be
incorporated in the payment certificate before the application of retention money when the
Contractor before the application of retention money when the Contractor fulfils all the
required works that are stipulated under the relevant
Clauses/Specification/Quantities/Drawings of the contract. Whereas, the remaining 5% of the
withholded amount that are related to the above mentioned pay items will be released when
the Contractor execute all the necessary environmental reinstatement, and impact
management plan as per the relevant provisions of the contract document. In cases where the
contractor becomes persistently negligent of undertaking the necessary reinstatement and
environmental protection works, after two instances of warning, the Employer is at liberty to
utilize the withholded amount for any activities related to the work and/or to remedy any
damage emanated as a result of contractor’s failure of timely rectification that are not covered
by the surety and/or to execute the work by other means. Nevertheless, the implementation of
the abovementioned mechanism does not jeopardize the Employer’s remedial rights that are
stipulated under different sections of the Contract, in cases where the contractor becomes in
default of the reinstatement works.
Furthermore, the contractor shall submit his reinstatement methodology for the specifically
requested site while submitting possession of site requests for quarries and borrow sites.
Accordingly, possession of site requests that are not accompanied with such methodologies
or methods that are deficient, in the opinion of the Engineer, will automatically be rejected. In

addition, the Contractor shall make the reinstatement works in strict adherence to the
captioned methodology and based on the applicable clauses of the Contract document.”
4301 SCOPE
Add the following at the end of the paragraph:
Performance of work prescribed in this section is not payable directly and all costs involved
in the obtaining, opening up, exploitation, and reinstatement of borrow pits is deemed to be
included in the bid rates for other earthworks and pavement items.
The Engineer shall not approve the use of any material from borrow areas unless the
Contractor has made full use all available suitable materials corning from road way
excavation in the vicinity of the fill.
It would be the sole responsibility of the Contractor to ensure that stagnant pools of water do
not form in any time during operation of the borrow pits and also that adequate precautions
are taken towards safety of people and live stock.
Delete entirely.
Add the following new sentences at the end of the first paragraph:-
All oversized material shall be removed by using screens at the borrow area or other suitable
method proposed by the Contractor and approved by the Engineer. Manual removal of
oversize material anywhere may not meet with the approval of the Engineer.
If the natural material available does not meet the specified grading requirement, it shall be
screened; crushed and screened; or blended as required to meet the grading requirements.
Grading modulus and Flakiness index requirements apply only if crushed stone is used.
(a) General
Replace “a minimum of 95 or 97” by “a minimum of 95”on the third Paragraph, 5th line
If the contractor should make any alterations in the methods, processes, equipment or materials
used, or if he is unable to comply consistently with the specifications, the Engineer may
require that further trial sections be laid before allowing the contractor to continue with the
permanent work.
5100 Subbases
51.0 Sub-base layer constructed from gravel or crushed stone

Add the following at the end of this clause:
The unit of measurement shall be the cubic metre of completed crushed-stone base in place
and compacted to the specified density. The quantity shall be calculated from the authorized
dimension of the layer as shown on the drawings or prescribed by the Engineer.
The tendered rates shall include full compensation for procuring, crushing, haulage and
transport, breaking down, placing, compacting and finishing the layer including slushing
operations for crushed stone bases; removal and disposal of oversize material; the protection
and maintenance of the layer; and the conducting of control tests; all as specified.
The tendered rates shall include full compensation for crusher fines or sand (if approved)
necessary for correcting the grading of the crushed stone and for crushing and screening.
6102 Material
The priming material shall be MC – 30 cutback bitumen complying with AASHTO M82, or
as directed by the Engineer.
6108 Application of the Prime Coat
Add the following sentence at end of the last paragraph of this clause
Before the contractor commences with the construction of any prime coat work, he shall
demonstrate, by laying a trial section of not less than 500m2 in area, that the equipment and
Processes that he proposed to use will enable him to construct the prime coat in accordance
with the specified requirements. The trial section shall be laid where indicated by the
Engineer.
Only when such a trial section has been satisfactorily done and finished, and complies with
the specified requirements, will the contractor be allowed to commence with construction of
the permanent work.
If the contractor should make any alterations in the methods, processes, equipment or
materials used, or if he is unable to comply consistently with the specifications, the Engineer
may require that further trial sections be laid before allowing the contractor to continue with
the permanent work.
The tendered rate shall include full compensation for supplying the priming material,
cleaning and watering the layer to be primed; applying the priming material and maintaining
the primed surface as specified.

Add the following at the end of the second paragraph:
“Wing wall and abutment will be backfilled in horizontal layers not exceeding 15 cm in
depth. Before placing successive layers, each layer shall be thoroughly compacted by hand
operated mechanical tampers. As the backfill is built up, the fill in front of wing walls shall
be placed simultaneously and mechanically compacted. Spreading and backfilling material
shall be by hand.
In the immediate vicinity of any structural concrete, only hand - operated mechanical
compaction equipment shall be used to achieve the specified density.
The material requirements for construction of hand laid rock fill shall be the same as rock fill
as specified in clause 4404 of these specifications.
Sufficient excavation shall be made where hand - laid rock fill is to be laid such that the bad
is clean , level and sufficiently hard so that the stone blocks shall be stable when set on it.
The stones shall be laid up on the bed of the lines and levels defined on the drawings or
directed by the Engineer.
Stones shall be laid in courses such that no vertical joints extend more than the course in
which it is laid. Each stone shall be laid so that it is stable and well wedged into the rock fill
mass Spalls shall be used to fill voids and stabilize stones and the whole mass. Spaces
between tile hand - laid rocks fill and a structure, etc. shall be filled with hand tamped or
rammed fill or filter material as directed by the Engineer.
Every fifth stone on the outside face shall be laid as a header with its long axis set at
approximately right angles to the outside edge of hand - laid rock fill. In the internal mass of
the rock fill, internal headers shall be laid in the manner of the edge header above but

separated from it by two lines of stretchers. No internal headers shall be in the same line as

In the ninth paragraph, add the following sentence after the first sentence:
“The use of only one type of formwork shall be permitted for each type of structure (i.e.
bridge, culvert, etc.).
(c) Construction
Formwork to faces of structures with a gradient equal to or greater than ten vertical to one
horizontal shall be classified as vertical formwork. Formwork to faces of structures with a
gradient of less than ten vertical to one horizontal, or equal to or greater than one vertical to
ten horizontal shall be classified as inclined formwork. Formwork to faces of structures with
a gradient of less than one vertical to ten horizontal shall be classified as horizontal
formwork.
All permanently exposed concrete surfaces (Except bottom and interior girder surfaces) shall
be given a rubbed finish, using carborundum, or equivalent abrasive stones, water and brush.
Attention is directed to the fact that execution of a proper rubbed finish becomes more
difficult as the concrete hardens. Hence it should be executed as soon as, there is no danger of
marring finished work by spillage from continuing concrete course.
Add the following new sub clause (d) at the end of the clause:-
The surface shall first be given a class U2 surface finish and then shall be textured by
drawing a stiff broom lightly across the surface with adjacent strokes slightly overlapping all
to the approved of the Engineer. The lines so formed shall be perpendicular to the road
centerline.
Brooming shall be carried out after the initial concrete set but while it is still soft enough to
take an impression and shall be executed so that the corrugations formed on the surface are
Uniform and not more than ·1 .5 mm in depth.
Brooming shall be completed before the concrete is in such condition that the surface will be
torn or unduly roughened by the operation. If the contractor fails to finish the brooming in
sufficient time to avoid such damage to the surface, he shall stop brooming and (a) propose
another method of texturing the surface and (b) rectify any damage to the concrete surface
which has occurred.
The surface thus finished shall be free from rough and porous areas, irregularities and
depressions.

Reinforcing steel shall be deformed bars of minimum yield strength 60, 000 PSI (Grade 60)
for diameter 20 and above and 40,000 PSI (Grade 40) for diameter less than 20mm
confirming to ASTMA615. Splices shall be staggered, with at least 1.5m distance between
splices of adjacent reinforcement bars.
Welded mesh reinforcement shall consist of wires of the deformed type with a minimum 0 %
proof strength of 485 MPa.
The unit of measurement for steel bars shall be the ton of reinforcement in place in
accordance with the Drawings or as authorized by the Engineer.
Clips, ties, separators, chairs, and other steel used for positioning reinforcement shall not be
measured unless shown on the Bending Schedule.
The tendered rate shall include full compensation for the supply, delivery, cutting, bending,
welding, placing and fixing of the steel reinforcement, including all tying wire, spacers,
stools, supports and waste.
Item 83.02 and 83.03 is deleted and these shall be deemed to be included in pay item 83.01.
(a) General
Bridge decks shall be cast in sections as indicated on the Drawings or as approved by the
Engineer.
Balustrades and sidewalks on bridge decks shall only be cast/placed after completion of the
desk and removal of the staging.
Where curing by retention of formwork is used as the only method of curing the concrete, it
must be left in place for the minimum period specified in Table 8204-1 but in no instance
shall it be less than 7 days.
The materials used for formwork shall take into account properties such as thermal insulation
and moisture absorption when assessing the suitability of the material, to the approval of the
Engineer.
If impermeable curing membranes are to be used as a curing method, they shall be installed at
the same time as formwork is removed and no portion of a concrete surface may be left
unprotected for a period in excess of 2 hours. If the surface is an unformed finish e.g. top of
deck slab, then the surface must be protected immediately by appropriate methods approved
by the Engineer after it is finished, without damage to that surface, since it is vulnerable to
plastic Shrinkage cracking due. to high rates of evaporation while the concrete is still in a
plastic state. Plastic shrinkage and settlement shall not be permitted on any of the structural
elements since it Compromises the durability of the concrete

diameter shall be provided to protect the trees from damage by animals. The trees are watered
at least three times per week for the first six months if the planting was done in dry season.
The trees shall be managed until they reach approximately 1.5m high before they are handed
over to the Employer or the local Natural Resources / Forestry Development Department as
directed by the Engineer. The Engineer in collaboration with the Local Forestry Department
and Woreda Land and Environmental Protection Office will approve the tree planting
program and final acceptance of the planted trees to the satisfaction of the Engineer and the
concerned local authorities.
9608 Measurement and Payment

Item 96.03(b) Planting of Trees Saypiruss (tid), Gravillia and Holander etc by the road side in
0.60 m dia holes, 1 m deep dug in the ground, mixing the soil with decayed farm yard /
sludge manure, planting the saplings, backfilling the trench, watering, guarding the tree and
maintaining the plant for one year.
The unit of measurement for preparation of areas and planting of trees shall be in number
(no) of trees that have grown and not only planted.
Delete pay items 96.01, 96.02, and 96.04 and 96.05 entirely.
The tendered rate shall include full compensation for all labour, materials, plant, transporting,
compacting the material, and other incidentals necessary for the installation of the sidewalk
concrete blocks including the pre - fabricated sidewalk concrete tiles, sand / crushed
aggregate, any jointing works as required etc. The tendered rate shall further include for the
protection and maintenance of the layers and the conducting of control testing, all as
specified.
