AN ORDER ORGANIZING THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM


(BHERT) AND STRENGTHENING THE EPIDEMIOLOGICAL SURVEILLANCE AND
RESPONSE SYSTEM AT BARANGAY VILLANUEVA, SAN MANUEL, ISABELA IN THE
EMERGING 2019 NOVEL CORONAVIRUS (NCoV)

WHEREAS, Art. 2, Section 15 of the Philippine Constitution provides that “the State shall
protect and promote the right to health of the people and instill health consciousness among them”;

WHEREAS, with the declaration of the World Health Organization of a World Health
Emergency on the emerging 2019 Novel Coronavirus, the Department of the Interior and Local
Government (DILG) directed all LGUs to be on a state of preparedness and take all pro-active steps to
stop the spread of this disease;

WHEREAS, pursuant to DILG Circular 2020-018 mandates every LGUs to create Task
Force and strengthen its epidemiology surveillance response system and conduct municipal-wide
novel corona virus prevention, containment, and control information campaigns to educate the public;

WHEREAS, the RA 7160 or the Local Government Code of 1991 states that local
government units (LGUs) are in charge of the promotion of health and safety within their
jurisdictions;

WHEREAS, there is a need to create a Barangay Health and Emergency Response Team
(BHERT) and further strengthen the epidemiological surveillance report system in the barangay to
provide preventive measures on the light of Novel Coronavirus;

NOW, THEREFORE, I, RENATO M. MERCADO, Punong Barangay, by virtue of the


powers vested in me by law, do hereby order the reorganization of the BHERT:

SECTION 1. TITLE: “AN ORDER ORGANIZING THE BARANGAY HEALTH


EMERGENCY RESPONSE TEAM (BHERT) AND STRENGTHENING THE
EPIDEMIOLOGICAL SURVEILLANCE AND RESPONSE SYSTEM AT
BARANGAY VILLANUEVA, SAN MANUEL, ISABELA IN THE EMERGING
2019 NOVEL CORONAVIRUS (NCoV)”

SECTION 2. COMPOSITION OF THE BARANGAY HEALTH EMERGENCY RESPONSE


TEAM (BHERT). The Barangay Health Emergency Response Team (BHERT) shall be
composed of the following:

SECTION 4. FUNCTIONS OF BARANGAY HEALTH EMERGENCY RESPONSE TEAM.


The Barangay Health Emergency Response Team (BHERT) is created to strengthen the
Epidemiology Surveillance and Response Team of barangay Villanueva, San Manuel,
Isabela and to address and manage the emerging 2019 Novel Coronavirus and other re-
emerging viruses.

SECTION 5. SEPARABILITY CLAUSE. If, for any reason, any portion or provision, section, or
part of this Code is declared not valid by a Court of competent jurisdiction or suspended
or revoked by the Sanggunian, such judgment shall not affect or impair the remaining
portions, provisions, sections, or parts thereof which shall remain ot continue to be in
full force and effect.

SECTION 6. REPEALING CLAUSE. All ordinances, rules, and regulations, or part thereof, in
conflict with, or inconsistent with any provisions of the Code, shall be considered
repealed, amended, or modified accordingly.

SECTION 7. EFFECTIVITY. This Executive Order shall take effect immediately.

Done this 5th day of February, 2020 at Barangay Villanueva, in the Municipality of San
Manuel, Province of Isabela.
