Annex-B

WORK PLAN FOR SERVICES OF SoP FOR


SOFTWARE DEVELOPMENT AND DATA DEVELOPMENT

Consequent upon signing of Memorandum of Understanding (MoU) has been signed


between the Survey of Pakistan (SoP) and the Islamabad Capital Territory (ICT),
Administration Islamabad on 03-09-2021 and approval of PC-I by CDWP in its meeting on 06-
07 September 2021 conveyed vide administrative approval issued on 30 December 2021,
SoP undertakes to execute the project titled “LAND REVENUE RECORDS MANAGEMENT
INFORMATION SYSTEM IN THE RURAL AREAS OF ICT, ISLAMABAD” as an executing
Body. The work scope of Projects as defined in PC-1 includes the development of software
application (ICT-LRMIS), digitization of land records/ documents, and roll out the developed
system at 4 service centers. The project scope also includes the procurement of hardware,
software, the establishment of networking for service centers.
2. The project execution plan covering all the activities for implementing the scheme as
per para 6.3 of the PC-1, along with the timelines is annexed as “Annex-C”. The detailed plan
of activities including the technical methodology for data entry of existing paper record,
digitization of Mussavies, development of LRMIS, and its deployment is hereunder: -

a. Data Development:

i. The data development includes complete scanning of Mussavies of all the


Mouzas and the paper record of all the registers provided by the ICT revenue
office.
ii. An indexing application will be developed for the preservation of the scanned
data. Mouza wise or register-wise digital records will be indexed into the
database accessed through a server-based indexing application.
iii. The Scanned ownership record, Genealogy, Crop and Mutation Books, and the
other information data contained in the registers will be entered in the Urdu
language.
iv. All types of land records as existed in registers is to be verified in the manner
that the hard copy of Mouza's wise digital record will be forwarded to ICT for

verification /authentication from its concerned patwar circle. The concerned
officials will thoroughly check the entered record and return verified record duly
signed and stamped (mentioning the name and designation of all the certifying
authorities).
v. The verified digital record will then be migrated into the database.
vi. The scanned Mussavies will be digitized and mosaiced by SoP. The existing
detail of Khasras / parcels will be digitized and linked with the verified land
record.
vii. The high-resolution Satellite Image will be acquired and georeferenced by SoP.
viii. The existing possession of all built-up areas, land use, and other man-made will
be digitized on georeferenced imagery. The position of Khasars as per
Mussavies will be overlayed on the digitized data.
ix. The technique of spatial adjustment will be applied for ensuring the accuracy of
all the parcels at the sub-khasra level for their geometrical position, size, and
land use type.
x. The dimensions of existing Khasras as per Mussavies measurement along with
their division into sub-khasras will be updated with the help of concerned
revenue staff so that the exact number of land holdings as per record be
matched to the number of parcel/ sub-khasras on the ground.
xi. After the spatial adjustment, the exact demarcation of Mouzas boundaries will
be made through through field activity. The limits of all the govt. lands including
forest lands, housing schemes, and private housing societies will also be
demarcated on the ground through field activity.
xii. The parcel-to-parcel-based verification will be made on the ground for selected
parcels or on a per-requirement basis in the presence of all stakeholders.
b. Application Development:
i. All the scanned data of key registers will be stored in a database and will be
accessed through a desktop application that will not only ensure the
preservation of the manual record but will also help for its efficient retrieval
through a digital table of content as and when it is required.
ii. The development of the indexing application will be outsourced for its coding
under the system design provided by SoP.

iii. The development of software application for a land record information
management system (LR|MIS) will be outsourced through the tender process as
per PPRA Rules. The RFP for tender will be developed by SoP will be published
after approval of Project Steering Committee.
iv. The system requirement specification (SRS) will be done with the help of the
qualifying firm and its database design will be finalized based on the modern
concept of Cadastre in the light of the unified data model already
underdeveloped by SoP.
v. ICT-LRMIS will be the core system to be implemented under this project and will
be aimed at maintaining a database of the information presently exists with a
Patwar Circle of a Revenue Estate in the paper form/ registers.
vi. The proposed system will require scanning and digitization of all revenue
records and maps. GIS development (linking of maps with data) will also be
carried out to develop a GIS-enabled system based on SoP.
vii. A key component of the developed system will be the provision of document
management, archival searching, and retrieval of registered property sale deeds
at the ICT sub-registrar offices.
viii. The system will also automate various processes and procedures that revenue
officers carry out including processes related to the collection of Malyana and
Abyana. These include the issuance of various types of ownership record Fards
and also the cumbersome calculations in various types of Intiqaals (Transfers).
Many of these processes require approvals from different authorities.
ix. The workflows will be framed and introduced into ICT-LRMIS system to cover
administrative hierarchies of these revenue business processes mentioned
above.
x. The system will also provide for a seamless and automated internal messaging
system that will update the relevant authorities, (within the respective chain of
command), of the availability of new transactional requests as well as its
approvals or rejections. The system will be capable of performing all types of
Inteqaal.

xi. SoP team of experts will coordinate and monitor the development of the
application to ensure the operational capabilities of the application as per
approved PC-1.

c. Testing and Debugging of Application


i. The application will be developed as per timelines given in Annex-C and after its
development, it will be hosted at the webserver at the SoP site where the
sample data will be migrated into the application for its Real-time testing and
debugging with the help of an ICT nominated team of experts and the vendor.
ii. The joint effort of both SoP teams including the vendor and ICT representatives
will be helpful to ensure its completeness and free from all kinds of bugs.
d. Deployment and Maintenance:
After the successful completion of testing the software application, the computerized
land record data and maps developed by SoP and verified by ICT will be populated to
the database enabling the first legal transaction on the developed system. The
application along with the database will be shifted to the NTC server or any other
available ISP for its hosting in the secure environment. Training will be imparted to the
ICT officials for operational management and administration of the system.
