Relative to DepEd Order No. 82, s. 2017, titled Learning Resources Management and
Development System Implementation in the Rationalized DepEd Structure which
reiterates the adoption and implementation of the LRMDS to provide emphasis on the
LRMDS roles and responsibilities at all levels of governance. This is pursuant to the
implementing rules and regulations of Republic Act No. 10533 titled Enhanced Basic
Education Act of 2013, and as instructed in DepEd Order No. 76, s.2011 titled
National Adoption and Implementation of the LRMDS.
2. The LRMDS is a system designed to support increased distribution and access to
learning, teaching, and professional development resources. The system includes the
following:
a. standards, specifications, and guidelines for assessing and evaluating,
acquiring and harvesting, modifications, and development and production of
resources; and
b. information on quantity, quality, and location of textbooks and supplementary
materials.
3. In this regard, the school heads are requested to submit in a compressed PDF file
format the enclosed forms with the name of the designated school LR coordinator,
librarian/teacher-librarian and quality assurance team with naming convention
SCHOOLNAME. SLRTEAM2022 through this link https:/ /bit.ly/SLRTEAM2022, not
later than August 22, 2022.

Annex 1: Attributes and Composition of School Quality Assurance Team
‘The school quality assurance team must be composed and should possess the following
attributes:
Content Validator - composed of two validators per learning area. Attributes:
a. Has the skill of mapping the curriculum based on the content of the learning
resource being evaluated
b, Should be a Master Teacher
c. Must be a permanent teacher who has been teaching for at least three years
and has knowledge of the content of the learning area
d. Has the initiative to perform his role with full concern
Layout and Design Validator - composed of four validators. Attributes:
a. Has attended seminars and trainings conducted by the Learning Management
System
b. Must be familiar with the technical specifications and visual arts management
set by LRMDS
c. Must be able to validate the intellectual property right of the illustration
Language Validator - composed of two validators per medium of instruction (English and
Filipino). Attributes:
a. Has proficiency in using English and/or Filipino as a modality in the learning
resource
b. Has enough knowledge in proper translation in the target language of the text
c. Must know the correct construction of sentences that make up what is
wanted to be expressed in the text
d. Has knowledge of the correct use of coherence and consistency for the proper
explanation of the text
Social Content Validator - composed of two validators per medium of instruction (English
and Filipino). Attributes:
a. Has sufficient knowledge of the topics discussed in gender and development
b. Must consider the proper respect for genders, religions, different races and
opinions without prejudice
c. Must recognize the proper use of appropriate terminology in a person’s status
that does not hurt feelings and emotions

Maintain smooth communication with the Division LRMDS Team on the
implementation of the LRMDS policies, guidelines, and standards.
Advocate and assist access to the School, Division and National LRMDS Portal.
Manage and maintain the school LRMDS Portal.
Provide technical assistance in the development, production, and storage of learning
resources.
Keep and update database of inventories of text-based and non-text-based learning
resources in all grade levels and subject areas within the school.
8. Attend and participate actively in all Division LRMDS meetings, seminars, and other
related activities.
9. Prepare, consolidate, and submit accurate and updated LRMDS reports.
10. ‘Organize the School LRMDS Content Developers Team which includes Creative
Writers, Illustrators, Layout Artists, Graphic Artists, Photographers, Animators,
Video-Editors and Learning Resource Evaluators/Quality Assurance Team and
perform other related LRMDS tasks.

Maintain and update inventory of school library materials.

C. Administration of School Library
1. Prepare the calendar of activities of the school library.
2. Spearhead the National Book Week Celebration in coordination with the
school head.
3. Initiate other regular activities that promote library and information
services.
D. School Library Instruction
1. Prepare lessons, projects and programs integrating library processes
and services and coordinate with the school head and English/Filipino
teachers for their implementation.
2. Initiate the organization and act as adviser of the Library Club/Book
Lover’s Club.
3. Schedule library period/hour in consultation with the school head.
E. Promotion of School Library Programs
1. Conduct library orientation for learners at the start of the school year.
2. Update bulletin /information board to promote library and information
services.
3. Use social media to promote the library and information services.
F. Collaboration, Networking and Linkages
1. Coordinate and collaborate with the school head, teachers and other
stakeholders regarding school library services, activities and programs.
2. Participate in resource sharing networks to increase the opportunities
in intensifying the collection and services.
3. Establish linkage with other resource centers in the community where
learners and teachers can be referred to for research and additional
sources of information,

3. Presentation of factual content to accuracy (no outdated information,
improper use of figures, inaccurate graphs; over simplified models or
diagrams).
4. Logical presentation and organization of the content (clear to the target
user and presented in a well-organized, consistent, predictable fashion
and structure is apparent)
5. Promotes higher order thinking skills and the learning activities include
‘one or more of the 6 facets of learning (explain, interpret, apply, have
perspective, empathize and have self-knowledge) and content promote
relevant to real-life situations

B, Layout and Design Validator
1. Determine whether the overall design of the material is appropriate for
the intended learners.
2. Check typographical organization used in the material.
3. Review uses of graphics, sound, color, and illustrations in conformity
with visual arts management set by LRMDS.
4. Recommend suggestions for improvement or enhancement of design,
illustrations and layout.
C. Language Validator
1. Read and evaluate learning resource manuscript for grammatical and
typographical errors.
2. Cite specific recommendations for improvement.
D. Social Content Validator
1. Ensures that all learning resources manuscript, arts, photos, audios
and illustrations teach moral and social values.
2. Ensure no ideological, cultural, religious, racial, and gender
biases/prejudices found in the material.
