This group project involves reflection upon a project scenario, reference to relevant civil
engineering practices, quality & legislative processes, and formulation of suitable responses.
Groups: Teams-of-3 shall seek equitable contribution; members are responsible for activities
distribution; peer assessment, upon request, may be used to facilitate weighted contribution.
Format: Project submissions shall be presented with the names of the group members and an
indication of each member’s involvement in specific activities if/where deemed appropriate..
Project report is expected to be concise, clear, referenced & professionally presented. Min
font size ~11 point.
Marks: This assign-2a submission contributes 25% to the total unit mark. Marks awarded for
content, solution feasibility, decision justification(s), referenced sources, clarity, level of
project-specific detail, format and, style/presentation.

BACKGROUND
A Government Public Works Department (PWD) wants to build a major marine jetty project, as part of
an existing harbour port, wharf and quay; the project is considered high risk due to the nature of the
environmental conditions under which it’s to be designed and constructed.
The Government PWD, which has no in-house design or construction expertise, will assess and
adopt an appropriate procurement route to realise the proposal as soon as is practicable.
Currently the site’s ground conditions are unclear in-&-around the likely location of the piles for the
proposal’s likely jetty head; extremely bad weather conditions are likely during winter-months’ construction.
The PWD envisage a whole-life, life-cycle maintenance requirement by the design/constructor
stakeholder-parties throughout the asset’s operation, extra-over a 10 year defects-liability-period.
The PWD has produced a detailed client brief of the project’s scope of work and technical criteria
(SoW&TC) to be met by the designers &/or designer/constructors &/or constructors engaged & charged to
bring the project the fruition.

TASKS
In your capacity as an expert civil engineering advisor/consultant address/advise upon the following:
(1) Describe the extent to which Continuous-Improvement/Total-Quality-Management, as part of quality-
management plans’ techniques & tools, might enhance the project’s future quality attainment in specific
jetty-design decisions, and potentially avoid non-conformance in on-site tasks’ construction.
(2) Assess the extent to which this jetty project may require to address legislation related to environmental/
environmental-impact factors, and whether it might gain from related historical EPA assessment reports.
(3) Advise whether the jetty-project might be assisted by operations’ management, materials requirement
planning and related resource assignment methods, and lean construction techniques, tools & processes.
(4) Describe the extent to which National Construction Codes & Building Code of Australia guides might help
and advise jetty designers & constructors in developing project specifications and standards’ compliance.
(5) Discuss the specific Occupational Health & Safety issues associated with the construction of the jetty-
project and the need for inclusion, and key examples of, an outline OH&S Management Plan
(6) Outline a specific Project Quality Management Plan which includes leadership obligations and application
of a Plan-Do-Check-Act approach: discussion should include examples of specific Quality Control
measures (checks) that need to be undertaken on the jetty-project
(7) Assess and discuss Operations Management Plan requirements, with consideration of any specific key
jetty construction sequence demands.
(8) Provide a discussion of Customer-Related Processes with specific reference to the scenario above, and
the types of contractual issues raised in Assignment 1.
