04. Executive Summary

Power System Studies job were allotted by “GLS Foils Product Private Limited” to
“Oasis Techno Engineers Private Limited” for their electrical expansion network.

Oasis Techno Engineers Private Limited, an ISO 9001 : 2008; ISO : 14001; OHSAS 18001
: 2007 certified company, works in the consultancy services, have carry out the
power system studies in accordance with modern engineering practice. OTEPL is
aimed at providing engineering solutions and will make effective, feasible and
practical recommendations in the system study reports.

The study is based on the documents received from Emerson Process Management
(India) Private Limited as well as the discussions held between the teams for
following activities.
- Data Collection
- System Modeling
- Model Verification & Validation

This study specification document contains methods and procedures for

conducting Protective Device Co-ordination assessment. Professional judgment

05. Scope & Objective of Study

It is an important aspect in the protection system design as coordination schemes
must guarantee fast, selective, and reliable relay operation to isolate the power
system faulted sections. The objective of a protection scheme is to keep the power
system stable by isolating only the components that are under fault, whilst leaving
as much of the network as possible still in operation. Thus, protection schemes must
apply with very pragmatic and pessimistic approach to clearing system faults.

Protective device coordination is the process of determining the "best fit" timing of
current interruption when abnormal electrical conditions occur. The goal is to
minimize an outage to the greatest extent possible.

06. Quality Assurance

Power System Study has used robust electrical power system design and analysis
software which complies with requirements of standards and guides as specified.

The power system simulation package software eTAP 12.6 (www.etap.com) has been
made use of for the complete power system studies.

ETAP is the global market and technology leader in electrical power system
modeling, design, analysis, optimization, control, and automation software. The
company has been powering success for nearly 30 years by providing the most
comprehensive and widely-used enterprise solution.

“Oasis Techno Engineers Private Limited” is having of more than ten (10) years of
experience in performing power system studies with computer software (eTAP) used
for studies and performed successful studies of similar magnitude on electrical
systems.

08. Relay Co – Ordination Methodology

Relay co-ordination program (Star – Protection Device Coordination of the ETAP
package) is employed for relay co-ordination simulation.

The primary and backup relay pairs are identified using the network topology and
relay locations as inputs. It will account for both directional and non-directional
relays, releases and relays in multi terminal lines. Fault calculation is done for both
minimum and maximum generation conditions. The primary fault current and the
backup fault currents are determined.

For a given CT secondary rating, different plug setting steps (pick up currents) are
available. The plug setting for phase and earth relays are determined (current
above which relay should operate) based on the maximum load current flowing
through the protective device and unbalance factor.

The selection of TMS is the most extensive task involved in this process and that is
where the actual primary / backup co-ordination occurs. Before co-ordination is
attempted, each relay is set to its minimum TMS. The operating time of the primary
relay for close in fault is determined. If this new TMS is greater than old TMS, the
actual TMS is made equal to new TMS and again the process is repeated. An
iterative method is employed whereby several passes are made through the list of
relays. Because of the inverse nature of the relay characteristic, these iterations
converge rapidly. The procedure is same for both phase and earth fault protection.
This is enabled by changing the plug setting and primary backup relay current
depending on the type of protection.

The over-current relay co-ordination is done such that the relays should operate for
all short circuits in its own zone and provide backup protection for short circuit in
immediately adjoining system elements in the downstream, if the relay in that
adjoining system fails to operate.

Selection of Discrimination Time

The time interval between the operations of 2 adjacent relays depends upon a
number of factors viz,

1. The fault current interrupting time of the circuit breaker.

2. The overshoot time of the relay.
3. Errors
4. Final margin on completion of operation.

Power System Study !"!!

Short Circuit
eTAP Modeling of plant SLD on the computer along with the key parameters for
short circuit analysis.

Calculate the maximum available short circuit current in amperes / MVA rms
symmetrical at switch-board bus positions of the electrical power distribution
system. The calculation shall be for a current immediately after initiation and for a
three-phase bolted short circuit at each of the bus.

Single line diagram of the system being evaluated with available fault at each bus
and compare the equipment (transformers, cables, breakers, fuses, bus) short
circuit values against manufacturer’s specified maximum capability ratings
whenever available.

A system study report comprising of input data, output results covering the following
& recommendations:
- Three Phase To Ground Fault
- Two Phase to Ground Fault
- Two Phase Fault
- Single Line To Ground Fault

Power System Study !"!!

Relay Co - Ordination

Relay co-ordination program (Star – Protection Device Coordination of the ETAP

package) is employed for relay co-ordination simulation. The following has been
considered for phase & earth relay settings.

Phase Faults
3-Phase to ground fault currents are based on transient reactance of the grid and
already provided with “Short Circuit Study”.

2-Phase fault currents have been worked out for minimum fault conditions. The
coordination has been worked out accordingly. Any current higher than this fault
current will operate the relay in lesser time.

The computer output (co – ordinated curves) of the ETAP program is presented,
where the relay co-ordination checking can be easily inspected.

Earth Faults
Single line to ground fault (SLG) currents based on transient reactance of the grid
and already provided with “Short Circuit Study”.

Minimum SLG fault currents have been considered for relay settings.

The computer output (co – ordinated curves) of the ETAP program is presented,
where the relay co-ordination checking can be easily inspected.
