Republic of the Philippines S Department of Environment and Natural Resources — Tel Nos 929-6636 to 29; 929-6633 0 38 —_ 926-7061 to 45; 929-6252; 929-166 — a amr Website: Sttp:/iew dene gov.ph / E-mail: [email protected] HAR 02 202 MEMORANDUM FROM THE SECRETARY TO 2 All Regional Executive Directors PENROs and CENROs SUBJECT : PARTIAL LIFTING OF THE SUSPENSION GN THE ISSUANCE OF WOOD RECOVERY PERMIT TO COVER THE RETRIEVAL AND DISPOSITION OF UPROOTED AND TYPHOON/FIRE DAMAGED TREES In view of the devastation brought about by recent typhoons, fires and other natural calamities and to provide additional wood material requirement for the rehabilitation program of the government, the suspension on the issuance of Wood Recovery Permit (WRP) is hereby PARTIALLY LIFTED to cover ONLY the retrieval and disposition of uprooted and typhoon/fire damaged trees. The issuance of WRP for the retrieval and disposition of abandoned logs, drifted logs, sunken logs, tree stumps, tops and branches are still suspended until further notice and upon comprehensive review and assessment to be conducted on the matter. The following instructions/guidelines are hereby issued for the issuance of WRP covering uprooted and typhoon/fire damaged trees involving naturally growing and planted trees in forestlands, A & D lands, and private lands, to wit: 1. The qualified applicants for the issuance of WRP are as follows: TYPE OF RETRIEVABLE WOOD MATERIALS PRIORITY APPLICANT ‘| or uprooted and typhoon/fire 1. Tenure instrument holder/s | damaged trees in forestland 2. Local Government Unit (LGU) | 3._National Government Agencies b. For uprooted and typhoon/fire 1. Lot/land owner } damaged trees in A & D lands & | 2. LGU |__ private lands 2. The concemed CENROJImplementing PENRO upon learning of the existence of retrievable wood materials (uprooted and typhoon/fire damaged trees) shall conduct 100% inventory of these wood materials. The applicable volume equation for standing trees per DMO No. 1991-08 and FMB Technical Bulletin No, 3 (Measurement Standards and Procedures in the Conduct of Inventory for Standing Trees) shall be used and the Stand and Stock Table (SST) shall be prepared, as well as geo-tagged photographs and GIS maps. 3 ‘The WRP shall be issued by the following DENR Officials with the corresponding timber volume and validity period. No issuance of new WRP beyond this period shall be undertaken by the concerned DENR Officials. In areas affected by typhoon “Odette”, the issuance of WRP is only until three (3) months from issuance of this Memorandum, The primary purpose of issuing WRP to qualified applicant is to provide additional wood material requirement for the rehabilitation program of the government (e.g. housing materials). Thus, no collection of forest charges shall be imposed for ulilizing uprooted and typhoon/fire damaged naturally growing trees for the above purpose. ‘No WRP shall be issued covering NIPAS and eNIPAS areas consistent with DAO No. 2000-78 dated November 7, 2000. For the retrievable wood materials (uprooted and typhoon/fire damaged trees) within reforestation program sites, the concerned DENR Field Offices shall follow the corresponding procedures and requirements on recording of damaged reforestation projects stipulated under COA Circular No. 2015-007 dated October 22, 2015 entitled, “Prescribing the Government Accounting Manual for Use of All ‘National Government Agencies” 8. The concerned Regional Executive Director/PENRO/CENRO shall closely supervise all wood recovery operations under this instruction, and shall be held civilly and criminally liable should the issued WRP be used for illegal purpose/s, The Regional Executive Director shall submit to this Office, through the Office of the Undersecretary for Field Operations and Environment, copy furnished the Forest Management Bureau (FMB), a comprehensive report in compliance to this directive. The report shall include among others, the names and addresses of Permittes; species name, number and the corresponding volume of uprooted and typhoon/fire damaged trees, and geotagged photographs.
