Topic Sentence:
According to Swarthout (n.d), great communication skills are your ticket to success in the
academics and in the business world. Meanwhile, students especially who are in the grade school
level are anxious and are frightened to converse or express their own thoughts using the English
language which has become the main problem of the English teachers. In the four macro
skills, speaking is considered as the most important. In general, people concentrate upon
this skill because it represents and tells someone’s knowledge about the language he/she
knows. The ability to use it effectively and accurately in communication is the major goal of all
English language teaching process and that should be incorporated with the learners and give
them these abilities (Shteiwi & Hamuda, 2016). Though English becomes Philippines’ second
language there are factors that hinder students to effectively used the English language, they
tend to be uncomfortable in using the second language fluently instead they use it in more
colloquial way rather than formal.

Senator Maria Issahbelle Develos introduced the following resolution which was referred
to the Committee on the Philippine Government

Senate Proposal
For a bill: Be it enacted by the Senate and House of Representatives of the Philippines in
Congress assembled:
Section 1: This Act shall be known as the "Special Protection of Children Against Abuse,
Exploitation and Discrimination Act."
Section 2: It is hereby declared that it is the policy of the State to provide special protection to
children from all forms of abuse, neglect, cruelty, exploitation, discrimination, and other
conditions that harm their development; to impose sanctions for their commission; and to
implement a program for the prevention and deterrence of child abuse, exploitation, and
discrimination, as well as crisis intervention in such situations. When a parent, guardian, teacher,
or other person with care or custody of the child fails or is unable to protect the child from abuse,
exploitation, or discrimination, or when such acts against the child are committed by the said
parent, guardian, teacher, or other person with care and custody of the child, the State shall
intervene on behalf of the child.
Section 3. "Children" refers to those who are under the age of eighteen (18) or who are over the
age of eighteen (18) but unable to adequately care for themselves or protect themselves from
abuse, neglect, cruelty, exploitation, or discrimination due to a physical or mental disability or
condition.
Section 4. Within one (1) year of the effective date of this Act, the Departments of Justice and
Social Welfare and Development, in collaboration with other government agencies and the
private sector, shall develop a comprehensive program to protect children from child prostitution
and other sexual abuse, child trafficking, obscene publications and indecent shows, other acts of
abuse, and circumstances that endanger child survival.
Section 7. Any person who engages in child trading and dealing, including, but not limited to, the
act of purchasing and selling a kid for money or for any other consideration, or barter, will face
reclusion temporal to reclusion perpetua as a penalty. When the victim is under the age of twelve
(12), the penalty is imposed for the maximum amount of time.
V. REFLECTION
I have learned that the roles and responsibilities of the Philippine Congress.
I have realized that the Philippine Congress is divided into two chambers namely House of
Representatives and the Senate Philippines.
I value the lesson I’ve learn from this lesson to know the responsibilities of our lawmakers.
